To improve the predictive ability in trajectory of large unmanned aerial vehicle (UAV) and the calculation performance in complicated circumstances with mixed airspace, multiple aircraft types, and joint operations, the concept of phased trajectory deviation (PTD) is introduced and a corresponding minimal interval algorithm (PTD-MI) is set up. This algorithm is capable of deriving the minimal interval between various aircraft types according to the crosswind impacts and the UAV characteristics at different flight phases and thus achieves the effective safety evaluation in airspace operation. To demonstrate the rationality and generality of the proposed algorithm, several simulation experiments are conducted. Based on the experimental results, flight procedure protection area is plotted by PTD-MI algorithm and compared with that generated by Ground-Based Augmentation System (GBAS). Results indicate that the proposed algorithm is capable of deriving a more scientific basis for airspace assignment and outperform GBAS in dealing with wide-area space problems. And, compared with GBAS, PTD-MI algorithm shows a more stable calculation performance and is easier to output the results. PTD-MI algorithm is proposed under the flight safety regulation designed by the International Civil Aviation Organization (ICAO) and designed to provide effective technical supports for the safe and normal operations of aircrafts.

By combined fuzzy comprehensive evaluation with AHP (Analytic Hierarchy Process) together, a safety assessment model for overhead traveling crane is set up in regard to deficiency of safety assessment method for crane at present, which can evaluate safety of overhead traveling crane in-service qualitatively and quantitatively. Through a safety analysis and assessment on general overhead traveling crane, the result of assessment is in accord with the practical situation of overhead traveling crane. It can reflect more fully the safety of the whole crane system and the influence and level of each factor to whole crane system safety, witch an effective synthetic evaluation method is put forward for the safety evaluation of crane.

Line 2 of Xi’an subway is the earliest subway in Shaanxi , its safety has not been fully and thoroughly checked because of the perfect record of non-fault during its operation. In this paper, facility, management and fault indexes are set up, and the and indexes are also built through the organization and responsibility analysis of subsystem so as to safety assessment index system. Finally, AHP and fuzzy evaluation method are used to evaluate the subway operation results and propose appropriate corrective measures.

At the present time, the Dow Chemical Fire and Explosion Index (F&EI) is a kind of risk index evaluation method that is comprehensively used in evaluating potential hazard, area of exposure, expected losses in case of fire and explosion, etc. As the research object to oil depot storage tank area, this article ultimately confirms establishing appropriate pattern of process unit as well as reasonable safety precautions compensating method, in order to insure the reasonableness of evaluating result, by means of selecting process unit, confirming material factor and compensating safety precautions, using F&EI method. This can provide the basis for theoretical ground in aspect of oil depot development and safety production management.

Most Coverage Path Planning (CPP) strategies based on the minimum width of a concave polygonal area are very likely to generate non-optimal paths with many turns. This paper introduces a CPP method based on a Region Optimal Decomposition (ROD) that overcomes this limitation when applied to the path planning of an Unmanned Aerial Vehicle (UAV) in a port environment. The principle of the approach is to first apply a ROD to a Google Earth image of a port and combining the resulting sub-regions by an improved Depth-First-Search (DFS) algorithm. Finally, a genetic algorithm determines the traversal order of all sub-regions. The simulation experiments show that the combination of ROD and improved DFS algorithm can reduce the number of turns by 4.34%, increase the coverage rate by more than 10%, and shorten the non-working distance by about 29.91%. Overall, the whole approach provides a sound solution for the CPP and operations of UAVs in port environments.

Increasing traffic volume and insufficient road lanes often require municipal roads to be reconstructed and expanded. Where a road passes under a bridge, the reconstruction and expansion project will inevitably have an impact on the bridge. To evaluate the safety impact of road engineering projects on bridges, this paper evaluates the safety of the roads and ancillary facilities of highway bridges involved in municipal road engineering projects. Based on a comprehensive analysis of the safety factors of municipal roads undercrossing existing bridges, a fuzzy comprehensive analytic hierarchy process (AHP) evaluation method for the influence of road construction on the safety of existing bridges is proposed. First, AHP is used to select 11 evaluation factors. Second, the target layer, criterion layer, and index layer of evaluation factors are established, then a safety evaluation factor system is formed. The three-scale AHP model is used to determine the weight of assessment indexes. Third, through the fuzzy comprehensive AHP evaluation model, the fuzzy hierarchical comprehensive evaluation is carried out for the safety assessment index system. Finally, the fuzzy comprehensive evaluation method is applied to the engineering example of a municipal road undercrossing an existing expressway bridge. The comprehensive safety evaluation of the existing bridge reflects the practicability and feasibility of the method. It is expected that, with further development, the method will improve the decision-making process in bridge safety assessment systems.

ABSTRACTThe International Civil Aviation Organization (ICAO) Circular Cir 337 is the first step towards ICAO establishing an Aeroplane CO2Emissions Standard to form part of Annex 16, Volume III to the Chicago Convention. It describes itself as ‘a work in progress’. This paper reviews Cir 337 against the background of flight physics, the published literature on aircraft fuel burn and CO2emissions and the current practices of the aircraft and engine manufacturers and the airline operators. We have taken, as our starting point, the aim of ICAO to reduce the fuel used per revenue tonne-kilometre performed and argue that the Breguet range equation, which captures all the relevant flight physics, should be the basis of the metric system underpinning the standard. Our overall conclusion is that Cir 337 provides an excellent basis for the initial regulation of aviation's CO2emissions and, further in the future, for developing measures to increase the fuel efficiency of the operational side of civil aviation. Our main criticism of the circular in its current form is that it does not address the ICAO goal of reducingfuel used per revenue tonne-kilometre performedand makes no reference to payload. This defect could be eliminated simply by omission of the exponent 0.24 of the Reference Geometric Factor (RGF) in the formula for the metric given in Chapter 2 (paragraph 2.2) of the circular. Retaining theRGFto the power unity in the metric and multiplying it by an appropriate value of the effective floor loading would convert it to what the 37thAssembly of ICAO called for – a statement of fuel used per revenue tonne-kilometre performed. Finally, correlating the amended metric against design range, as determined from the measured specific air range and the key certificated masses, provides a sound scientific basis for an initial regulation to cap passenger aircraft emissions.

GPS can’t detect the signal because of the cell complex environment in the outdoor and poor radio wave propagation conditions, so that the positioning result is not ideal. However, the positioning method using the ray tracing prediction of radio waves, the tracking point of the scene from all the source radiation, record the relevant parameters, and then positioned within the microcell environment can satisfy the demand. The principle of ray tracing was firstly introduced in this paper, then an outdoor positioning model was set up, finally, the corresponding simulation experiments was implemented to demonstrate the effectiveness of ray tracing positioning in the outdoor environments.
