Female Youth Convicted of Sex Offenses: Public Opinion on Public Notification

Throughout the United States, sex offender registration laws in many states and the federal government have expanded to include juveniles. Once juveniles are registrants, they can potentially be subjected to required or discretionary public notification (PN). Given the documented detrimental effects of PN on juveniles and the prevalence of sexual offending by juvenile females, this study investigated public opinion on applying PN to juvenile females who were convicted of a sexual offense. Participants were 947 individuals recruited using Amazon’s Mechanical Turk who completed an online survey. Multivariate logistic regression found support for PN increased when the public felt law enforcement was effective in investigating these crimes and there were increased public safety concerns. Support for PN decreased when the public supported plea bargaining and supported the law distinguishing between adults and juveniles who commit sex crimes. Implications of these results are discussed.

Australia has followed the course taken by other English-speaking countries in recent years of enacting legislation that requires convicted sexual offenders to register personal details with law enforcement agencies. These laws have been enacted to protect the public from the perceived threat posed by sex offenders, but have been written with little apparent reference to the available research literature about the nature and extent of this threat. In addition, there is no empirical evidence supporting the effectiveness of legislatively based sex offender registries to either reduce sexual offending or to enable the police to investigate sex crimes and apprehend offenders. This article compares and contrasts the current laws governing sex offender registration enacted by the various states and territories in Australia, and offers a critical analysis of their provisions in light of the research literature on sexual offending.

Since the 1990s, sex offender registration and notification (SORN) has assumed a prominent place on state and federal crime control agendas in the United States. Although researchers have examined many aspects of SORN policies and systems, relatively little is known about how SORN is used, perceived, and experienced by law enforcement professionals in the context of their work. This article presents findings from a mixed-method study, consisting of face-to-face interviews and a national online survey of police and sheriff agencies. We examined law enforcement views on SORN’s general functions and efficacy, barriers to SORN effectiveness, and recommendations for SORN-related policy. Results highlight the challenges associated with SORN’s various functions as a law enforcement information tool, as an offender monitoring mechanism, and as a conduit of public information. They also indicate differences between the perspectives of agency leadership and those on the front lines of registry enforcement and management, as well as a range of concerns associated with the reliability and utility of registry information, inter-system communication, registrant homelessness and transience, and the public’s capacity to understand registry information. Implications for policy reform and for SORN-related research are discussed.

This article explores the contemporary phenomenon of “naming and shaming” sex offenders. Community notification laws, popularly known as Megan's Law, which authorise the public disclosure of the identity of convicted sex offenders to the community in which they live, were enacted throughout the United States in the 1990s. A public campaign to introduce “Sarah's Law” has recently been launched in Britain, following the death of eight-year old Sarah Payne. Why are sex offenders, and certain categories of sex offenders, singled out as targets of community notification laws? What explains historical variability in the form that sex offender laws take? We address these questions by reviewing the sexual psychopath laws enacted in the United States in the 1930s and 40s and the sexual predator and community notification laws of the 1990s, comparing recent developments in the United States with those in Britain, Canada, and Australia. We consider arguments by Garland, O'Malley, Pratt, and others on how community notification, and the control of sex offenders more generally, can be explained; and we speculate on the likelihood that Australia will adopt community notification laws.

The article is based on an analysis of certain aspects of how the public opinion of selected nations in years 2001–2016 perceived the American foreign policy and the images of two Presidents of the United States (George W. Bush, Barack Obama). In order to achieve these research goals some polling indicators were constructed. They are linked with empirical assessments related to the foreign policy of the U.S. and the political activity of two Presidents of the United States of America which are constructed by nations in three segments of the world system. Results of the analysis confirmed the research hypotheses. The position of a given nation in the structure of the world system influenced the dynamics of perception and the directions of empirical assessments (positive/negative) of that nation’s public opinion about the USA.

The COVID-19 pandemic is taking a significant global toll on emotional well-being, but evidence of mental health impacts in the United States remains limited. In April 2020, we conducted an exploratory survey of U.S. residents to understand prevalence of and factors associated with psychological distress during the pandemic. Data collection was conducted using Qualtrics, an online survey platform, and U.S. adult respondents were recruited via Amazon's Mechanical Turk platform. Among 1,366 respondents, 42% (n = 571) reported clinically significant anxiety and 38% (n = 519) reported clinically significant depression. Factors associated with anxiety and depressive symptoms included Hispanic/Latino ethnicity; younger age; lower income; employment as or living with a health care worker-first responder; caregiver status; SARS-CoV-2 infection status; decreased frequency of engagement in healthy behaviors; and changed frequency of engagement in unhealthy behaviors. That some of these factors are associated with elevated distress during the pandemic is not yet widely appreciated and might be useful in informing management of mental health care resources.

BACKGROUND The COVID-19 pandemic has imposed a large, initially uncontrollable, public health crisis both in the US and across the world, with experts looking to vaccines as the ultimate mechanism of defense. The development and deployment of COVID-19 vaccines have been rapidly advancing via global efforts. Hence, it is crucial for governments, public health officials, and policy makers to understand public attitudes and opinions towards vaccines, such that effective interventions and educational campaigns can be designed to promote vaccine acceptance OBJECTIVE The aim of this study is to investigate public opinion and perception on COVID-19 vaccines by investigating the spatiotemporal trends of their sentiment and emotion towards vaccines, as well as how such trends relate to popular topics on Twitter in the US METHODS We collected over 300,000 geotagged tweets in the US from March 1, 2020 to February 28, 2021. We examined the spatiotemporal patterns of public sentiment and emotion over time at both national and state scales and identified three phases along the pandemic timeline with the significant changes of public sentiment and emotion, further linking to eleven key events and major topics as the potential drivers to induce such changes via cloud mapping of keywords and topic modelling RESULTS An increasing trend of positive sentiment in parallel with the decrease of negative sentiment are generally observed in most states, reflecting the rising confidence and anticipation of the public towards vaccines. The overall tendency of the eight types of emotion implies the trustiness and anticipation of the public to vaccination, accompanied by the mixture of fear, sadness and anger. Critical social/international events and/or the announcements of political leaders and authorities may have potential impacts on the public opinion on vaccines. These factors, along with important topics and manual reading of popular posts on eleven key events, help identify underlying themes and validate insights from the analysis CONCLUSIONS The analyses of near real-time social media big data benefit public health authorities by enabling them to monitor public attitudes and opinions towards vaccine-related information in a geo-aware manner, address the concerns of vaccine skeptics and promote the confidence of individuals within a certain region or community, towards vaccines

Foreign electoral intervention is an increasingly important tool for influencing politics in other countries, yet we know little about when citizens would tolerate or condemn foreign efforts to sway elections. In this article, we use experiments to study American public reactions to revelations of foreign electoral intervention. We find that even modest forms of intervention polarize the public along partisan lines. Americans are more likely to condemn foreign involvement, lose faith in democracy, and seek retaliation when a foreign power sides with the opposition, than when a foreign power aids their own party. At the same time, Americans reject military responses to electoral attacks on the United States, even when their own political party is targeted. Our findings suggest that electoral interference can divide and weaken an adversary without provoking the level of public demand for retaliation typically triggered by conventional military attacks.

Introduction:Interest in tactical medicine, the provision of medical support to law enforcement and military special operations teams, continues to grow. The majority of tactical physicians are emergency physicians with additional training and experience in tactical operations. A 2005 survey found that 18% of responding Emergency Medicine (EM) residencies offered their resident physicians structured exposure to tactical medicine at that time.Methods:This study sought to assess interval changes in tactical medicine exposure during EM residency and Emergency Medical Services (EMS) fellowship training. A secure online survey was distributed electronically to all 212 EM residency programs and 44 EMS fellowship programs in the United States.Results:Responses were received from 99 (46%) EM residency and 40 (91%) EMS fellowship programs. Results showed that 52 (53%) of the responding residencies offered physician trainees formal exposure to tactical medicine as part of their training (P < .0001 compared to 18% in 2005). In addition, 32 (72%) of the 40 responding EMS fellowships (newly established since the initial survey) offered this opportunity. Experiences ranged from observation to active participation during tactical training and call-outs. The EM residents and EMS fellows provide support to local, state, and federal law enforcement agencies. A small number of programs (six residencies and four fellowships) allowed a subset of qualified trainees to be armed during tactical operations.Conclusion:Overall, training opportunities in tactical medicine have grown significantly over the last decade from 18% to 53% of responding EM residencies. This study examined the 15 deadliest public mass shootings in the United States from March 1998 to February 2018 to assess (a) leakage of violent thoughts/intent, (b) leakage of specific interest in mass killing, (c) concerning behaviors reported to law enforcement, (d) concerning interest in homicide reported to law enforcement, and (e) firearms acquisition. We then compared our findings on the deadliest public mass shooters with the Federal Bureau of Investigation’s (FBI) findings on active shooters in general. Overall, the results suggest that most incidents were indeed preventable based on information known about offenders in advance, and that the deadliest mass shooters exhibited more warning signs and were more often reported to law enforcement than other active shooters. Future prevention efforts should aim to educate, encourage, and pressure the public to report warning signs to law enforcement, educate and train law enforcement so that they can more effectively investigate potential threats, and limit firearms access for people who have admitted having homicidal or suicidal thoughts or being interested in committing a mass shooting. These relatively straightforward steps could significantly reduce the prevalence of future attacks.

Abstract The Dodd–Frank Act of 2010 is the most comprehensive reform of American finance since the Great Depression and an ideal case to study how public opinion can counter the political power of finance. This article shows how pivotal congressional hearings created a clear story line for American media, one built around the way in which the investment bank Goldman Sachs made money during the crisis. We demonstrate that Goldman and CEO Lloyd Blankfein became the face of finance during these hearings. Results from a 2016 online survey experiment enable us to examine whether media portrayals highlighting the personal attributes of Blankfein and Goldman’s deal-making activate public opinion differently than articles foregrounding conflict of interest regulation and Goldman. Compared to the control condition, focus on Blankfein as the face of banking triggers negative affective response, greater appetite for regulating markets and greater attribution of blame toward banks for the financial crisis.
