This chapter examines the origins of navigational science in the American maritime culture of the early nineteenth century, in marine societies, and in the U.S. Navy, linking the institutionalization of naval science to the broader expansion of American maritime commerce and the evolving role of science in the federal government more broadly. The chapter argues that naval scientists, surveyors, and cartographers saw their work as bringing empirical rationality to a watery wilderness, imposing cartographic order over nature and an appropriation of space in the interests of American maritime commerce. In the process, they aimed to replace folkloric and experiential navigational understandings deeply held by the American seafaring community with a growing embrace of science institutionalized in the federal government and in the American navy specifically.

The states can do little toward winning the war except to give their whole-hearted coöperation to the President's program for prosecuting the war. This coöperation is, of course, essential and of inestimable value; but the states are not engrossed in planning strategy, directing the war effort, or financing the struggle. By comparison with the federal government, they have immeasurably more time and energy available for engaging in other activities. This time and energy should be devoted to the achievement of something constructive; and the most constructive contribution which the states can make to our national economy is to devote themselves now to the task of preparing for a rôle of active participation in dealing with the serious problems with which we shall probably be confronted after the war. Even if those problems, for one reason or another, do not materialize, it is far better to be prepared for an emergency which never comes than to be unprepared for one which does come.

Research suggests that job scarcity affects voluntary turnover in an organization, but there is no consensus on the exact role of job scarcity in the voluntary turnover process. We develop an integrative model that treats job scarcity as a direct antecedent of voluntary turnover as well as a moderator of other antecedents. Based on a panel of 185 federal agencies from 2006 to 2011, we consider leaving to another federal agency (employee transfers) and seeking work outside the federal government (quits) as distinct forms of voluntary turnover. The results confirm the significance of job scarcity as a key moderator in the voluntary turnover process. We find that job satisfaction lowers actual quits and that this effect weakens as jobs become increasingly scarce. Regarding employee transfers, however, job scarcity does not have any significant effects: Rather, the findings suggest that intention to transfer is the critical antecedent of actual transfers.

As sanctions for those convicted of sex offenses have increased over recent years, the risk for reoffense presented by social isolation increases. Because most jurisdictions struggle with how best to manage and reintegrate sex offenders, this study analyzes bureaucratic and contextual issues with arranging community-based reintegration programs. Specifically, this qualitative, process-oriented study examines and compares Circles of Support & Accountability (CoSA) programs from the United States (specifically, Vermont) and New Zealand. CoSAs provide support for medium- to high-risk sex offenders as they are released to communities. The programs are compared with regard to their structures, the relationship to Corrections, the role of communities, and core members’ reentry challenges. The implications of each configuration are explored. As most of the existing research on CoSAs is focused on recidivism, and as the U.S. federal government is expanding the use of CoSA, this article fills a void in our understanding of the role that communities can play in reintegrating sexual offenders and how program structures shape reentry.

It is often assumed that a greater level of accountability will positively affect the performance of public organizations; however, this relationship has not been studied extensively in public administration. This study provides quantitative evidence regarding the impact of accountability on organizational performance in the U.S. federal government. Specifically, we examine the association between the levels of organizational performance and accountability in three functions of human resource management (HRM)—staffing, performance evaluation, and compensation—as perceived by employees of public organizations. Further, we test whether the level of autonomy perceived by the employees influences the association between accountability and performance. The findings suggest that the levels of accountability manifested in staffing, performance evaluation, and compensation all positively and significantly affect organizational performance. Moreover, employee autonomy tends to amplify the positive impact of accountability on performance in two HRM functions—staffing and compensation.

For three decades, state-sponsored short filmmaking educated Danish citizens, promoted Denmark to the world, and shaped the careers of renowned directors like Carl Th. Dreyer. Examining the life cycle of a representative selection of films, and discussing their preservation and mediation in the digital age, this book presents a detailed case study of how informational cinema is shaped by, and indeed shapes, its cultural, political and technological contexts.The book combines close textual analysis of a broad range of films with detailed accounts of their commissioning, production, distribution and reception in Denmark and abroad, drawing on Actor-Network Theory to emphasise the role of a wide range of entities in these processes. It considers a broad range of genres and sub-genres, including industrial process films, public information films, art films, the city symphony, the essay film, and many more. It also maps international networks of informational and documentary films in the post-war period, and explores the role of informational film in Danish cultural and political history.
