After Unipolarity: China's Visions of International Order in an Era of U.S. Decline

The emerging transition from unipolarity to a more multipolar distribution of global power presents a unique and unappreciated problem that largely explains why, contrary to the expectations of balance of power theory, a counterbalancing reaction to U.S. primacy has not yet taken place. The problem is that, under unipolarity and only unipolarity, balancing is a revisionist, not a status quo, behavior: its purpose is to replace the existing unbalanced unipolar structure with a balance of power system. Thus, any state that seeks to restore a global balance of power will be labeled a revisionist aggressor. To overcome this ideational hurdle to balancing behavior, a rising power must delegitimize the unipole's global authority and order through discursive and cost-imposing practices of resistance that pave the way for the next phase of full-fledged balancing and global contestation. The type of international order that emerges on the other side of the transition out of unipolarity depends on whether the emerging powers assume the role of supporters, spoilers, or shirkers. As the most viable peer competitor to U.S. power, China will play an especially important role in determining the future shape of international politics. At this relatively early stage in its development, however, China does not yet have a fixed blueprint for a new world order. Instead, competing Chinese visions of order map on to various delegitimation strategies and scenarios about how the transition from unipolarity to a restored global balance of power will develop.

The end of the Cold War was a “big bang” reminiscent of earlier moments after major wars, such as the end of the Napoleonic Wars in 1815 and the end of the world wars in 1919 and 1945. But what do states that win wars do with their newfound power, and how do they use it to build order? This book examines postwar settlements in modern history, arguing that powerful countries do seek to build stable and cooperative relations, but the type of order that emerges hinges on their ability to make commitments and restrain power. The book explains that only with the spread of democracy in the twentieth century and the innovative use of international institutions—both linked to the emergence of the United States as a world power—has order been created that goes beyond balance of power politics to exhibit “constitutional” characteristics. Blending comparative politics with international relations, and history with theory, the book will be of interest to anyone concerned with the organization of world order, the role of institutions in world politics, and the lessons of past postwar settlements for today.

Summary In this text, I argue that there are numerous affinities between 19th century messianism and testimonies of UFO sightings, both of which I regarded as forms of secular millennialism. The common denominator for the comparison was Max Weber’s concept of “disenchantment of the world” in the wake of the Industrial Revolution which initiated the era of the dominance of rational thinking and technological progress. However, the period’s counterfactual narratives of enchantment did not repudiate technology as the source of all social and political evil—on the contrary, they variously redefined its function, imagining a possibility of a new world order. In this context, I analysed the social projects put forward by Polish Romantics in the first half of the 19th century, with emphasis on the role of technology as an agent of social change. Similarly, the imaginary technology described by UFO contactees often has a redemptive function and is supposed to bring solution to humanity’s most dangerous problems.

This chapter assesses the key role of the non-combatant or follower ranks in the history of sub-imperial drives exerted across the land and sea frontiers of India. The reliance of the War Office upon combatant and non-combatant detachments from the Indian Army, used in combination with units of the British Army, left an imprint upon the first consolidated Indian Army Act of 1911. From 1914 the inter-regional contests of the Government of India for territory and influence, such as those running along the Arabian frontiers of the Ottoman empire, folded into global war. Nevertheless the despatch of an Indian Expeditionary Force to Europe in August 1914 disrupted raced imaginaries of the world order. The second less publicized exercise was the sending of Indian Labor Corps and of humble horse and mule drivers to France in 1917-18. The colour bar imposed by the Dominions on Indian settlers had begun to complicate the utilisation of Indian labor and Indian troops on behalf of empire. Over 1919-21, as global conflict segued back into imperial militarism, a strong critique emerged in India against the unilateral deployment of Indian troops and military labor, on fiscal grounds, in protest against their use to suppress political life in India and to condemn the international order which their use sustained.

Prevailing power transition theories focus on hard sources of power to explain why international institutions do, or do not, adapt to shifts in the balance of power among their members. This article argues that, in the wake of such a shift in the balance between emerging and established powers, institutional adaptations depend on both their hard and soft power resources. Soft power matters for institutional adaptations because both emerging and established powers have to justify the use of hard power to their respective audiences. Whether emerging or established powers are able to use the hard power they have depends crucially on rhetorical resources, such as claims of legitimacy and their (transnational) societal resonance. We provide empirical support for our argument through an analysis of the adaptation of the Trade-Related Aspects of International Property Rights agreement and the adaptation of the Convention on Biological Diversity. Emerging powers such as Brazil, India and South Africa were able to bring about institutional adaptations because they not only had the hard power to undermine the respective institutions, but could also build on civil society support that legitimized their demands or constrained established states’ use of hard power to fend off their demands.

The article is devoted to the analysis of the role of Russia in the economic, political and social aspects of the СOVID-19 pandemic. The author considers publications of world leading research centers and think tanks as well as foreign policy decisions of leading world powers, considers relations between Russia and the United States as one of the most influential actors in the international struggle against the COVID-19 pandemic. Particular attention is paid to comparing different approaches to the international struggle against various epidemics and pandemics at the present stage. In conclusion the author makes a forecast on the possibility of the formation of a new world order in the post-pandemic period.

Abstract UN peacekeeping became a flagship activity of the liberal international order (LIO) in the post-Cold War era, characterized by globalization, liberal norms and western leadership. Western states' diminished support for LIO UN peacekeeping has left it increasingly open to challenge, but significant changes are only likely if a strong group of states coalesces around an alternative model of UN peacekeeping. This article highlights African actors and China as well positioned to play pivotal roles in such a coalition. African states, who host the preponderance of UN missions and furnish almost half of the UN's uniformed peacekeepers, support globalized UN peacekeeping, show relatively weak support for the most liberal peacebuilding principles and assert the need for African-led solutions to continental crises. China's influence reflects its P5 status, financial and personnel contributions to UN peacekeeping and engagement with regional actors, notably in Africa. Aspiring to global leadership and a ‘new world order’, China endorses globalized UN peacekeeping but proposes a non-liberal (and non-western led) notion of ‘developmental peace’ to guide it. The complementarities between African and Chinese priorities raise the possibility of a profound challenge to LIO peacekeeping. Rather than heralding deglobalization, however, this challenge illustrates that post-LIO international institutions may instead be characterized by deliberalization and dewesternization.

In the international relations (IR)’ theoretical and empirical studies, international regime studies emerged as a reaction to inadequacies of the concepts of authority, international order and organization. Over more than half a century, realism has been skeptical of international law. In both classical and neorealist approaches, states are depicted as seeking to maximize power and producing a balance of power. This study examines two paradigms, realism and liberalism, in an attempt to take a closer look at what each of these schools has to offer to the international relations. To be able to carry out such an evaluation each of these paradigms will be analyzed with respect to their positions on the following principles: unit of analysis, key concepts, behavioral dynamics, interstate system, peace and war, and last but not least explanatory power. Discussing the strengths and weaknesses of each of these paradigms will help in determining which of these approaches is the most persuasive.


The chapter talks about the dangers and opportunities in Haq’s mind about the new world order brings, especially in the context of the future of the North-South dialogue. For Haq, embracing global human security would entail phasing out the Cold War in the Third World, investing in people, creating new alliances for peace, strengthening the economic and social role of the UN in assisting conflict ridden countries, and increasing transparency of military expenditures.
