This article aims to gain insight into the governance capacity of cities to adapt to climate change through urban green planning, which we will refer to as climate-greening. The use of green space is considered a no-regrets adaptation strategy, since it not only absorbs rainfall and moderates temperature, but simultaneously can contribute to the sustainable development of urban areas. However, green space competes with other socio-economic interests that also require space. Urban planning can mediate among competing demands for land use, and, as such, is potentially useful for the governance of adaptation. Through an in-depth case study of three frontrunners in adaptation planning (London, Rotterdam, and Toronto), the governance capacity for climate-greening urban areas is analysed and compared. The framework we have developed utilizes five sub-capacities: legal, managerial, political, resource, and learning. The overall conclusion from the case studies is that the legal and political subcapacities are the strongest. The resource and learning sub-capacities are relatively weak, but offer considerable growth potential. The managerial sub-capacity is constrained by compartmentalization and institutional fragmentation, two key barriers to governance capacity. These are effectively blocking the mainstreaming of adaptation in urban planning. The biggest opportunities to enhance governance capacity lie in the integration of adaptation considerations into urban-planning processes, the establishment of links between adaptation and mitigation policies, investment in training programmes for staff and stakeholders in adaptation planning, and providing infrastructure for learning processes.

Small urban streams are an important element of blue-green infrastructure that is often underused, especially regarding storm water management. In addition, small streams in dense urban areas often seem to be polluted and devastated, or even buried underground. This paper discusses the problems and challenges that occur in urban areas regarding small streams and creeks, and explores how their revitalization can help in shaping more resilient communities. The study explores two cities, Graz and Oslo, and their best practice examples in revitalizing urban watercourses. As a valuable natural ?blue? capital, small streams can reduce the city?s risk of flooding from intense rainfall and strengthen the ecosystem. At the same time, small urban streams are cost effective, proactive and attractive elements of urban landscape. Research identifies the benefits that the process of revitalization of small urban streams brought about to the selected case studies regarding the environment, public health, social interactions, land use and adaptation to climate change. Furthermore, the research establishes urban planning guidelines for revitalization of watercourses that could help in setting up policy framework for adapting inherited urban settings to climate change.

New climate change realities are no longer a doubtful phenomenon, but realities to adapt and live with. Its cogent impacts and implications’ dispositions pervade all sectors and geographic scales, making no sector or geographic area immune, nor any human endeavor spared from the associated adversities. The consequences of this emerging climate order are already manifesting, with narratives written beyond the alterations in temperature and precipitation, particularly in urban areas of semi-arid region of South Africa. The need to better understand and respond to the new climate change realities is particularly acute in this region. Thus, this chapter highlights the concept of adaptation as a fundamental component of managing climate change vulnerability, through identifying and providing insight in respect of some available climate change adaptation models and how these models fit within the premises and programmes of sustainable adaptation in semi-arid region with gaps identification. The efforts of governments within the global context are examined with households’ individual adaptation strategies to climate change hazards in Mopani District. The factors hindering the success of sustainable urban climate change adaptation strategic framework and urban households’ adaptive systems are also subjects of debate and constitute the concluding remarks to the chapter.

Climate change places cities at increasing risk and poses a serious challenge for adaptation. As a response, novel sources of data combined with data-driven logics and advanced spatial modelling techniques have the potential for transformative change in the role of information in urban planning. However, little practical guidance exists on the potential opportunities offered by mobile phone data for enhancing adaptive capacities in urban areas. Building upon a review of spatial studies mobilizing mobile phone data, this paper explores the opportunities offered by such digital information for providing spatially-explicit assessments of urban vulnerability, and shows the ways these can help developing more dynamic strategies and tools for urban planning and disaster risk management. Finally, building upon the limitations of mobile phone data analysis, it discusses the key urban governance challenges that need to be addressed for supporting the emergence of transformative change in current planning frameworks.

In an earlier paper (Kirby et al. 2014a), we showed that climate change and a new policy which reallocates water to the environment will impact both the flow of water and the income derived from irrigation in the Murray–Darling Basin. Here, we extend the analysis to consider irrigator and environmental water management strategies to adapt to these new circumstances. Using an integrated hydrology-economics model, we examine a range of strategies and their impact on flows and the gross income of irrigation. We show that the adaptation strategies provide a range of flow and economic outcomes in the Basin. Several strategies offer significant scope to enhance flows without large adverse impacts on the gross income of irrigation overall. Some environmental water management strategies enhance flows in the Murray part of the basin even under the drying influence of a projected median climate change. Irrigator strategies that include carryover of water in storage from one year to the next provide for lesser year to year variability in gross income and may be regarded as more advantageous in providing security against droughts. Flows and the gross income of low value irrigation industries strategies are sensitive to climate change, irrespective of adaptation strategy. Should a projected dry extreme climate change be realized, no strategy can prevent a large reduction in flows and also in gross income, particularly of low value irrigation industries. Nevertheless, environmental water management strategies mitigate the impact on flows, and in some cases may also help mitigate the impacts on gross income. High value irrigation industries are less affected (in terms of gross income, though net income will reduce because of rising water prices) by projected climate change, consistent with observation in the recent long term drought.

The author is a member of Environment Canada's Adaptation and Impact Research Group, located in the Centre for Environment at the University of Toronto. His primary research interests include the use of ecological technologies in adapting urban areas to atmospheric change, the impacts of climate change on the energy sector, and the characteristics of adaptable systems. His current work on ecological technologies includes green roofs, vertical gardens and living machines. Dr Bass has been involved in two major projects, in Ottawa and Toronto, to evaluate the impact of green roofs on the urban heat island, energy consumption, stormwater runoff and water quality. Currently, Dr Bass is conducting research on integrating green roof infrastructure with other vegetation strategies at a community scale, simulating the impact of a green roof on the energy consumption of individual buildings.

Climate variability and change has caused instability in production and decline in productivity exacerbating food insecurity particularly in Latin America, Africa including Ethiopia and some parts of Asia. The magnitude and frequency of extreme climatic events is projected to increase. The effects of these climatic changes will become even more pronounced among small scale farmers whose farming activities are weather dependent and vulnerable to climate change, and already affected by environmental degradation and socio-economic risks. Effective adaptation to climate change among small scale farmers is therefore of critical importance, and is dependent on adoption of climate smart practices. However, studies have shown low adoption of climate smart farming practices among small scale farmers world over, in East Hararghe Zone and Kurfa Chele District. This study therefore examined factors influencing adoption of climate smart practices among farmers Kurfa Chele District, East Hararghe Zone, evaluated their existing knowledge, attitude and practice of these practices, assessed their perception of climate change, examined the extent of climate information dissemination, and the resultant impact on uptake of these practices. The research adopted a survey research design, where both quantitative and qualitative research strategies were used. Data was gathered through Focus Group Discussions, questionnaires, key informant interviews, observations and desk review. Both simple random and purposive sampling was used to sample 420 small scale farmers and technical officers of the agriculture sector respectively. Data was analysed using both quantitative and qualitative techniques. To test the statistical significance of the findings and relationships between the variables, chi-square test was used.

In the Philippines, agriculture plays a vital role because this sector can contribute a lot in the development of the economy. The value of documenting the agriculture growth annually and the problems encountered is being done by the government particularly, the Department of Agriculture (DA) to come up with interventions or programs to support the Filipino farmers, both in rural and urban areas. Hence, this study focused on determining the farmers’ awareness on climate change and their adaptation strategies in one municipality in Batangas Province. By employing mixed method through self-made questionnaire and focus group discussion, this study revealed that respondents are highly aware on climate change and the best strategy to use in adapting to climate change was conservation agriculture. The study offered recommendations that different authorities can employ to strengthen the farmer’s awareness and adaptation on climate change.

 This paper explores the importance of adaptation to climate change impacts in urban areas. The complexity of existing and likely impacts poses unique challenges to all aspects of society, from state to polity and economy. These in turn pose methodological challenges to academic practice, demanding the integration of macro and micro perspectives and pure and applied research. The paper argues that geographers can make significant contributions to this scholarship.
