The main purpose of this paper is to investigate the application potential of ordered fuzzy numbers (OFN) to support evaluation of negotiation offers. The Simple Additive Weighting (SAW) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) methods are extended to the case when linguistic evaluations are represented by OFN. We study the applicability of OFN for linguistic evaluation negotiation options and also provide the theoretical foundations of SAW and TOPSIS for constructing a scoring function for negotiation offers. We show that the proposed framework allows us to represent the negotiation information in a more direct and adequate way, especially in ill-structured negotiation problems, allows for holistic evaluation of negotiation offers, and produces consistent rankings, even though new packages are added or removed. An example is presented in order to demonstrate the usefulness of presented fuzzy numerical approach in evaluation of negotiation offers.

From the perspective of each evaluation criterion, any decision alternative is evaluated by means of trapezoidal ordered fuzzy numbers (TrOFN). This approach is justified in the way that some criteria are linguistically evaluated. In this paper, decision alternatives are evaluated using oriented fuzzy Simple Additive Weighting (OF-SAW) scoring function. The ranking of alternatives may be defined by means of a nonincreasing sequence of defuzzified values of a scoring function. Any defuzzification procedure distorts ordered fuzzy numbers in a way that information on imprecision and orientation is lost. This undermines the credibility of the determined alternatives’ ranking. The main purpose of this paper is to avoid the defuzzification stage in the OF-SAW method. Thus, the OF-SAW method is equipped with fuzzy scoring order. This OF-SAW method is described as a negotiation scoring system. We study an empirical example of the OF-SAW application and rank some negotiation offers. Here, we focus on the effects of replacing the defuzzified scoring function by a fuzzy one. The obtained conclusions are generalized for the case of any decision alternatives.

Over the years, banks have faced many difficulties, related mainly to lax credit standards for borrowers and counterparties. The goal of credit risk management is to maintain the volume of credit risk at acceptable level as it is a vital feature in risk management. Credit analysts take into consideration factors of a wider spectrum, e.g., the prospects of the line of business, the experience of board members, credibility of suppliers, etc. Those factors are often considered on the linguistic scale, which includes such imprecise and inaccurate phrases, for instance, such as: more/less experienced, better/worse prospects, etc., which, for the experts and decision makers, are justified and result from their personal experience, preferences and human nature. The paper presents the approach of supporting methods in the credit risk decision-making process. It presents evaluation scales of imprecise phrases commonly used during the process of credit risk assessment based on experts’ preferences. Due to the imprecision, the oriented fuzzy numbers are a useful tool. For such described evaluation scales, we use a scoring function determined with the use of an adapted Simple Additive Weighting (SAW) method.

The purpose of this study is to develop an extension of CODAS method using picture fuzzy sets. In this respect, a new methodology is introduced to figure out how picture fuzzy numbers can be applied to CODAS method. COmbinative Distance-based Assessment (CODAS) is a new MCDM method proposed by Ghorabaee et al. Picture fuzzy sets (PFSs) are a new extension of ordinary fuzzy sets for representing human’s judgments having possibility more than two answers such as yes, no, refusal and neutral. Compared with other studies, the proposed method integrates multi-criteria decision analysis with picture fuzzy uncertainty based on Euclidean and Taxicab distances and negative ideal solution. ERP system selection problem is handled as the application area of the developed method, picture fuzzy CODAS. Results indicate that the new proposed method finds meaningful rankings through picture fuzzy sets. Comparative analyzes show that the presented method gives successful and robust results for the solutions of MCDM problems under fuzziness.

Abstract In this paper we propose a multi-criteria model based on the fuzzy preferences approach which can be implemented in the prenegotiation phase to evaluate the negotiations packages. The applicability of some multi-criteria ranking methods were discussed for building a scoring function for negotiation packages. The first one is Simple Additive Weighting (SAW) technique which determines the sum of the partial satisfactions from each negotiation issue and aggregate them using the issue weights. The other one is Distance Based Methods (DBM), with its extension based on the distances to ideal or anti-ideal package, i.e. the TOPSIS procedure. In our approach the negotiator's preferences over the issues are represented by fuzzy membership functions and next a selected multi-criteria decision making method is adopted to determine the global rating of each package. The membership functions are used here as the equivalents of utility functions spread over the negotiation issues, which let us compare different type of data. One of the key advantages of the approach proposed is its usefulness for building a general scoring function in the ill-structured negotiation problem, namely the situation in which the problem itself as well as the negotiators preferences cannot be precisely defined, the available information is uncertain, subjective and vague. Secondly, all proposed variants of scoring functions produce consistent rankings, even though the new packages are added (or removed) and do not result in rank reversal.

Rumah sakit adalah tempat pelayanan kesehatan yang pasti sangat diperlukan oleh masyarakat.Pelayanan tersebut dilihat dari efisiensi, sarana dan prasarana yang memadai, dan faktor lainnya. Efisiensi pelayanan rawat inap juga termasuk hal yang penting bagi pasien, khususnya yang harus dirawat di rumah sakit. Pihak rumah sakit melakukan sensus harian untuk meninjau dan meningkatkan kualitas pelayanan rawat inap. Kriteria pelayanan rawat inap adalah BOR (Bed Occupancy Ratio), BTO (Bed Turn Over), TOI (Turn Over Interval), dan AVLOS (Average Length of Stay). Untuk kemudahan dalam memilih, maka dibutuhkan sistem pendukung keputusan sebagai alat. Rumah sakit yang akan dijadikan pilihan oleh peneliti adalah rumah sakit yang ada di wilayah Kota Batu. Metode yang digunakan adalah gabungan SAW (Simple Additive Weighting) dan TOPSIS (Technique For Order Preference By Similiarity To Ideal Solution). Metode ini dipilih karena menggunakan persamaan matematis yang lebih sederhana untuk mendapatkan solusi terbaik. Hasil pengujian dapat digunakan untuk membantu masyarakat dalam pemilihan rumah sakit.

- Determination of outstanding teachers at Pondok Duta Islamic Middle School has been applied every year. This process is very important to improve the quality of human resources in the progress of Pondok Duta Islamic Middle School. In its implementation, the determination of teachers with pretensions is still considered subjective, because it is only based on personal opinions and is not based on certain criteria. The Simple Additive Weighting (SAW) method is often known as the weighted sum method. The basic concept of the method of Simple Additive Weighting (SAW) is to find a weighted sum of performance ratings on each alternative on all attributes. While the Technique for Order Performance of Similarity to Ideal Solution (TOPSIS) method uses the principle that the chosen alternative must have the longest (farthest) distance from the negative ideal solution from a geometric point of view using the relative proximity of an alternative. The two methods, namely the Technique for Order Performance of Similarity to Ideal Solution (TOPSIS) method and the Simple Additive Weighting (SAW) method can help in the process of determining the teacher to be prescribed who recommend results based on the main criteria that have been determined.

In multiple attribute group decision making (MAGDM) problems, uncertain decision information is well-represented by linguistic term sets (LTSs). These LTSs are easily converted into probabilistic linguistic sets (PLTSs). In this paper, a TOPSIS method is proposed for probabilistic linguistic MAGDM in which the attribute weights are completely unknown, and the decision information is in the form of probabilistic linguistic numbers (PLNs). First, the definition of the scoring function is used to solve the probabilistic linguistic entropy, which is then employed to objectively derive the attribute weights. Second, the optimal alternatives are determined by calculating the shortest distance from the probabilistic linguistic positive ideal solution (PLPIS) and on the other side the farthest distance of the probabilistic linguistic negative ideal solution (PLNIS). This proposed method extends the applications range of the traditional entropy-weighted method. Moreover, it doesn’t need the decision-maker to give the attribute weights in advance. Finally, a numerical example for supplier selection of new agricultural machinery products is used to illustrate the use of the proposed method. The result shows the approach is simple, effective and easy to calculate. The proposed method can contribute to the selection of suitable alternative successfully in other selection problems.

Universitas Nasional didirikan pada 15 oktober 1949 merupakan salah satu perguruan tinggi swasta tertua kedua di Indonesia dan tertua di Jakarta. Biro Administrasi di Universitas Nasional memiliki karyawan tata usaha yang bertugas memasukan data mahasiswa, dosen, maupun aktivitas perkuliahan. Jika terjadi pergantian atau penambahan karyawan tata usaha maka membutuhkan suatu Sistem Pendukung Keputusan (SPK) berbasis website yang menggunakan PHP dan MySQL. Sistem pada penelitian ini dibuat menggunakan metode waterfall. Pada metode waterfall, setiap tahap harus diselesaikan terlebih dahulu sebelum melanjutkan ke tahap berikutnya. Metode SPK yang digunakan pada penelitian ini yaitu Simple Additive Weighting (SAW) dan Technique for Order Preference by Similarity of Ideal Solution (TOPSIS). SAW adalah suatu metode penjumlahan terbobot pada rating kinerja masing-masing alternatif. TOPSIS adalah metode yang bersifat dinamis dan menunjukan evaluasi ranking dari ranking tertinggi hingga terendah. Pengujian SPK SAW dan TOPSIS pada aplikasi terhadap pemilihan karyawan tata usaha Biro Administrasi di Universitas Nasional diperoleh perankingan pada metode SAW yaitu rank 1 Aldi (0,92), rank 2 Budi (0,737), rank 3 Citra (0,733). Hasil perangkingan metode TOPSIS yaitu rank 1 Aldi (0,726), rank 2 Budi (0,492), rank 3 Citra (0,331).

We propose a hybrid technique by merging fuzzy version of the classical technique for order preference by similarity to ideal solution and decision-making trial and evaluation laboratory technique for trapezoidal fuzzy numbers, where interaction phenomena among the decision-making problem and weights are taken into account. The feasibility of this new method is demonstrated by applying it to an example.
