A scientific, reasonable, and novel talent evaluation index system is the foundation of talent training and selection. Based on the novel “Man-Machine-Environment System Engineering” (hereinafter referred to as MMESE) theory, this paper proposes a novel talent evaluation index system that considers the ontological attributes and the external environment of the object comprehensively for talent evaluation, which could help the evaluator obtain more accurate evaluation results. Since the comprehensive evaluation of MMESE talents is a complex decision-making problem that is both qualitative and quantitative, a corresponding decision-making method that integrates qualitative and quantitative approaches is proposed here based on probabilistic language entropy and the possibility of superior order relationships. First, the weights of quantitative and qualitative attributes are calculated based on entropy theory and probabilistic fuzzy language. Second, the standard weight vectors of qualitative and quantitative attributes are obtained by adjusting the weight integration coefficients, and the change intervals of the pros and cons between the objects to be evaluated are calculated. Third, the pros and cons of the objects to be evaluated are compared to obtain the possibility degree matrix that describes the priority relationships among the objects, and a ranking vector is derived from the possibility degree matrix to reflect the rankings of the objects’ pros and cons. Finally, this system and the decision-making methods have been verified as scientific and effective.

China has proposed medical couplet body to alleviate residents’ difficulties in seeking medical treatment, and the future development ability of medical couplet body has gradually become a research interest. On the basis of prospect theory, this study constructs a comprehensive evaluation index system with qualitative and quantitative indexes, clear hierarchy, and diverse attribute characteristics. The development ability of medical couplet body is also comprehensively and systematically evaluated. In addition, the evidential reasoning method is proposed on the basis of the equivalent transformation of prospect value. Furthermore, the validity and feasibility of the model are proven through experiments, and the influence of decision makers’ risk attitude on the evaluation results is discussed.

With the aim to improve the controlling efficiency of engineering project, this essay probes into the comprehensive evaluation of controlling efficiency of engineering project and put forward scientific comprehensive evaluation method to provide support to reasonable comprehensive evaluation of controlling efficiency of engineering project. Complete comprehensive evaluation index system of controlling efficiency of engineering project is constructed from three aspects, i.e. implementation efficiency of construction objective, external coordination efficiency and professional qualification enhancement efficiency; based on matter-element analytical method, mathematic model that could evaluate controlling efficiency of engineering project comprehensively is constructed.

In this paper, the coordinated development system in a typical resource-based coal mining area is divided into four subsystems, respectively society, economy, resources and environment. Taking ShenFu mining area in north of Shaanxi as the example, and the relevant statistics of society, economy, resources and environment in the area from 2000 to 2006 as the basic data, finally evaluation index system of coordinated development about society, economy, resources and environment in ShenFu mining area, containing four subsystems, a total of 23 indexes was constructed through analyzing and screening of the qualitative and quantitative main component. Since the evaluation index system is established on the basic of the actual data in ShenFu mining area from 2000 to 2006, some limitations might be available inevitably. However, it has important reference and guiding significance for the evaluation of coordinated development in the area and other similar areas. And this index system is flexible in application as it not only could be used in the evaluation of the particular area as a whole system, but also can be split to analyze the coordinated development among the four subsystems that are society, economy, resources and environment, which plays an important role to highlight the key problems.
