This article demonstrates the similarity of approaches to standardization in the field of cybersecurity carried out by international standardization organizations (ISO, ITU, ETSI), leading regional organizations and selected countries. The authors consider necessary that Ukrainian committees of standardization report on the effectiveness of adopted cybersecurity standards. The harmonization of national with the international standards is essential for saving financial resources and time, and ensuring cross-border cooperation. The article considers a number of standardization organizations and approaches and a list of priority international standards of highest priority for improving the Ukrainian system of regulatory and technical documents on cybersecurity.

The deepening of cross-border cooperation opens new opportunities for the revitalization of rural areas and obtaining synergistic effect from interlacing reproductive potential of rural areas and subjects that are located there. Considering the dynamics of external environment, there is a need for researching new factors, forms, conditions and parameters of imbalanc-es overcome for rural development in the integration and convergence that affect the economic security of the state. The current realities of European integration processes strengthen the role of cross-border cooperation and open new opportunities for the development of rural areas. The convergence of the rural areas economy of the Euroregion ‘Upper Prut’ simultaneously acts as a catalyst and an indicator of the development of European integration of Ukraine. However, the current state of rural areas development of the Chernivtsi region is a process of uneven, asynchronous and disproportionate changes. The analysis of the development of rural areas showed an uneven development. The main disproportions in the development of rural areas of the Chernivtsi region are the following: monofunctional character of development; inefficient agriculture; negative impact on soil fertility, insufficient application of organic and mineral ferti-lizers; low income of the rural population; absence of conditions for the development of alternative business lines and their further diversification in rural areas; lack of an adequate mechanism for implementing financial support for the development of rural areas; Lack of economic interest to live and work in rural areas, motivation for work, unemployment, labor migra-tion, poverty. Asymmetric development of rural areas of the Chernivtsi region makes it difficult to use the border as a stimu-lating rather than inhibiting factor of cross-border convergence. It should be noted that Chernivtsi region has the opportunity to equalize the asymmetries in the development of rural areas, which are provided by a unique natural resource potential, features of land resources as a natural basis, human, scien-tific and technical potential. However, practice shows that if the normal course of economic processes is violated, without government intervention, there is an increase in disproportions and a socio-economic asymmetry in the development of rural areas. The conducted studies prove the necessity of developing a regional policy aimed at reducing asymmetries in the de-velopment of rural areas and searching for new forms of interaction between participants in cross-border cooperation. Elimination of disparities in rural development is possible through the cooperation of entities that are engaged in ru-ral economic activities, local authorities and the initiatives of the peasants themselves, through the formation of a network of partner organizations. Partnership between the authorities, business and the rural community should be based on the use of international standards of social responsibility that will establish clear requirements for the activities of business, govern-ment and society and thereby equalize existing asymmetries in the development of rural areas. The cross-border cooperation is an element of international cooperation allowing border areas to develop. Polish border areas are very much diversified , in respect of the development, especially weakly developed are terrains situated along eastern border. The chance of the development of those regions is to cooperate, especially in the aspect of using financial resources form programs of cross-border cooperation of the European Union. The aim of the study is to point benefits and barriers of border areas development caused by the cross-border cooperation on the example of eastern regions, taking into consideration euro regions: Neman, Bug and Carpathians.

The paper emphasizes that development of border infrastructure according to standards and requirements of international standards is one of the major tasks of the measures taken to increase transit capacity of border areas. Therefore, the issues of border infrastructure development should be one of the priority tasks of both central and local authorities. Nowadays, although there is a range of regulative, legal and strategic documents developed to support the functioning of border infrastructure, they need improvement oriented on new requirements and European integration course of Ukraine. The paper aims to analyze regulative, legal and program documents to develop border infrastructure, reveal problem and controversial points in them and suggest recommendations regarding their elimination. Special attention is paid to analysis of the range of legal, regulative, strategic and program documents to support the development of border infrastructure. In the first place, they are the documents that regulate the activity in cross-border cooperation, spatial development and territorial planning, transport activity and transport networks functioning as well as regulative acts regarding the activity of state border service and border crossing points, etc. Among the analyzed documents are the Laws of Ukraine “On Cross-Border Cooperation”, “On General Scheme of Planning of the Territory of Ukraine”, “On Regulation of Urban Planning Activity”, “On Automobile Roads”, “On the Sources of Funding of Road Economy of Ukraine”, “On Concessions to Build and Maintain Roads”, “On Public-Private Partnership”. Moreover, a range of documents of strategic nature, which substantiate the place of border infrastructure in implementation of long-term priorities of Ukraine’s development and defines the perspectives of its modernization, is analyzed, namely 2020 State Regional Development Strategy, Concept of Creation and Functioning of National Network of International Transport Corridors in Ukraine, State Border Service Development Strategy, 2030 National Transport Strategy of Ukraine, Concept of Reforming of Transport Sector of Economy, Concept of State Targeted Law Enforcement Program “2020 Development and Reconstruction of State Border”. Program documents of border infrastructure development support are also analyzed, namely 2016-2020 State Program of Cross-Border Cooperation Development and 2018-2022State Targeted Economic Program of Public Automobile Roads Development.

The article analyzes the theoretical and practical aspects of the anti-corruption policy of Ukraine in the context of European integration. Considered that corruption has long been perceived in the EU as a negative phenomenon requiring systematic, strategic and concerted action of a transboundary and transnational character and, in general, a threat to the rule of law. The author concluded that Ukraine will continue to be perceived by a third world country as long as anti-corruption measures are duplicated from one strategic document to another. The anti-corruption strategy of Ukraine should be an early, strategic and systematic tool for the eradication of corruption and the formation of public justice in the context of zero tolerance for such phenomena. Now this is a set of normatively fixed declarative slogans that are consistent with international standards, but are not achievable in practical terms due to the lack of state strategic planning in advance. The new anti-corruption strategy must necessarily include a broad interpretation of all the concepts used in it, including the term “anti-corruption policy”. Taking into account the recommendations of the CIS Interparliamentary Assembly, the author’s vision of the term “anti-corruption policy” has been formed, as a set of principles, tasks, goals and principles of implementation of law-making and law-enforcement activity of public administration within the protection of human and civil rights and freedoms a state implemented by a system of methods, means and measures to combat corruption in priority areas and in accordance with anti-corruption standards and on the basis of transnational national and cross-border cooperation.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.
