Adaptation to climate change is a complex process of societal change and should be studied as such. Attention to issues of climate adaptation has increased considerably over the past few years. Until now, less attention has been paid to questions concerning normative issues of societal change. In this paper we will address three important questions on the normative level: (a) What kind of legal and policy principles should public and private actors take to heart when formulating and implementing adaptation measures? (b) Which societal interests should be protected by a climate-adaptation policy and in what order? (c) To what extent are governments responsible for adaptation to climate change and what are the responsibilities to be borne by private parties and citizens? We will treat these questions from a mix of legal, administrative, and economic perspectives. We conclude with some recommendations on how to deal with these normative aspects in policy-making processes.

Adaptation to climate change is not only a technical issue; above all, it is a matter of governance. Governance is more than government and includes the totality of interactions in which public as well as private actors participate, aiming to solve societal problems. Adaptation governance poses some specific, demanding challenges, such as the context of institutional fragmentation, as climate change involves almost all policy domains and governance levels; the persistent uncertainties about the nature and scale of risks and proposed solutions; and the need to make short-term policies based on long-term projections. Furthermore, adaptation is an emerging policy field with, at least for the time being, only weakly defined ambitions, responsibilities, procedures, routines, and solutions. Many scholars have already shown that complex problems, such as adaptation to climate change, cannot be solved in a straightforward way with actions taken by a hierarchic or monocentric form of governance. This raises the question of how to develop governance arrangements that contribute to realizing adaptation options and increasing the adaptive capacity of society. A series of seven basic elements have to be addressed in designing climate adaptation governance arrangements: the framing of the problem, the level(s) at which to act, the alignment across sectoral boundaries, the timing of the policies, the selection of policy instruments, the organization of the science-policy interface, and the most appropriate form of leadership. For each of these elements, this chapter suggests some tentative design principles. In addition to effectiveness and legitimacy, resilience is an important criterion for evaluating these arrangements. The development of governance arrangements is always context- and time-specific, and constrained by the formal and informal rules of existing institutions.

Non-technical summary Adaptation to climate change has traditionally been framed as a local problem. However, in recent years, adaptation has risen on the global policy agenda. This article contributes to the study of transnational climate adaptation through an investigation of international connectivity on climate adaptation between regional policy-makers. We examine the RegionsAdapt initiative, the first global commitment to promote and track the progress of regional adaptation. While adapting to climate change at the regional level is crucial, we suggest that transnational adaptation governance not only helps to promote adaptation measures, but also improves the process of tracking the progress of such action, its visibility and its aggregation.

Climate change has been occurring in every part of the world for the last two decades, including Indonesia. This phenomenon constitutes key emerging threat to marine ecosystems and fisheries resources as well as to societies that depend on these coastal environment and natural resources for food and livelihood. Nowadays, coastal adaptation to climate change is one of the tremendous challenges for coastal communities. The east coast of Sidoarjo regency has one of the widest mudflat areas in East Java, with high sedimentation rate which is originated from Brantas Watershed. This area, specifically in Kepetingan Hamlet, Sawohan Village, is heavily impacted by tidal floods twice a year and this is considered the most vulnerable place in Sidoarjo coastal area. In terms of a climate change adaptation measures, it is important to assess the resilience of these communities. This research aimed to analyse the recent condition of Kepetingan Hamlet and to investigate the factors which increases local community vulnerability due to climate change impact. We conducted this research by undergoing field observations including interviews with related stakeholders. This result expected to provide a bigger picture about Kepetingan Hamlet and to provide the suitable adaptation strategies for building resilience in facing climate change.

This article seems at the outset to be a protest at the complexity of the climatic system and the education system, but in fact the author describes the logic of construction of educational projects aimed at adaptation to climate change. He provides examples of implemented projects, with an emphasis on the practical activities of pupils focusing on the implementation of climate adaptation measures in their lives. In other words: actions, not nice presentations solve real life problems.

Adaptation to climate change is being addressed in many domains. This means that there are multiple perspectives on adaptation; often with differing visions resulting in disconnected responses and outcomes. Combining singular perspectives into coherent, combined perspectives that include multiple needs and visions can help to deepen the understanding of various aspects of adaptation and provide more effective responses. Such combinations of perspectives can help to increase the range and variety of adaptation measures available for implementation or avoid maladaptation compared with adaptations derived from a singular perspective. The objective of this paper is to present and demonstrate a framework for structuring the local adaptation responses using the inputs from multiple perspectives. The adaptation response framing has been done by: (i) contextualizing climate change adaptation needs; (ii) analyzing drivers of change; (iii) characterizing measures of adaptation; and (iv) establishing links between the measures with a particular emphasis on taking account of multiple perspectives. This framework was demonstrated with reference to the management of flood risks in a case study Can Tho, Vietnam. The results from the case study show that multiple perspective framing of adaptation responses enhance the understanding of various aspects of adaptation measures, thereby leading to flexible implementation practices.

For successful climate change adaptation, the distribution of responsibility within society is an important question. While the literature highlights the need for involving both public and private actors, little is still known of how citizens perceive their own and others’ responsibility, let alone the moral groundings for such perceptions. In this paper, we report the results of a survey regarding people’s attitudes towards different ways of distributing responsibility for climate change adaptation. The survey was distributed to citizens in six Swedish municipalities and completed by 510 respondents. A large number of respondents wanted to assign responsibility for making decisions about and implementing adaptation measures to local governments, but also to property owners, whereas the national government was raised as responsible for setting decision boundaries and for financial support. The most preferred principles for a fair distribution of responsibility among the respondents were desert, ability, efficiency and need, while the principle of equal shares found less support. All principles received some support, indicating that it is necessary to consider several principles when distributing responsibility for climate change adaptation. Compared to earlier studies, this study shows more nuanced perceptions on who should be responsible and on what moral grounds.

The article aims to determine the "portfolio" of financing ecosystem-based adaptation to climate change based on the analysis of traditional market instruments used to preserve, maintain and restore ecosystem services and biodiversity. The definition of ecosystem-based adaptation, its qualification criteria and elements of their application in contrast to traditional economic measures for biodiversity and nature conservation are revealed. The relevance of using ecosystem and nature-based approaches to adapt to climate change and reduce the risk of natural disasters given the increasing frequency of extreme weather events associated with climate change – severe droughts, floods, heatwaves, storms and other hazards are explored. Accordingly, the urgency of adaptation to climate-related risks and hazards in different economic sectors, e.g. agriculture, land use, fisheries, and natural components with a focus on the climate impacts prognosis for the European region, using effective and affordable measures with additional long term social and environmental benefits are explained. Trends and specific gaps in the international experience in financing climate adaptation measures are considered. The most common instruments for financing nature-based solutions and ecosystem-based adaptation to climate change, which are already used in world practice or have the potential of their practical implementation in various sectors, including environmental and carbon taxes, subsidies, tradable environmental permits, risk insurance, obligations, debt and equity instruments, as well as innovative forms of green loans, green bonds, and climate-related insurance types are systematized and represented. The specifics of financing such measures through international funds, development banks and European Union funds are considered. Possibilities of integrating financing of ecosystem-based adaptation to climate change to the current processes of climate change adaptation policy development of Ukraine, particularly in the context of performance of obligations under the Paris climate agreement, are considered.

Belgium and the Netherlands together form the Low Countries. Empirical research in Flanders (the Dutch-speaking part of Belgium) and the Netherlands proves that there are substantive differences in the organization of governance processes regarding flood management in response to climate change. This article answers the question of how Flanders and the Netherlands, confronted with universal challenges and dilemmas in the governance of adaptation to climate change – integration versus differentiation (multi-sector versus sector-based governance), the problem of scaling (multi-level governance) and the division of public and private responsibilities (multi-actor governance) – are designing and structuring their approaches. More specifically, we look at how differences in the framing of climate adaptation can explain why organizational practices differ. For this purpose, a distinction is made between diagnostic framing (what is the problem?), prognostic framing (what could be possible solutions?) and action framing (how to act?). By referring to existing policy frames, the article explains recent policy choices on climate change adaptation in flood management.

This guidebook presents a framework for climate adaptation planning for coastal cities, large and small, focused on the central roles of citizens, public officials, and planners. The book is designed to help all stakeholders in coastal cities understand and develop effective adaptation measures in a sustainable way. Within a framework of eight key planning steps, guidance is provided for stakeholders in the adaptation process from initial assessments of climate impacts to final planning. The work sets out general principles and methods of adaptation to climate change for many types of coastal communities. Adaptation is seen throughout the work as a process that should take into account all coastal assets, including economic, environmental, social, cultural and historical assets, with due attention to disadvantaged communities. Among the adaptation elements covered in the book are: a review of the current climate situation; climate impacts and vulnerabilities; climate models and future scenarios; physical, economic, social and other characteristics of coastal cities and towns; the range of available adaptations, including management, infrastructure, and policy adaptations; evaluation of projects and programs; and working together to develop and finance adaptations. Numerous tables are presented to help organize information and guide planning, and examples of adaptation challenges and opportunities are provided from both developed and developing coastal cities and towns. The volume is copiously illustrated, with extensive up-to-date references to provide the reader with additional sources of information.

As the central product of the BMBF-KLIMZUG-funded Joint Network and Research Project (JNRP) ‘dynaklim – Dynamic adaptation of regional planning and development processes to the effects of climate change in the Emscher-Lippe region (North Rhine Westphalia, Germany)’, the Roadmap 2020 ‘Regional Climate Adaptation’ has been developed by the various regional stakeholders and institutions containing specific regional scenarios, strategies and adaptation measures applicable throughout the region. This paper presents the method, elements and main results of this regional roadmap process by using the example of the thematic sub-roadmap ‘Water Sensitive Urban Design 2020’. With a focus on the process support tool ‘KlimaFLEX’, one of the main adaptation measures of the WSUD 2020 roadmap, typical challenges for integrated climate change adaptation like scattered knowledge, knowledge gaps and divided responsibilities but also potential solutions and promising chances for urban development and urban water management are discussed. With the roadmap and the related tool, the relevant stakeholders of the Emscher-Lippe region have jointly developed important prerequisites to integrate their knowledge, to clarify vulnerabilities, adaptation goals, responsibilities and interests, and to foresightedly coordinate measures, resources, priorities and schedules for an efficient joint urban planning, well-grounded decision-making in times of continued uncertainties and step-by-step implementation of adaptation measures from now on.
