Putting Nonprofits on the Policy Agenda of Post-Soviet Russia: A Story of Convergence

This article seeks to explain how a dramatic new program of financial and technical assists to nonprofit organizations managed to surface on the active policy agenda of Russia’s government between 2009 and 2013 at precisely the same time the Russian government was suppressing foreign-funded nonprofit organizations as “foreign agents” and earning for itself a reputation as the perpetrators of a “global associational counter-revolution.” To answer this question, the article brings to bear the multiple streams framework (MSF) widely used to explain policy-agenda-formation in the United States and other countries and finds it sheds useful light on the agenda-setting dynamics recently at work in the evolution of government–nonprofit relations in Russia and, possibly, in other transitional societies.

In March 1921 Lenin predicted, “If there is a harvest, everybody will hunger a little and the government will be saved. This study investigated nonprofit organizations’ (NPOs) emotion-based content strategies on Facebook and publics’ engagement behaviors. More than 52,000 Facebook posts and corresponding comments were collected from the top 100 NPOs in the United States. The emotion-carrying status and valence of the messages were analyzed with computer-assisted sentiment analysis procedures. Results confirmed emotion-carrying posts and posts with negative emotions led to increased public engagement as indexed by the volumes of likes, shares, and comments. The presence of emotions and valence of the NPOs’ posts were also found to have a diffusion effect on user comments.

ABSTRACT   The literature suggests that nonprofit organizations provide civic benefits by promoting engagement within local communities. However, there exists minimal empirical evidence describing the ways in which nonprofits actually undertake this role. In order to address this omission, we conducted interviews with personnel of nonprofit organizations in one rural community in the United States. Our preliminary findings indicate that nonprofit organizations promote civic engagement through programs and activities that: 1) engage volunteers and donors; 2) bring community members together; 3) collaborate with organizations within and beyond the community; and 4) promote community education and awareness. Together, these findings help to develop a working model to understand the civic footprint of nonprofit organizations with methodological implications for future research that would seek to measure the extent to which nonprofits promote civic engagement. Il est normal de supposer que les associations à but non lucratif favorisent l’engagement du citoyen dans les communautés locales. Cependant, il existe peu de données empiriques sur la manière dont ces associations assument véritablement ce rôle. Pour combler ce manque, nous avons mené des entretiens semi-directifs approfondis auprès du personnel d’associations à but non lucratif dans une petite communauté rurale aux États-Unis. Nos résultats préliminaires indiquent que ces associations motivent les citoyens à s’impliquer quand elles offrent des programmes et des activités qui : 1) intéressent les bénévoles et les donateurs; 2) rassemblent directement ou indirectement les membres de la communauté; 3) collaborent avec d’autres associations tant au sein de la communauté qu’au-delà de celle-ci; et 4) encouragent l’éducation et la conscientisation communautaires. Ces constats aident à établir un modèle pour mieux comprendre la présence civique des associations à but non lucratif dans les communautés et indiquent une piste à suivre pour des recherches futures qui examineraient l’influence de ces associations sur le niveau de participation civique.

Leaders of nonprofit organizations in the United States must build workforce capabilities to meet increasing demands for services. This single-case study explored strategies nonprofit leaders used to build workforce capability to address increasing service demands. The conceptual lens for this study was the full-range leadership theory. Data were collected through semi-structured interviews with senior executives of a single nonprofit organization located in the Midwestern region of the United States, which included internal organizational and workforce performance data, strategy plans, annual reports internal and external financial documents, and publicly available information. Four major themes related to building workforce capacity emerged from a thematic analysis of the data: (1) an emphasis on employee development, (2) the expansion of technology systems, (3) a concentration on developing a culture of autonomy and trust, and (4) the introduction of processes and measurements. The findings from this study might contribute to positive social change by providing nonprofit leaders with strategies and data to support a deeper understanding of how to effectively build workforce capability to address increasing service demands.

The Russian Federations drive to reestablish itself as a global power has severe security implications for the United States, its Arctic neighbors, and the North Atlantic Treaty Organization as a whole. The former Commander of United States Naval Forces Europe Admiral Mark Ferguson noted that the re-militarization of Russian security policy in the Arctic is one of the most significant developments in the twenty-first century adding that Russia is creating an “Arc of steel from the Arctic to the Mediterranean” (Herbst 2016, 166). Although the Russian Federation postulates its expansion into the Arctic is for purely economic means, the reality of the military hardware being placed in the region by the Russians tells otherwise. Implementation of military hardware such as anti-air defenses is contrary to the stipulated purposes of the Russian Government in the region. Therefore is the Russian Federation building strategic military bases in the Arctic to challenge the United States hegemony due to the mistreatment against the Russians by the United States and NATO after the collapse of the Soviet Union.

This chapter explains the policies, politics, and everyday practices of the New American Services. It highlights the tensions surrounding citizenship and the role that nongovernmental (or nonprofit) organizations play in Fargo under neoliberalism by analyzing these practices in terms of the “NGOization” of refugee resettlement. The chapter defines NGOization as the proliferation of NGOs under neoliberalism as extensions, or new faces, of the state. It views NGOs from a feminist's lens, and challenges the master narrative that refugee resettlement was purely humanitarian or simply unaccountable. The chapter provides an overview of everyday resettlement practices and beliefs about resettlement staff, and how their work can be interpreted in regard to the larger social issues laid out in this book: race, citizenship, and diversity. It also talks about the Cooperative Agreement between the Government of the United States (the State Department and the Bureau of Population, Refugees, and Migration) and VOLAGS or voluntary agencies.
