AbstractThis article explores the circulation and use of travel writings within the seventeenth-century "culture of curiosity", focusing on a figure at the heart of this milieu, Melchisédech Thévenot (? 1622–1692), and his edited Relations de divers voyages curieux (1663–1672). The Thévenot case reveals the importance of travel writing for the scholarly community in a period when the modern boundaries between disciplines were not yet formed, and when the nature of geographical knowledge was undergoing radical change. The collection, discussion and publication of the travel collection are shown to be part of the program of Thévenot's experimental "assembly" to investigate the "arts".

This chapter traces the French and English relationship with the Ottoman Empire and accounts for the introduction of the term “houri” in French in the seventeenth century and English in the eighteenth century. Through surveying sixteenth-century polemics about Islam, seventeenth-century travel writings, and eighteenth-century literature, the chapter argues that French and English writers used the idea of the houri as a source of critique in anti-Islamic polemics and travel writing even while their views of Islam and Islamic empires could be ambivalent. By the eighteenth century, writers also began to employ the term “houri” as a way to describe a model of feminine beauty.

John Eliot, long known as ‘the apostle of the North-American Red Men,’ and other Englishmen early in the seventeenth century, laboured to preach the gospel of Jesus Christ to the heathen natives of New England in their own Indian language, and in doing so, found it necessary to carry on civilisation with religion, and to instruct them in some of the arts of life. Their writings, and more particularly some of the tracts known as the ‘Eliot Tracts,’ aroused so much interest in London that the needs of the Indians of New England were brought before Parliament, and on July 27, 1649, an Act or Ordinance was passed with this title :—‘A Corporation for the Promoting and Propagating the Gospel of Jesus Christ in New England.’

Ever since the focus on cultural diversity and identities acquired prominence globally, there has been a shift in limiting sustainability only to environmental, economic and social dimensions. Culture is more than just the manifestation of culture, for example, ‘the arts’ and should be viewed instead as the ‘whole social order’ (Williams 1983). This naturally leads to an interrogation of the construct of sustainable development. The definition which emerged in the Brundtland Report (WCED 1987) is the widely accepted one and it states, “Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs.”

A regular feature of eighteenth-century periodicals, travel narratives allowed magazine readers to imagine their relationship to the world outside of Britain. Via detailed accounts of a range of serialised, excerpted and abridged travel writings in the Lady’s Magazine (1770–1832), JoEllen DeLucia’s essay reveals the role mediation and magazine culture played in producing readers’ sense of women as both self-interested members of the British Empire. Reading texts such as the magazine’s serialisation of Cook’s voyages and the Embassy of Lord Macartney alongside oriental tales and exotic fashion plates, the chapter argues that, on the one hand, travel writing made the world a smaller place, while on the other, its discussions of global politics and theories of good governance, extended the parameters of the feminine sphere. In examining the complex horizontal identifications that magazine travel narratives fostered, DeLucia concludes that women’s magazines present an alternative to the well-worn scripts we have developed about women readers that revolve around the domestic and often very English novel.

The introductory chapter provides the historical and cultural contexts to situate the discussions on Victorian women’s travel writing on Meiji Japan in the wider academic debate on the British Empire, Victorian literature, and female travel writing. It provides an overview of Anglo–Japanese relations between 1854 and 1912 to trace shifts in the bilateral relationship and foreground its singularity in a multitude of East–West encounters. It then examines travel writings by both male and female travellers to Meiji Japan and fictional representations of the country in Victorian literature and theatre. It surveys travelogues by a group of female travellers alongside those by diplomats and journalists like Kipling, Japan-related writings by Wilde and Stevenson, and theatrical pieces such as The Mikado. The chapter considers the literary invention of Japan and analyses how women travellers negotiated discursive constraints due to gender and colonialism and challenged mainstream representations of Japan and Japanese people.

The authority claims of the administration have undergone radical change with consequences for the shape and content of administrative law. In the seventeenth century, authority was claimed in office, as a means to limit the imposition of the King’s will and to secure the independence of officials, especially the judges. In the eighteenth century, virtue, property, and independence became the basis for office, and the common law sought to enhance such authority through notions of public trust. After the nineteenth-century transition to more centralised and bureaucratic hierarchy, democracy became the new source of authority for the administration, reinforced by the ultra vires doctrine. In each era, the authority claims of the administration have been reflected in the frameworks for judicial supervision. In this way the common law has simultaneously constituted and controlled authority. In the present day we are in the process of rethinking whence administrators derive their legitimate authority and the theoretical foundations of judicial review. Beginning with the authority claims of the administration and framing a juridical response which reflects and tests such claims would be a good place to start.
