Vladimir Putin, the person and the president, is the wild card in Russian politics. After what could be a quarter of a century in power by 2024 (either as president or prime minister), Putin's departure could prove utterly destabilizing. Russia's principal political problem is determining who or what replaces Putin as the fulcrum of the state system in the decade ahead. This essay considers the question of whether “Putin's Russia” – a hyperpersonalized presidency supported by informal elite networks – can transform into a depersonalized system that is rooted in formal institutions with clear, predictable mechanisms to mitigate the risks of a wrenching presidential succession.

Subject The Russian president's options for winning September elections. Significance The September 2016 elections to Russia's parliament, the State Duma, are the first to coincide with a severe economic crisis since President Vladimir Putin came to power. The authorities are determined to prevent social discontent escalating into the kind of protests seen after the last polls in December 2011, which unsettled Putin's plans for re-election in March 2012. Popular support for Putin remains high, and 'loyal opposition' parties such as the Communists are blaming economic problems on Prime Minister Dmitry Medvedev instead. Impacts Signs that the recession is slowing will reduce the scope for a protest vote. Putin is keen to get EU sanctions lifted by July, not least for the electoral benefits. Buoyed by growing popular support, the Communist Party may evolve into a more active political force.

This paper presents mathematical interdependences in converting geodetic coordinates into flat rectangular coordinates and inverse transformation recommended in the Ordinance by Prime Minister on the State System of Spatial References. It especially presents formulas contained in works by M. Hooijberg (1997) Practical Geodesy and R. Kadaj (2001) Projection Formulas and Parameters of Coordinate Systems. G-1.10.In order to illustrate uses of the presented formulas relevant calculation examples based on the reference ellipsoids WGS 84 and GRS 80 are included.

This article discusses different aspects of the political evolution of Russian President and former Prime Minister Vladimir Putin and the impact of his evolution upon the type of regime that has evolved from soft authoritarianism to a ‘militocracy‘ and ‘consolidated authoritarian regime.’ The article discusses eight contributions to this special issue by placing them within the broader context of how the West misread two areas pertaining to Russia. The first is how the West by wrongly believing that Russia, being a member of G8, the NATO-Russia Council and other Western structures, continued to be interested in becoming a Western political and economic system. The second is the tradition, stretching back to Sovietology, of ignoring and downplaying the issue of how the nationalities question and different nationalisms interact with democratic revolutions, transitions and, specifically, with Russian politics. The introductory article next discusses the eight contributions within the context of: Russian messianism, the Russkii Mir (Russian World), how and when nationalists and fascists became mainstream in Russian politics, Putin’s great power nationalism, Ukrainophobia and Russian chauvinism, historical myths and re-Stalinization of Putin’s political system. The final section compares Russia’s invasions of Georgia and Ukraine in 2008 and 2014 respectively and the growing xenophobia in Russian foreign policy.

This chapter replies to key criticisms about policy networks, the core executive, and governance. On networks, the chapter discusses the context of networks, and the ability of the theory to explain change. On the core executive, it discusses a shift away from a focus on the prime minister to court politics. On governance, the chapter returns to redefining the state, steering networks, metagovernance, and storytelling. It restates the case for the idea of the differentiated polity. This is edifying because it provides a vocabulary for a more accurate description of British government. Finally, the chapter provides a link to Volume II by summarizing the decentred approach to the differentiated polity.

Introduction: the article deals with the legal phenomenon of an additional conclusion on a dissertation that rarely comes into the focus of attention of domestic researchers, which is regulated in the Regulations on Awarding Academic Degrees and the Regulations on the Council for the Defense of Dissertations for the Degree of Candidate of Science, for the Degree of Doctor of Science. The relevance of the issue is explained by the ongoing processes of transformation of all the main elements of the state system of scientific certification. Purpose: to show the main elements of this institute, the problems of its regulation, including in connection with the changes made to the state system of scientific certification by Federal Law of 23 May 2016 No. 148-FZ “On Amendments to Article 4 of the Federal Law ‘On Science and State Scientific and Technical Policy’” (hereinafter – Law No. 148-FZ), as well as the directions for improving legal regulation of this institute. Methods: system analysis, historical method. Results: the goals of the institute of additional conclusions on the dissertation are revealed; marked defects in the regulation of additional conclusion on the dissertation; given the significant changes in the state system of scientific attestation in connection with the receipt of a number of organizations right of self-awarding degrees, as well as the accumulated practice of application of this institute, the directions of its improvement are formulated. Conclusions: according to the author of the article, the institute of additional conclusion should not be abandoned, it may well be in demand in the future and in the activities of organizations, those who have received the right to independently award academic degrees. The current regulation of the institute of additional conclusion requires complete renovation.


Significance The assassination follows months of political turmoil and rising gang violence and comes just weeks before elections, scheduled for September 26. Interim Prime Minister Claude Joseph, who has taken charge of the country, said yesterday that measures were being taken “to guarantee the continuity of the state and to protect the nation". Impacts Further political assassinations would exacerbate unrest. The Dominican Republic has closed its border, fearing a migrant surge; the situation will bolster public support there for a border wall. The UN Security Council meets today and may authorise emergency action in Haiti; any substantial redeployment, however, would take time.

On 2 October 1952, marking Gandhi's fourth birth anniversary after his assassination in 1948, Jawaharlal Nehru, the first prime minister of postcolonial India, launched the Community Development (CD) Programs. Dedicating the programs to Gandhi's memory allowed Nehru to claim symbolic legitimacy for them. At the same time, this centerpiece of Nehruvian policy in the Indian countryside was heavily interventionist, billed as “the method ... through which the [state] seeks to bring about social and economic transformation in India's villages” (Government of India 1952). In its heyday, CD preoccupied the Planning Commission, was linked to the office of the Prime Minister, had a ministry dedicated to it, and formed part of the domain of action of the rapidly proliferating state and other development agencies. Fifteen pilot projects, each covering 300 villages, were launched in all the major states. Planning documents of the day register high enthusiasm and optimism for these programs. However, by the mid-1960s, barely a decade after the fanfare of its launch, the tone of planners toward CD turned first despairing and then oppositional. They called for abandonment of its ambitious aim of the total development of Indian villages in favor of more focused interventions to achieve a rapid increase in food-grain production.

This chapter examines the changes that were made in Russia after Joseph Stalin's death. Within weeks of Stalin's death, the charges against the “murderer doctors” had been dropped, the use of torture had been outlawed, and the punitive authority of the security apparatus had been limited. Furthermore, the last remaining victims of the “Mingrelian Affair” were released from prison, and Solomon Mikhoels, the assassinated chairman of the Jewish Antifascist Committee, was rehabilitated posthumously. Despotism, the hallmark of Stalinism, would disappear from daily life, and fear and dread would no longer be the ruling standard. Nikita Khrushchev became the new party leader, Georgi Malenkov was made prime minister, Vyacheslav Molotov was allowed to return to his former post as foreign minister, and Stalin's executioner Lavrenty Beria assumed control of the Ministry of Internal Affairs and the state security apparatus. Throughout the years of de-Stalinization, it remained the great exception for any of the crimes against defenseless individuals to be prosecuted.

The rule of law is a fundamental principle of the legal sphere. Its assertion in the state institutions of democratic countries is an outstanding achievement of mankind. The implementation of this principle is the basis of civil society and civil liberties. The rule of law is the supremacy of law in society. The rule of law provides for its implementation in law-making and law enforcement activities. The manifestation of the rule of law is that the law is not limited to legislation as one of its forms, but also includes other social regulators (norms of morality, traditions, customs, etc., which are legitimized by society). All these elements of law are united by a quality that corresponds to ideology of justice – the idea of law, which is largely implemented in the Constitution of Ukraine. The first problem for the implementation of the principle of law in Ukraine is that this principle has not yet received the proper normative consolidation and official interpretation. The second problem is its extension to socio-economic rights and social benefits. The third problem is the insufficient level of legality in our state. The aim of the paper is to establish the peculiarities of implementation of the principle of the rule of law at the present stage of development of scientific and technological progress. The task of the paper is to investigate the peculiarities of implementation of the rule of law in the application of information and analytical technologies of system engineering in the legal sphere. In accordance with the experience of using information-analytical technologies of system engineering in the legal sphere, the paper outlines the peculiarities of implementation of the principle of the rule of law in the system analysis and modeling of the state system of Ukraine. The principle of the rule of law must be taken into account in such modeling as "governing circumstance". That is the resource according to which the state system of Ukraine functions. Our preliminary works give grounds to assert that information and analytical technologies of systems engineering are also a promising methodological tool for studying the principles of state building. The principle of the rule of law is the cornerstone of building a democratic state governed by the rule of law in Ukraine. Three years ago, scholars moved away from identifying the rule of law with the law-creating instruments.
