An overview of current debates and contemporary research devoted to modeling decision making processes and their facilitation directs attention to techniques based on pairwise judgments. At the core of these techniques are various judgment consistency measures which, in a sense, control the prioritization process which leads to the establishment of decision makers’ unknown preferences. If judgments expressed by decision makers were perfectly consistent (cardinally transitive), all available prioritization techniques would deliver the same solution. However, human judgments are consistently inconsistent, as it were; thus the preference estimation quality significantly varies. The scale of these variations depends, among others, on the chosen consistency measure of pairwise judgments. That is why it seems important to examine relations among various consistency measures and the preferences estimation quality. This research reveals that there are consistency measures whose performance may confuse decision makers with the quality of their ranking outcome. Thus, it introduces a measure which is directly related to the quality of the preferences estimation process. The main problem of the research is studied via Monte Carlo simulations executed in Wolfram Mathematica Software. The research results argue that although the performance of examined consistency measures deviates from the exemplary ones in relation to the estimation quality of decision makers preferences, solutions proposed in this paper can significantly improve that quality.

An overview of current debates and contemporary research devoted to the modeling of decision-making processes and their facilitation directs attention to the quality of priority ratios estimation through pairwise comparisons. At the core of the process are various approximation procedures for a pairwise comparison matrix which, in a sense, reflects preferences of decision-makers. Certainly, when judgments regarding these preferences are perfectly consistent (cardinally transitive), all approximation procedures coincide and the quality of the prioritization process is exemplary. However, human judgments are very rarely consistent, and thus the quality of priority ratios estimation may significantly vary. Obviously, the range of these variations depends on the applied approximation procedure for a pairwise comparison matrix. Although there are many approximation procedures which can be applied in the prioritization process, it has been promoted for many decades that only one should be applied and no others qualify. This paper suggests this opinion is a fallacy. Research results argue that a genuine, commonly applied approximation procedure for a pairwise comparison matrix may deteriorate the quality of priority ratios estimation. Thus, a number of solutions are also proposed which can improve the process of priority ratios estimation. In order to provide credible and high quality results, the problem is studied via a properly designed and coded seminal simulation algorithm, executed in Wolfram Mathematica 8.0.

This chapter describes the activity-based methodology (ABM), an efficient and effective approach to-ward development and analysis of DoD integrated architectures that will enable them to align with and fully support decision-making processes and mission outcomes. ABM consists of a tool-independent disciplined approach to developing fully integrated, unambiguous, and consistent DODAF Operational, System, and Technical views in supporting both “as-is” architectures (where all current elements are known) and “to-be” architectures (where not all future elements are known). ABM enables architects to concentrate on the Art and Science of architectures—that is identifying core architecture elements, their views, how they are related together, and the resulting analysis used for decision-making purposes. ABM delivers significant architecture development productivity and quality gains by generating several DoDAF products and their elements from the core architecture elements. ABM facilitates the transition from integrated “static” architectures to executable “dynamic” process models for time-dependent assessments of complex operations and resource usage. Workflow steps for creating integrated architecture are detailed. Numerous architecture analysis strategies are presented that show the value of integrated architectures to decision makers and mission outcomes.

Introduction. Appropriate decision-making is essential in emergency situations; however, little information is available on how emergency decision-makers decide on the emergency status of the patients shifted to the emergency department of the hospital. This study aimed at explaining the factors that influence the emergency specialists’ decision-making in case of emergency conditions in patients. Methods. This study was carried out with a qualitative content analysis approach. The participants were selected based on purposive sampling by the emergency specialists. The data were collected through semistructured interviews and were analyzed using the method proposed by Graneheim and Lundman. Results. The core theme of the study was “efforts to perceive the acute health threats of the patient.” This theme was derived from the main classes, including “the identification of the acute threats based on the patient’s condition” and “the identification of the acute threats based on peripheral conditions.” Conclusions. The conditions governing the decision-making process about patients in the emergency department differ from the conditions in other health-care departments at hospitals. Emergency specialists may have several approaches to decide about the patients’ emergency conditions. Therefore, notably, the emergency specialists’ working conditions and the others’ expectations from these specialists should be considered.

The quality of education is influenced by the managerialization of the universities, which refers to the introduction of substantial changes in the decision-making processes of the academic institutions, and the application of renewed information systems along with new managerial methodologies to restructure the organisational strategic relationships with stakeholders. This paper proposes a questionnaire to assess the importance of facilities in universities according to their financial budget consumed value. Semi Structured Interviews were conducted with the heads of logistic and financial departments in Egyptian universities, twenty public universities and twenty-three private universities, in order to identify criteria for the most significant university's facilities and appealing infrastructure that contributes to the quality of education.

Information technology governance is considered one of the innovative practices that can provide support for decision-makers. Interestingly, it has become increasingly a de facto for organizations in seeking to optimise their performance. In principle, information technology governance has emerged to support organizations in the integration of information technology (IT) infrastructures and the delivery of high-quality services. On the other hand, decision-making processes in public sector organisations can be multi-faceted and complex, and decision makers play an important role in implementing technology in the public sector. The aim of this paper is to shed some light on current opportunities and challenges that IT governance is experiencing in the context of public sector services. In this respect, this paper examines the factors influencing the decision-making process to fully appreciate IT governance. Furthermore, this study focuses on combining institutional and individual perspectives to explain how individuals can take decisions in response to institutional influences.

A number of factors must be considered when selecting a convention site. Typically, most selections are based on the decision makers’ knowledge and experience, which may lead to biased decisions based on the decision makers’ subjective judgment. This study establishes decision-making evaluation factors and attributes for convention site selection based on a literature review. After surveying experts’ opinions using questionnaires, we employed the fuzzy analytic hierarchy process (FAHP) to analyze the weighting of the factors and attributes. The results show that of the five evaluation factors, site environment is the most important, followed by meeting and accommodation facilities, local support, extraconference opportunities, and costs. Additionally, the five most important attributes among the 20 evaluation attributes are the suitability of convention facilities, suitability and quality of local infrastructure, climate, city image, and political conflict or terrorist threats.

Decisions can make or mar an organization. Decision-making is a multifaceted and intricate process. This process becomes even more complicated and complex when it comes to organizations, especially in this competitive world. Today, decisions are made not only under uncertainty, with available and/or limited information, but may also be made in a virtual setting. Decision makers may not be engaged in face-to-face deliberations. Hence, understanding the challenges, complexity, and rewards of the use of technology, especially information technology in managerial decision-making, is important. Such an understanding is not only vital in determining the efficacy of managers and their organizations, but also significant in designing future management approaches and organizations. This is the core objective of this chapter.

In this chapter, the authors present the results of the development the text-mining methodology for increasing the reliability of the functioning of Socio-technical System (STS). Taking into account revealed strengths and weaknesses of Discriminant and Probabilistic approaches of Latent Semantic Relations analysis in of the abstracting and summarization projection, the Methodology of Two-level Single Document Summarization was developed. The Methodology assumes the following elements of novelty: based on obtaining a multi-level topical framework of the document (abstracting); uses the synergy effect of consistent usage the combination of two approaches for identification of conceptually significant elements of the text (summarization). The examples demonstrating the basic workability of proposed Methodology were presented. Such approaches should help human to increase the quality of supporting the decision-making processes of STS in real time.

Many management scholars believe that the process used to make strategic decisions affects the quality of those decisions. However, several authors have observed a lack of research on the strategic decision-making process. Empirical tests of factors that have been hypothesized to affect the way strategic decisions are made are notably absent (Fredrickson, 1985). This article reports the results of a study that attempts to assess the effects of decision-making circumstances, focusing mainly on the approaches applied and the managerial skills and capabilities the decision makers built on during concrete strategic decisionmaking procedures. The study was conducted in California between September 2005 and June 2006 and it was sponsored by a Fulbright research scholarship grant.

OBJECTIVES/SPECIFIC AIMS: Promote knowledge translation and evidence-informed decision-making by assessing barriers and facilitators to balancing cost and quality of care within the US state of Maryland and nation of Denmark. METHODS/STUDY POPULATION: Open-ended and semi-structured key-informant interviews were conducted in 2016 and 2017 among high level decision-makers in Maryland (N=21) and the Danish (N=17) healthcare systems, including hospital, local, regional, and cross-organizational administrators and elected officials. The interviews consisted of questions related to: (1) currently practiced and preferred approaches to resource allocation and development and use of quality performance measures, and (2) preferred sources, formats/styles, modes of information, and decision-making strategies based on a shift from volume to quality-driven care. RESULTS/ANTICIPATED RESULTS: Decision-makers in Maryland expressed the need for collaboration in a changing environment, yet increasingly rely on cost and quality outcomes data to drive decisions and note the struggle to identify credible and useful information. Maryland decision-makers also face challenges in regulating utilization and costs without mandated participation of physician practices within the global budget cap model, which is perceived to be a primary driver of healthcare utilization in the hospital sector. Similarly, decision-makers in Denmark conveyed the importance of quantitative data to aid decisions, however, stress collaboration and dialogue as driving factors and important sources of information. Danish decision-makers also express challenges to wide-spread adoption of a quality-driven approach due to unsustained quality assurance regulatory bodies. DISCUSSION/SIGNIFICANCE OF IMPACT: The findings suggest implementation of value-based healthcare is highly driven and influenced by availability of credible data, which may significantly impact development of policies and innovative cost control strategies, and regulatory oversight to promote adoption of quality measures in decision-making. Furthermore, collaboration within and across healthcare organizations remains a key component to health system improvement as it fosters dialogue and sharing of best practices among stakeholders.
