Nowadays, student scientific research is a significant component for training specialists for Industry 4.0. However, many students do not feel like wanting much to participate in this kind of activity when studying at university. Therefore, there is a challenge in facing educators, i.e., to make a climate of learning in such a way so that learners would not only be able to acquire skills, competences, and proficiencies according to their major but also be able to promote their willingness for independent search for getting new knowledge and mastering research methods and practical techniques to solve scientific challenges and analyze various information flows. The purpose of the study is to develop a methodology for arranging student scientific research, which enables to provide with skilled professional employees. To accomplish the declared goal, the authors developed the online course The Basic Scientific Research, the methodology for involving students in scientific research; recommendations to include special subject matters in the content of academic course, for stimulating joint studies of educators and students; and the online course on training lecturers to the technology presented. The experiment was conducted from 2014 to 2018 among students of IT and economics at regional Russian universities. 242 students and 46 lecturers took part in it. Using the developed system by educators resulted in the following achievements: the students published more than 450 scientific articles, won 28 grants of various levels, and participated and became prize winners in more than 50 scientific research contests. One-third of the participants in the experiment received a merit semester scholarship for scientific research regularly. They participated and won competitions for the President of the Russian Federation grants, the Government of the Russian Federation. Business representatives gave top marks for graduate theses. The educational technology presented in the paper is prepared for scaling and be applied at universities.

The article is devoted to the training of specialists in the field of information security of the personality of participants in the educational process. The theoretical and practical bases of training and promising directions of fundamental and applied scientific research in this field are substantiated and described. The work was carried out within the framework of the State task for the Program of Fundamental Scientific Research of the State Academies of Sciences for 2013-2020 (in the part of RAO) (approved by the Decree of the Government of the Russian Federation of December 3, 2012 No. 2237-r) within the theme “Development of the Informatization of Education in the Context information security of the person” (the state registration No 14.07.00.20.01.04).

In 1936, the Institute of State Law of the USSR Academy of Sciences underwent an internal reorganization, as a result of which three sectors were formed, one of which was the public law sector. Since that time, the current Sector of Administrative Law and administrative procedure has its history. In the 20–30s of the XX century, the science of administrative law developed poorly, scientists were subjected to political repression for their scientific beliefs. In the mid-30s, the idea of the death of Administrative Law was even replicated. The leading positions were occupied by the science of management. Meanwhile, the scientific staff of the sector continued to develop the science of Administrative Law. With the beginning of the Great Patriotic War, many of them went to the front. The country noted their exploits with state awards. S.S. Studenikin became the first scientist who defended his dissertation for the degree of PhD in Law in Administrative Law (1940). In the 50–60s, in the Sector work was actively carried out to train young specialists in the field of Administrative Law. The name of the Sector has repeatedly changed, but service to the state and science remained unchanged. In the 60s, new directions of scientific research were formed at the Institute, reflecting the issues of strengthening Soviet democracy, forms and methods of people's participation in the leadership of the state and society, etc. The result of the fruitful work of the staff of the Sector was the publication of a number of monographs on Administrative Law. The political and economic transformations of the 80–90s could not but be reflected in the works of the scientific staff of the Sector. In the late 90s - early 2000s, the direction of research in the Sector changed towards the administrative process and the problems of automated control systems. In 2018, the Sector of Administrative Law and administrative process was established. Currently, the scientific staff of the Sector carries out fundamental, exploratory and applied scientific research on the conceptual problems of Administrative Law, administrative process and Financial, Tax, Budget Law. Actively participates in the work on the reform of administrative and tort legislation, legislation regulating control and supervisory activities, are members of the expert subgroups of the Government of the Russian Federation on the development of the draft of the new Administrative Code of the Russian Federation. During its 85-year history, the Sector has given the country and science a lot of honored scientists and honored lawyers, outstanding scientists who have left significant fruits of their scientific research that will be relevant and in demand for a long time.

The purpose of the article is to present the results of an applied analysis of the characteristics of brand management by leading Russian universities in social media. Research methodology: based on the international subject ranking QS World University Rankings by Subject 2021: Social Sciences & Management 2021, six leading Russian universities were selected for the study: Higher School of Economics National Research University, Russian University of Economics. Plekhanov, Financial University under the Government of the Russian Federation, Russian Academy of National Economy and Public Administration under the President of the Russian Federation, Moscow State Institute of International Relations University, Peoples' Friendship University of Russia. The results of a comparative analysis of the weight and dynamics of information flows of data of universities, the specifics of their work with target audiences, the characteristics of managing the digital audience of universities are presented. Based on the data of empirical research, recommendations have been developed for managing a university brand in an online network environment. The article was prepared based on the results of research carried out at the expense of budgetary funds on a state assignment for the Financial University under the Government of the Russian Federation.

В статье обсуждаются основные положения дисциплины «Методология инженерной деятельности», преподаваемой магистрантам инженерных направлений Губкинского университета. Главное из них состоит в том, что инженерная деятельность – сложная система. Ее структура определяется междисциплинарным разделением труда, а основная цель – обеспечивать, исходя из социокультурных и экономических ценностей, постоянное повышение продуктивности и эффективности всех видов человеческой деятельности путем их технологизации. Схематизируется ее онтология. Аргументируется, что инженерная деятельность как управляемая система, которую можно исследовать, совершенствовать и осуществлять, может быть и объектом проектирования. На развитие у студентов компетенции системного инженерного мышления и готовности участвовать в проектировании подобных инженерных объектов нацелена дисциплина. Разработанная в ее рамках образовательная технология развития профессиональных компетенций в виртуальной среде инженерной деятельности была удостоена в 2015 году премии Правительства Российской Федерации в области образования. The article discusses the main positions of the discipline "Methodology of engineering", being taught to undergraduates of engineering areas of Gubkin University. The main position is that engineering is a complex system. Its structure is determined by the interdisciplinary division of labor, and the main goal is to ensure, based on socio-cultural and economic values, a constant increase in productivity and efficiency of all types of human activity via means of their technologization. Its ontology is schemed. It is proved that as a system that can be managed, explored, improved, and implemented, engineering can also be an object of design. The discipline is aimed at developing students' competence in system engineering thinking and readiness to participate in the design of such engineering objects. The educational technology for the development of professional competencies in the virtual environment of engineering was awarded the government of the Russian Federation award in the field of education in 2015.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article presents the results of a comparison of the Orphan Drugs Register approved for use in the United States and the 2020 Vital and Essential Drugs List approved on October 12, 2019 by Order of the Government of the Russian Federation No. 2406-r. The comparison identified 305 international non-proprietary names relating to the main and/or auxiliary therapy for rare diseases. The analysis of the market of drugs included in the Vital and Essential Drugs List, which can be used to treat rare (orphan) diseases in Russia was conducted.

Abstract As a follow-up to the 2019 International Year of the Periodic Table of Chemical Elements (IYPT2019), the Government of the Russian Federation proposed to establish and fund the joint UNESCO/Russian Federation International Prize for the Basic Sciences in the name of the Russian chemist Dmitry Mendeleev. The initiative is to provide further support to the UNESCO’s International Basic Sciences Programme (IBSP).
