The Effect of Political Parties on Nationwide Referendums in Poland after 1989

This article is part of the special cluster titled Political Parties and Direct Democracy in Eastern Europe, guest-edited by Sergiu Gherghina. The article is the first attempt to describe and compare five nationwide referendums in Poland after 1989 as tools of direct democracy exploited by political parties. The article makes two primary contributions to the literature. The explanation focuses on the circumstances as well as the two main motives of the referendum initiators, that is, to cause trouble for political opponents and strengthen one’s own position by legitimising one’s own proposals concerning the political system and foreign policy directions. Moreover, the article discusses six methods employed by political parties to use the institution of nationwide referendum for their own political purposes. Interestingly, the Polish example shows that nationwide referendums have twofold effects for their initiators. On the one hand, they allow political parties to effectively realise the aims behind the initiated referendum. On the other hand, both political parties (1996, 1997, 2003) and presidents (1996 and 2015) sustained defeats in the next parliamentary or presidential elections.

This article assesses the referendums in Hungary in 2004, 2008, and 2016 diachronically. The review is framed by two competing liberal parliamentary approaches to direct democracy: A useful democratic corrective to the distortions of particracy, or a risky option leading to tyranny of the majority? Rather than choosing sides, this article shows how the conundrum conceals another, more interesting question: Which are the constraints under which the liberal parliamentary viewpoint shifts from the one to the other? Theorizing on post-democracy and populism provides a provisional answer: A consensualized, “post-political” parliament is key, as this, in combination with widening social-economic disparities, incentivizes illiberal populist parties to harness referendums, which prompts liberal parliamentarianists to change their minds. The referendums in 2004, 2008, and 2016 in Hungary substantiate this suspicion. Taken together, they offer a step-by-step blueprint for how, in a thoroughly postpolitical situation, a referendum evolves into a perfect catalyst for populists on their road to power, enabling them with (a) agenda-setting; (b) an explosive emphasis on popular legitimacy; (c) arousing voluntarism, while luring opponents into campaigning for boycott and political apathy; (d) combining social equalitarianism with identarian protectionism, and most importantly; (e) bypassing parliament itself. The article establishes the relationship between the interests of the Ukrainian establishment and the foreign policy vector of Kyiv. The author identified the main actors who determined the specifics of the transformation of the strategic course of Ukraine. On the one hand, the author revealed the critical problems of European integration and on the other hand, the improvement/ degradation of relations with the Russian Federation. The author evaluated the strategic doctrines used by the Ukrainian elite and analysed main changes in the approaches of the Ukrainian establishment. This article considers the reaction of Russian and Ukrainian political elites to the correction of the foreign policy imperatives of the Russian Federation and Ukraine, respectively. Also, the author, using the theory of the “heavy” and “light” fractions of Ukrainian political elites as an example, identifies specific features of the correlation between the replacement/renewal of key elite groups and the adaptation of the strategic vector, including a qualitative rethinking of the approaches inherent in the replaced establishment. On the other hand, the author compared between the declared positions/slogans and specific doctrines/concepts, initiated, for example, by individual actors of the political elite. The author analyses the main reasons for the soft dismantling of the so-called multi-vector diplomacy in favour of the Euro-Atlantic course. Also, in the article, concerning the realities of Ukraine, the influence of the political model of “shapeless pluralism” of hybrid regimes on the transformation of the foreign policy’ agenda.

The present study attempts to combine Raskin’s (1985) and Davies’ (2011) methodological approaches to political jokes to investigate Greek political jokes targeting politicians and circulated during the first 4 years of the Greek crisis. The proposed analysis identifies, on the one hand, what Greek people perceive as politicians’ main incongruities, namely their flaws that prevent them from fulfilling their roles ‘appropriately’. On the other hand, the particularities of the sociopolitical context in Greece and, most importantly, the pervasive lack of political trust among Greeks allow for an interpretation of the jokes under scrutiny as expressions of disillusionment and disappointment with politicians and the political system in general, and as manifestations of mild, playful aggression towards them. The findings of the study reveal that the accusations raised in the jokes against politicians capture and reproduce quite accurately most of the aspects and causes of political mistrust in Greece.

The article is devoted to the political views of F.D. Samarin, his conception of the political system in Russia before 1905, constitutional reforms of 1905–1906 and Stolypin’s reforms. The author demonstrates how Samarin tried to adopt the Slavophile doctrine to the situation of the beginning of the 20th century. At that he had to carry on polemics both with the opponents of the Slavophilism and its supporters. On the one hand, this fact stresses Slavophilism diversity and its inner heterogeneity. On the other hand, it shows the nature of the Slavophile doctrine itself that resembled more the historiographic approach to researching the past than a well-structured political conception. Giving meaningful political content to Slavophile ideas depended fully on every single representative of the Slavophile intellectual heritage.

All major post-Worldwar political conflicts that made up the face of Belgian polities, were accompagnied by massive protests and intensive demonstration waves. Analysis of newspapers coverage and of the gendarmerie archives confirms this for the nineties. The 1990-1997 period is marked by an increasing number of demonstrations and demonstrators. The disappearance of the ideological and cultural-linguistical actions was, on the one hand, made up for by the further rising of other issues (environmental, anti-racist, judicial, .. .), and on the other hand by the near institutionalisation of very classic issues like education or employment, who both secured their place on the street. There is no ground to call the 1990's dull, on the contrary: the number of demonstrations grew steadily and, especially in Flanders, Inglehart's Silent Revolution of Postmaterialist values took to the streets. The wider acceptance of demonstrations as a means of actions, the growing political alienation, and the greater openness of the political system are presented as plausible explanations.

The restitution of self-government in Poland is considered to be one of the key foundations of the political transformation. In recent years, and in particular during the local election campaign in autumn 2018, we could observe the clash of various concepts related to the assessment of the current territorial self-government activity. Their authors were, on the one hand, the Law and Justice party ruling in Poland since 2015 (within the United Right), and on the other, opposition groups, in particular the Civic Platform, Modern Party and Polish People’s Party. Therefore, the given article compares the views presented by the above-mentioned political parties regarding the evaluation of the current activity of self-governments and the vision of their further role in the polish political system. For this purpose, a qualitative analysis of the content of their electoral programs prepared for the local elections in autumn 2018 was carried out.

The article is devoted to the analysis of representations about AustriaHungary in Russia in political and publicists societies including Bolsheviks, Social Democrats, liberals (cadets), as well as MFA analysts from February to October. On the basis of the materials on foreign policy and the correlation of revolution and world war, from Russian daily press and journalists, which have not been studied before, the author comes to the conclusion that the representatives of the left flank of the political spectrum had neither information nor conceptually built ideas about the situation in AustriaHungary, about the perspectives for the development of revolutionary processes in the multinational state and its direction and aims. On the other hand, this was also largely characteristic of the moods of the AustroHungarian politicians, whether progovernment or opposition,Статья посвящена анализу представлений об АвстроВенгрии в России в политических и публицистических обществахв том числе большевиков, социалдемократов, либералов (кадетов), а также аналитиков МИД с февраля по октябрь. На основе материалов по внешней политике и соотношение революции и мировой войны, из российской ежедневной прессы и журналистов, которые до этого не изучались, автор приходит к выводу, что представители левого фланга политического спектра не имели ни информации, ни концептуально выстроенных представлений о ситуации в АвстроВенгрии, о перспективах развития революционных процессов в многонациональном государстве и его направленности, а также о том, что они не могли цели. С другой стороны, это было также в значительной степени характерно для настроений австровенгерских политиков, будь то проправительственные или оппозиционные, для которых цели национального движения уже в 1917 году играли гораздо большую роль, чем для русских. Для сравнительного анализа на основе архивных материалов приводятся позиции Министерства иностранных дел (Временного правительства) и Петроградского Совета.

Abstract It is known that Kierkegaard’s relation to politics was problematic and marked by a somewhat reactionary stance. The nature of this problematic relation, however, will be shown to lie in the tension between his double skepticism of the order of establishment [det Bestående] on the one hand, and the political associations of his age on the other. In this tension he is immersed, trembling between Scylla and Charybdis. On the one hand Kierkegaard is hesitant to support the progressive political movements of the time due to his skepticism about the principle of association in the socio-psychological climate of leveling and envy. On the other hand, his dubious support of the order of the establishment, in particular the Church and Bishop Mynster, becomes increasingly problematic. The importance of 1848 is crucial in this regard since this year marks the decisive turn in Kierkegaard’s authorship. Using the letters to Kolderup-Rosenvinge in the wake of the cataclysmic events of 1848 as my point of departure, I wish to elucidate the pathway towards what Kierkegaard himself understands as his Socratic mission.

The article examines the struggle of the Qatari- Turkish alliance for regional leadership in the Federal Republic of Somalia. The analysis revealed that the foreign policy activity of Turkey and Qatar in Somalia began during the events of the Arab Spring. Ankara and Doha used diplomatic, military and fi nancial instruments to strengthen their infl uence in the country. Moreover, Qatari money played an important role in promoting pro-qatari candidates to power during the 2012 and 2017 presidential elections. However, the eff orts of the Turkish- Qatari alliance to strengthen its position in Somalia have clashed with the interests of the Saudi- Emirati bloc seeking regional dominance. On the other hand, the inability to close the main cooperation with the central government in Somalia forced the UAE to support such autonomous regions as Somaliland, thereby intensifying the destabilization processes in the country.

The article is devoted to the famous The Discourse of Voluntary Servitude by Étienne de La Boétie. The author considers the theoretical premises underlying the concept of “voluntary servitude”, juxtaposing them with two modern concepts of will developed by Descartes and Pascal. An important feature of La Boétie’s project is the political and therefore intersubjective – as opposed to the individualistic perspective of Descartes and Pascal – starting point. It is therefore situated against the background of, on the one hand, the historical evolution of early modern states (from feudal monarchies, through so-called Renaissance monarchies up to European absolutisms) and, on the other hand – of the political philosophy of Machiavelli and Hobbes.
