In order to reduce driving risk in the rainfall days, developing the variable speed limits (VSL) is effective. However, it is hard to develop suitable VSL aligning with travel speed of mainstream that it affected by the traffic flow, rainfall intensity, individual travel speed, peak hours, working days, random events, and so on. In this paper, the average travel speed and traffic flow of each road section are calculated from the toll collection data of Xi’an Ring Road from May to July in 2018 in Shaanxi Province, China. The weather data are collected and extrapolated to the corresponding road sections. Travel speed, traffic flow, and rainfall intensity are integrated to predict the fluctuation trend of travel speed through the proposed deep belief-radial basis function network. The experimental results show that a significant decrease happens in the travel speed in the rainfall day during peak hours. Furthermore, the deep learning algorithm that considers more factors such as the rainfall intensity and traffic flow could improve the prediction accuracy. Then, a VSL method and an expressway risk coefficient evaluation method based on estimation of average travel speed are proposed. The experimental results show that the variable 85th percentile speed limit method proposed in this paper can reduce the risk of expressway driving. This can promote road safety in the development of intelligent transportation system (ITS) in future.

One frequently observed congested traffic flow pattern is wide moving jam (WMJ), in which the average vehicle speed is very low and the density is very high. In some recent studies, variable speed limits (VSL) were proposed as effective measures to eliminate or abate the influence of jam waves. However, in most of these studies, the stochastic features of driving behaviors and the resulting uncertainty of traffic flow dynamics were not fully considered. In this paper, we use cellular automaton (CA) model-based simulations to test the performances of different VSL control strategies and apply the three-phase traffic theory to further analyze the obtained results. Based on the simulation results, we got two novel findings. Firstly, we observed seven, instead of the previously assumed six, states of traffic flow in the evolution process of WMJ, when VSL were applied. Secondly and more importantly, we found that inappropriate speed limit may induce new WMJ and exaggerate congestions in two ways: one way corresponds to an F → J transition and the other corresponds to an F → S → J transition. Based on these findings, the appropriate lower bound of VSL was finally discussed in this paper.

Urban congestion is a major and costly problem in many cities both in China and other countries. The purpose of building urban expressway is to alleviate the growing traffic pressure. In this paper, the mesoscopic traffic flow models are improved by variable speed limits strategy for the dynamic of vehicles on urban expressway network. The models include static queuing model, the velocity model, and the movement model of the vehicle. Moreover the method of the simulation is also proposed. So that we can get the corresponding variable speed limits values and aid traffic managers in making decisions to develop a network traffic flow control strategy. In the end, the elevated expressway of Jinan city is used as a simulation example. We investigated the performance of the transport system with averaged density, speed, and flow on link. We also analysed the dynamic of the traffic system on expressway network at different demand levels. The simulation results show that the models are feasible and effective and the variable speed limits strategy can successfully alleviate the traffic congestion in some extent. The operational efficiency of the transportation system is greatly improved.
