With Industry 4.0 and another round of scientific and technological reform and development, industrial reform and development, the latest economic development, and the escalating complexity of the upcoming problems faced by human beings all over the world, there is an urgent need for cross-compounding between disciplines and disciplines, resulting in emerging engineering majors. In response to these situations, the article analyzes the characteristics, necessity, and main problems faced by the construction and talent cultivation of emerging engineering majors with multidisciplinary cross-composite and discusses the new initiatives of building emerging engineering majors with multidisciplinary cross-composite and innovative talent cultivation to encourage the cultivation of brave exploration and innovation, cultivate innovative talents with unique insights, and promote innovation and breakthroughs in economic, social, and scientific and technological development needs. Finally, the article takes mechanical and electronic engineering as an example to explore how the crossover and integration between several important aspects of the construction of emerging engineering majors are effectively carried out in order to provide certain reference and reference for the construction of related emerging engineering disciplines and majors.

Throughout history the development of the countries has been generated mainly by the impulse in two complementary axes: Science and Technology, and Trade. At present we are experiencing an exponential scientific and technological development and the Economy in all its fronts is driven by the intensive application of technology. According to these considerations, this research tries to expose the development of Innovation Management as a transversal mechanism to promote the different socioeconomic areas and especially those supported by engineering. To this end, use will be made of Technology Watch in order to identify the advances of the main research centres related to innovation in the world. Purpose The purpose of this paper is to substantiate the perspectives and to develop recommendations for managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 by the example of modern Russia. Design/methodology/approach The methodological basis of the research consists of the hypothetical and deductive method. The offered hypothesis of the necessity for decentralization of managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 is verified with the help of a complex of methods of economic statistics (econometrics), namely, the method of regression analysis and analysis of variation. The research objects are regions of modern Russia that are peculiar for the highest level of scientific and technological development (top 15 of 83 regions at the beginning of 2019), which shows their largest progress in formation of Industry 4.0. The information and empirical basis of the research consists of the materials of the report on human development in the Russian Federation “Human and Innovations”, prepared by the Analytical Center for the Government of the Russian Federation (values of the education index are taken from it), and analytical materials of the rating “Level of Development of Science and Technologies in Regions of Russia” as a result of 2018, prepared by Ria rating (values of the index of scientific and technological development are taken from it). Findings It is determined that regional specifics are not sufficiently considered during management of modernization of regional markets of educational services in the conditions of formation of Industry 4.0 in modern Russia. This reduces efficiency of managing digital modernization of regional markets of educational services and leads to the fact that these markets do not perform their function of infrastructural provision of Industry 4.0, slowing down the process of its formation. Originality/value The necessity for managing modernization of the markets of educational services in the conditions of formation of Industry 4.0 at the regional level, in view of specifics of the regional economy, is substantiated. For this, a conceptual model and recommendations for its practical application in modern Russia are offered.

The article addresses selected problems related to the perspective on the development of Industry 4.0 and social and cultural changes that accompany this development and lead toward the so-called post-digital society. In the field of industry, the changes concern, among others, the functioning of various organizations, and in the perspective of post-digital society – human beings and their relations with the world of technology. These changes lead to an increase in the role of technological factors, hence the current revival of technological determinism, and this, in turn, has to do with questions regarding human subjectivity. In this context, questions regarding humans also revolve around the need to acknowledge their increasing capabilities and scope of freedom, and on the other hand, their loss of autonomy in relation to the world of technology.

Revolution Industry 4.0 is one of the biggest era in this century, because in this era the big technological development happening around the world with some of the creation is Artificial Intelligence. Artificial Intelligence is one of the technology that exist in the world and can resembles like a human in the other hand Artificial Intelligence can do what actually human do for example Learning, Planning, Critical Thinking, Problem Solving, any many more. Therefore several countries using it in the court. Artificial Intelligence use it as evidence to prove some case and made prosecutor, judge and lawyer easier to work. However, in Indonesia there wasn’t the law about Artificial Intelligence therefore it would be difficult to use it in the court as evidence because according to several sources in procedural law there are some valid evidence that can only use in the court. However, the crime that happen in Indonesia usually related to technology made all the government have to forming the law about the Artificial Intelligence.

In the face of these events of nature, man becomes dwarf such as volcanoes, earthquakes and water floats etc. Although such events are born out of the normal process of nature, but some of the human responses to its depth and expansion become helpful, such as the exacerbation of seasonal events from forest destruction. Such disruptive natural phenomena are called natural disasters. Divine disasters caused by environmental imbalances disturb the biotic world. Loss from such outbreaks ever. Sometimes it is so fierce that despite all the scientific and technological development, the human kneels in front of them. These natural outbreaks are directly related to the environment. Those who have been running since time immemorial. But it is also true that due to increase in human numbers and prosperity due to these natural outbreaks, the effects of natural hazards are becoming more harmful. Thus we can say that today with the nature behind the natural outbreak. Human crisis is also associated with it. आलेख श्प्रकृति की घटनाएँ जब चरम रूप ग्रहण कर लेती हैं तो उनसे मानव सहित सम्पूर्ण जैव जगत कठिनाई में पड जाता है और विनाश की स्थिति उत्पन्न हो जाती है। ऐसी घटनाएँ कभी.कभी इतनी त्वरित होती हैं कि संभल पाना कठिन हो जाता है। प्रकृति की इन घटनाओं के सामने मनुष्य बौना हो जाता है जैसे ज्वालामुखीएभूकंप और जल प्लावन आदि। यूं तो ऐसी घटनाएँ प्रकृति की सामान्य प्रक्रिया से जन्म लेती हैंएलेकिन इनकी गहनता और विस्तार के लिए मनुष्य की कुछ अनुक्रियाएं सहायक बन जाती हैंए जैसे वन विनाश से मौसमी घटनाओं की उग्रता। ऐसी विघटनकारी प्राकृतिक घटनाओं को प्राकृतिक आपदाएपर्यावरणीय प्रकोप कहा जाता हैश्1। पर्यावरण असंतुलन से प्रकट होने वाली दैवीय विपत्तियाँ जैव जगत को अस्त व्यस्त कर देती है। ऐसे प्रकोपों से होने वाली हानि कभी. कभी इतनी भयंकर होती है की सारे वैज्ञानिक और तकनीकी विकास के बावजूद मानव इनके सामने घुटने टेक देता है। इन प्राकृतिक प्रकोपों का सीधा संबंध पर्यावरण से है। जिनका सिलसिला अनादिकाल से चला आ रहा है। लेकिन ये भी सच है कि इन प्राकृतिक प्रकोपों से मानव संख्या और समृद्धि में वृद्धि के कारण प्राकृतिक संकटों के प्रभाव अधिक हानिकारक होने लगे हैं। इस प्रकार हम कह सकते हैं कि आज प्राकृतिक प्रकोप के पीछे प्रकृति के साथ . साथ मानव जन्य संकट भी जुड़ा होता है।

The article deals with scientific and methodological substantiation and description of the competency model of a modern leader and manager in scientific and technological sphere. This model has been developed by the authors on the initiative of the Coordinating Council for Youth Affairs in Scientific and Educational Spheres of the Presidential Council for Science and Education in the framework of the managers’ contest “Leaders of Russia” (specialization “Science”, season 2019– 2020). The competency model is aimed at improving the efficiency of solving the problems of scientific and technological development of Russia by overcoming the lack of personnel which is ready not only to conduct research at the world level, but also to take responsibility for the formation of priorities for scientific and technological development that meet the interests of Russia, as well as for their implementation. The proposed model is the first of its kind developed and tested system of competencies for improving leadership and management potential of Russian science.

This article investigates new global trends in scientific and technological development and their impact on sustainable socio-economic  development of individual countries and the world as a whole. The author shows the importance of implementing emerging technologies that open up new opportunities for the global economic growth by changing its technological basis, giving a competitive advantage to those countries that are leading this change. The article analyses which new approaches to science and technology policy are being adopted in developed and developing countries to maintain high positions in the R&D and emerging technology, and to conquer new markets. Furthermore, the author reveals the risks associated with a serious gap between Russia and the leading countries, which is unlikely to be bridged with the existing raw material export-based development model. Analyzing the state of scientific andtechnological development, advance in the field of new technologies, as well as implemented strategies and programs in this area, the author identifies key areas for improving scientific and technological state policies, which will allow the country to intensify R&D and innovation in this area, strengthen its position in the global hightech markets and create prerequisites for increasing Russia’s competitive advantages in the global technology scene.

This chapter discusses the concept of big data mining in the domain of biology and medicine. Biological and medical data are increasing at very rapid rates, which in many cases outpace even Moore's law. This is the result of recent technological development, as well as the exploratory attitude of human beings, that prompts scientists to answer more questions by conducting more experiments. Representative examples are the advances in sequencing and medical imaging technologies. Challenges posed by this data deluge, and the emerging opportunities of their efficient management and analysis are also part of the discussion. The major emphasis is given to the most common biological and medical data mining applications.
