In 2011, Jiangsu Province set up the guidance fund for sports industry. In 2016, Jiangsu Provincial Finance Department jointly issued the document with Jiangsu Provincial Sports Bureau, which was changed to “Jiangsu Special Fund for Sports Industry Development.” By 2019, Jiangsu Province has funded 1,009 sports industry development projects with a total investment of 796.6 million yuan. The effect of the investment has attracted extensive attention from the government, society, and enterprises. Entrusted by Jiangsu Sports Industry Guidance Center, this research team spent one year on the performance research of 1,009 projects supported by special funds for the development of sports industry, from the construction of evaluation index system to the design, issuance, collection, and processing of questionnaires. Using the methods of literature, questionnaire, expert interview, and mathematical statistics, this paper takes the performance management of the special funds for the development of sports industry in Jiangsu Province as the research object, based on the investigation and analysis of the current situation of the special funds for the development of sports industry in Jiangsu Province. It analyzes the special funds from four aspects: the rate of funds in place, the ratio of funds pulled, the completion rate of project implementation, and the rate of fund prerecovery. Then, this paper expounds the current situation, effectiveness, and problems of the performance management of the special funds for the development of sports industry and puts forward some countermeasures and suggestions for improvement.

Under the low-carbon background, with the aid of the Malmquist–Luenberger SBM (Slack-based Measure) model of unexpected output, the green total factor productivity (GTFP) of the logistics industry in Jiangsu Province, China, was measured and decomposed in this study based on the reality and experience of logistics industry development in 13 cities in three regions of Jiangsu Province in the years 2006–2018 by taking resource consumption into the input system and discharged pollutants into the output system. It is concluded that the environmental regulation (ER) has a significant positive effect on the growth of the GTFP of the logistics industry, and technological progress has become an important endogenous force that promotes the GTFP of the logistics industry in Jiangsu Province. On this basis, a dynamic GMM (Generalized method of moment) model and a Tobit model were constructed to further study the possible temporal and spatial effects of ER on the GTFP of the logistics industry. The research results reveal that the ER can exert both promoting and inhibitory effects on the GTFP of the logistics industry, and there is a temporal turning point for the effects. Besides, the effects notably differ spatially and temporally. Finally, some policies and advice for the green sustainable development of the logistics industry were proposed. For example, the government and enterprises should pay attention to the green and efficient development of the logistics industry and dynamically adjust the ER methods. They should consider the greening of both forward logistics links and reverse logistics system in the supply chain.

Abstract The virtue of compassion is a valid antidote to lighten the burden of negative effects brought by the COVID-19 pandemic. However, real-life situations can attest that this is not always the kind of behavior for some people since the current situation is considered as ‘survival of the fittest.’ In its absence, the respect of freedom by public officials to every citizen is a great substitute most especially in the implementation of the government’s vaccination program. This behavior actualizes every person’s plan of protection without being pressured. This right needs to be provided and not taken away by the government.

ABSTRACT Teenagers are the future of our country, and their physical health has a great impact on the economic and social development of our country. In view of this, this study applied questionnaire survey, analytic hierarchy and situation analysis to construct the evaluation index system and hierarchical structure model of youth physical health promotion path, and used empirical analysis to analyze and deal with the key factors in the index system. The results show that the coordinates are (0.648, 0.648, 0.648, 654) located in the first quadrant, which indicates that the external opportunities and internal advantages have a high degree of matching; the effect of youth physical health management under the government mechanism is poor, but youth physical health management under the market mechanism needs to be established. The internal advantages of youth physical health management are relatively large, and the public management service market has great potential, and the market-oriented health construction. It is hoped that this study can provide certain reference for the improvement of Chinese teenagers' physical health.

Local governments play an indelible role in the process of world heritage protection. This paper attempts to explore the historical evolution of the development of Leshan Giant Buddha and Mount Emei and the current situation of local government management, so as to summarize some relevant experience of local government management for world heritage protection.


One Tambon One Product (OTOP) is one of the major enabler of Thailand to stimulus local entrepreneurship to support locally made products of Thailand's 7,255 Tambons (sub-district). This OTOP program has been initiated since 2001 and has substantially generate incomes for local entreprenuers. Currently, five groups of OTOP product have been promoted and used by Thai Government to gaurantee the quality of the OTOP product. However this research aims to utilize the nexus model of academia–policy maker and business to develop an approach to derive the product improvement policy to increase business market opportunities for the elderly cosumers in Thailand. This research studies and identified differences of needs among each group of product. This research conducted large systematic focus groups on 1,275 elderly consumer together with expert interview and quantitative analysis to identify the top three groups of OTOP product that need to be strategically emphasized. Four new criterions of Business, Opportunity, Self- Sustainability, and Environment were developed and used as criteria to identify and prioritize the needs of those five OTOP groups. The AHP technique was employed to identify the weights and compare the five major groups with respect to those developed criteria. This results were used for the government to position the OTOP product that meet the need of elderly consumer segment. The results of the analysis lead to strategic action plan for product and process development of northern Thailand OTOP developemt program. This proposed concept helps Thai govenrment to effectively exercise OTOP program policy mobility and evolution.

Based on the theory of consumer behavior, this paper analyzes the current situation of tourism shopping market in Kunming, and analyzes the decision-making behavior of tourists shopping in Kunming with the questionnaire survey, and clarifies the influencing factors of the decision-making behavior of visitors to Kunming. In the future, the influencing factors of Kunming tourists' shopping decision-making behavior are combined with the current situation of Kunming's tourism shopping market. The problems of cheating-induced shopping, the high price of shopping products, the low level of tourism shopping experience and the imperfect after-sales service are analyzed. Finally, the corresponding countermeasures and suggestions are proposed from four aspects: rectifying the tourism shopping market, establishing a sound price supervision mechanism, strengthening the tourism shopping experience, and improving after-sales service.

The article also gives the analysis of the correlation of elements of this system and their unconditional necessity in the modern state as obligatory attributes of safety of the country in the modern world. The problems of the system and the influence of "soft forces" are exemplified by the current situation in the Russia Federation.

Performance evaluation and the presentation of a comprehensive performance model have always been considered as one of the important concerns of managers. The provision of a comprehensive performance model at the level of state organizations is a matter that has been investigated for many years. The main purpose of this study is recognition and ranking of organizational performance management based on process driven approach in state organizations. This model has been proposed in three dimensions: individual, group and organizational. For this purpose, first, the identification of components has been concerned. So, expert interview tool has been used. In the second part, 384 experts from state organizations were used to examine the fitness of the model. The results of examining of the fitness of the model illustrated that the final model has a suitable statistical fitness. Finally, in order to prioritize the components of the research, analytical hierarchy method and expert choice software were used. The results exhibited that the inconsistency rate at this stage was calculated at the level of 0.09, which indicates the suitability of pairwise of comparisons situation. Organizational factors with weight of 0.48, individual factors with weight of 0.3, and group factors with weight of 0.22 have the highest and lowest weight among the main dimensions respectively.
