Redevelopment of abandoned coal mine industrial sites (ACMISs) has been one of the critical research topics in recent years. The ecological system of ACMISs, which involves environmental, economic, and social characteristics, is an environment-economy-society (EES) composite system. Many factors with conflicting effects are involved in the sustainable development of this system. The matter-element analysis method presented in this paper can transform counteracting problems among influencing factors into compatible problems. This analytical approach leads to a reduction of the uncertainty of these influencing factors and provides a suitable research method to solve the complexity when selecting the most suitable reuse mode of the ACMIS. In this study, eight state-owned ACMISs in the suburbs of Beijing were investigated, and a suitability evaluation index system based on the EES conceptual framework was built. Targeting four reuse modes, including the residential area, the park, the scientific research and office campus, and the business district, we established a matter-element decision-making model to evaluate the priority of reuse mode selections scientifically. The results of our calculations show that the optimal reuse mode for the Qianjuntai, Muchengjian, and Huapogen ACMISs is the park; for the Da’anshan and Changgouyu ACMISs is the business district; for the Datai ACMIS is the scientific research and office campus; and for the Wangping ACMIS is the residential area. Since the suitability level of reusing the Anjiatan ACMIS in any of the four reuse modes is relatively low, it is recommended to reserve it for governmental strategically reserved open space. These real cases demonstrate that the research method is feasible and can be applied to reuse mode decisions for similar abandoned coal mines.

This paper has put forward a comprehensive assessment model of the emergency management capability of the coal mine accidents which is based on AHP and fuzzy comprehensive evaluation, and has made an empirical analysis. Firstly, the meaning and the key contents of the emergency management capability of coal mine accidents was elaborated. Secondly, the comprehensive evaluation index system of coal mine accidents emergency management capability was established. And then, the first class index weights were determined by AHP. Finally, this paper made a comprehensive evaluation of a certain regions emergency management capability of coal mine accidents by means of the fuzzy comprehensive evaluation.

The influence on public opinion of social networks such as Facebook and Twitter regarding the process of political decision-making is constantly evolving. However, the discussion whether these networks are holders of the fundamental right of media freedom is still in its "infancy stage". This piece takes up this topic, which is practically relevant, but still lacks adequate scientific research. Against this background, the paper addresses the Network Enforcement Act (NetzDG) which came into effect in Germany on 1 October 2017. With this law, the federal legislature has imposed proactive inspection obligations on certain providers of social networks. Operators are now legally required to check contents to ensure it does not violate German penal law.

AbstrakPenelitian ini menggambarkan tentang berbagai latar belakang pengambilan keputusan Putin atas isu Krimea yang melihat dasar-dasar pengambilan keputusan seperti intuisi, pengalaman, fakta, wewenang, dan rasionalitas yang memengaruhi Putin dalam melakukan aksi aneksasi Krimea tersebut. Dalam penulisan skripsi ini, sang penulis menggunakan kerangka teori Pengambilan Keputusan (Decision Making) yang merupakan topik utama sekaligus pisau analisa dalam penelitian ini. Metode penelitian yang digunakan oleh sang penulis dalam penyusunan skripsi ini adalah metode kualitatif. Adapun teknik pengumpulan data yang digunakan oleh sang penulis dalam memperoleh data adalah melalui wawancara dan studi pustaka yang menelaah sejumlah buku, jurnal, artikel ilmiah, dan media elektronik. Hasil penelitian menunjukkan bahwa latar belakang pengambilan keputusan Vladimir Putin adalah berdasarkan pilihan rasional dengan melihat pertimbangan materil seperti memberi keuntungan di sektor keamanan, ekonomi, politik, memberikan peluang Rusia menjadi negara adidaya, dan pengamanan jalur pipa gas Rusia di Ukraina dan Krimea. Yang menarik dari tindakan yang diinisiasi oleh Putin itu adalah aksi tersebut dalam merebut suatu wilayah tanpa pencurahan darah. Ini adalah hal yang menarik bagi sang penulis karena bagaimana mungkin suatu intervensi militer di suatu wilayah tidak terjadi penyerangan dari pihak luar ke dalam suatu wilayah, dalam hal ini adalah aksi Rusia kepada Krimea. Politik keamanan, politik identitas, dan politik ekonomi mewarnai Putin dalam pengambilan keputusannya atas isu Krimea tersebut.Kata Kunci: Vladimir Putin, Pengambilan Keputusan, Pilihan                          Rasional, Rusia, Krimea, Ukraina.Abstract This research describes the various backgrounds of Putin's decision making on the Crimean issue which looks at the basics of decision making such as intuition, experience, facts, authority and rationality that influenced Putin in carrying out the Crimean annexation. In writing this thesis, the writer uses the theoretical framework of Decision Making which is the main topic as well as the analysis knife in this research. The research method used by the author in the preparation of this thesis is a qualitative method. The data collection techniques used by the author in obtaining data are through interviews and literature studies that examine a number of books, journals, scientific articles, and electronic media. The results show that the background of Vladimir Putin's decision making is based on rational choices by looking at material considerations such as providing benefits in the security, economic, political sectors, giving Russia the opportunity to become a superpower, and securing Russian gas pipelines in Ukraine and Crimea. What's interesting about the action initiated by Putin is that it seizes an area without shedding blood. This is an interesting matter for the author because how could a military intervention in a region not occur from outside attacks into an area, in this case Russia's action against Crimea.
