In the road transportation industry, the high risk of default by enterprises will have a serious impact on consumer interests and market order. To improve the scientific nature of the credit evaluation of road transportation enterprises, this paper establishes a credit evaluation model based on the combination weighting method, considering the information volume, volatility, and difference of the road transportation enterprises data and using normalized constraints of maximum variance to determine the combination weights. The model fully considers the degree of difference between the indicators and makes up for the deviation of the single weighting method. Finally, the paper makes an empirical analysis of 115 road transportation enterprises in a certain province of China and verifies the rationality of the combination weighting model. The results show that the credit level of a road transport enterprise in a certain province is at a medium level. Strengthening the supervision and examination of the management, qualification, and safety production capacity of the enterprise can further improve the credit level of the road transportation enterprise.

The paper studies whether the opening of community can improve the road capacity. First of all, based on the consideration of road space and traffic quality, the evaluation indexes are: road network density, road network connectivity, non-linear coefficient, traffic volume of main road beside community, delay time of intersection, travel time consumption and vehicle accessibility. Secondly, the weight of the index is calculated by the method of relative comparison, the variation coefficient method and the entropy weight method. Then, we sort the three weights, using the correlated coefficient and degree of spearman rank to combine the three weights, so as to get combined weights of various index and achieve the effect which makes good use of the method. Finally, we combine indicators and weights, establish a comprehensive evaluation model, and assess the road capacity before and after the opening of the road. Through the calculation, it is found that the comprehensive evaluation index after the opening of the community is higher than that before the opening, that is, the positive impact on the surrounding roads.

Strategic development of freight road transport in the Russian Federation requires formation of reliance on fundamental economic theory, the absence of which, as of today, according to a number of well-known economists, is the main cause of emerging difficulties in formation and implementation of strategic documents in Russia. Such documents would include Transport strategy of the Russian Federation for the period up to 2030, and therefore, of special importance is the task of clarifying the key principles for strategic management of the development of the road transport system. The article reviews and substantiates the principles of: “consistency”, “digitalization”, “openness”, “established development trajectory”, “variety of development paths”, “hierarchy of management”, “increasing complexity of motivation”, “awareness” and “feedback”.

The author describes the performed GIS-analysis of the Central Asian transportation systems. The road transportation infrastructure of the whole region and its individual countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) has been studied. The overview of the factors, influencing the formation of regional transportation systems, including historical, political and natural, has been done. The road network of Central Asian countries has been modeled using GIS network analysis toolset, with spatial data provided by OpenStreetMap. The so-called topological tiers of the network have been identified, showing the uneven provision of the studied area with road transport infrastructure. The proposed research method makes it possible to note a high degree of the road network integration between the countries. The areas with low transport accessibility, as well as autonomous parts of road network have been visualized. The research categorizes the countries’ transport networks configurations types formed under the influence of economic, social, agricultural, climatic and topographical factors.

The level of transport infrastructure development directly affects the rate of economic growth. In 2018, in Russia, 67.1 % of the total volume of transported goods were delivered by road transport. However, we cannot talk about the full realization of the road transportation system since 57.6 % of public roads do not meet regulatory requirements. The available statistics indicate that, first of all, attention should be paid to the condition of the roads. The article analyzes the system for road maintenance in the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The article examines and analyzes the advanced foreign experience in the field of technologies for servicing roads in the winter. As the result of analysis, the authors propose introducing performance-based contracts into the field of the road sector. The creation of an economically feasible form of performance-based contracts can lead to a decrease in the cost of road maintenance by 10-40 %.

Abstract Extension of European Union causes increase of free transfer of people and goods. At the same time they raised the problems associated with the transport, e.g. congestion and related accidents on roads, air traffic delays and more. To increase the efficiency and safety of transport, the European Commission supports the introduction of intelligent transport systems and services in all transport sectors. Implementation of intelligent transport systems and services in the road transport reduces accident frequency, increases the capacity of existing infrastructure and reduces congestions. Use of toll systems provides resources needed for the construction and operation of a new road network, improves public transport, cycling transport and walking transport, and also their multimodal integration with individual car transport.

Transport processes research are closely related to the economic and operational performance of road transport. During planning road transportation, the most important factor is the transport services cost. Known fact that most of the transportation costs are car fuel. The share of car fuel in the transport tariff cost can be 25-50% (depending on the working conditions of vehicles). Therefore, research that is associated with improving the vehicles efficiency by reducing variable costs is appropriate and relevant. The article presents the results of research on the planning of transport processes in the road transport performance in international road transport for the return flight and calculating methods the demand for the amount of fuel purchased in different countries with different prices. The author presents the results of theoretical and experimental research the adequacy of the mathematical model (methodology). The specified mathematical model consists in substantiation of a technique of calculation of quantity of car fuel, definition of the variable factors influencing volumes of fuel expenses, calculation of correction factors (total) received on the basis of technical and operational indicators of vehicles and the influencing factors connected with features of road transport work. . The second part of the research contains the results of the development of an algorithm development to calculate the total cost of automotive fuel, which was purchased at different prices in several countries. Thus, the main purpose of research is the task of substantiating the algorithm (mathematical model – methodology) for determining fuel costs by the criterion of the highest use of fuel in countries at the lowest prices.

The road transportation sector is an integral part of foreign trade and the locomotive of economic development. The COVID-19 outbreak caused the closure of customs gates for a certain period in addition to a decrease in demand for goods and services and thus profoundly affected the road transport industry. For businesses operating in the road transportation sector, occupational commitment and exposure to mobbing of employees during the pandemic are vital in terms of business performance. This study examines occupational commitment and mobbing on the intention to leave during the COVID-19 pandemic. Although there are many studies in the literature on the effects of the COVID-19 pandemic, there has been no study examining the relationship between these three variables in the road transportation industry.  This study is the first empirical study to examine variables such as intention to leave, mobbing, and professional commitment during the pandemic period in Turkey. The research universe consists of 45 logistics companies that provide transportation, customs clearance, storage, insurance, logistics value-added services. The sample consists of businesses engaged in national and international road transport, strengthening the representation ability. As a result of the study, it was determined that mobbing sub-factors did not decrease emotional, occupational commitment, and mobbing increased the intention to leave. Thus, it has been proven that there is a negative relationship between emotional and normative occupational commitment and intention to leave. It is expected that this study will contribute significantly to the businesses and the literature operating in road transportation during the COVID-19 pandemic.

Environmental concerns have continued to be on the increase as human activities soar. One such environmental concern is air pollution. A major contributor to air pollution is the road transportation activities. This paper sets out to provide a management strategy for air pollution owing to road transportation in urban areas, with Owerri Nigeria as a case study. A field study was conducted in Owerri to ascertain the total passenger requirement, number and mix of passenger vehicles as well as measure three main road transport-induced air pollutants at five locations in the city. The result of the field work showed existing commuter vehicles mix of 56.2:63.7: 19.6:1.6:1 of salons, wagons, mini-buses, coaster buses and big buses respectively, of a total of 85,950 vehicles and air ambient pollutants level higher than the recommended standards. A new model was developed to achieve a remix of 10:33:53: 14:1 of same vehicle types and reduction in traffic volume and target air pollutants. The analyses show that mini-buses and coaster buses have advantage over salon cars, wagon vehicles and big buses in terms of traffic congestions and pollutants release into the environment. The two bus types could be said to have least pollutants release per passenger carried. An optimal vehicle remix, which gives higher priority to these buses have been shown to reduce congestion by 40%, Carbon monoxide by 40%, Nitrogen Dioxide by 50% and Methane by 50%. It therefore recommends that vehicular remix of 10:33:53: 14:1, for salon: wagon: mini-buses: coaster buses: big buses be adopted for Owerri commuters’ transportation need. It concludes that governments should adopt economic instruments embedded in a “push and pull” strategy, leveraging on disincentive and incentive measures to skew road transportation to the use of mini and coaster buses as a deliberate means of reducing air pollution in cities.
