Smart cities still need the appropriate tools for allowing researchers to contribute in this growing field that will change the comfort and qualities of live of citizens. Smart cities can provide services such as informing of the less overcrowded tourist routes, path-finding for avoiding traffic jams, search services for parking, collecting tree branches from streets, and the finding of the nearest available public electric bicycles or cars. The levels of urgencies differ from some situations to others. Examples of urgent matters are the fast transportation critical patients and the removal of obstacles in main roads. Since smart cities are meant to manage huge amounts of requests, priorities should be automated and managed in a flexible way for new scenarios. Smart cities may need citizens to report the service priorities. However, citizens may have different criteria and could abuse the highest priority levels hindering the service performance for really urgent matters. A novel agent-based simulation open-source framework is proposed for testing different policies for normalizing and controlling self-reported priorities, with its simulator called ABS-SmartPriority. This approach is illustrated by simulating two different policies, in which the smart policy outperformed the one used as the control mechanism.

Traffic forecasting is a research topic debated by several researchers affiliated to a range of disciplines. It is becoming increasingly important given the growth of motorized vehicles on the one hand, and the scarcity of lands for new transportation infrastructure on the other. Indeed, in the context of smart cities and with the uninterrupted increase of the number of vehicles, road congestion is taking up an important place in research. In this context, the ability to provide highly accurate traffic forecasts is of fundamental importance to manage traffic, especially in the context of smart cities. This work is in line with this perspective and aims to solve this problem. The proposed methodology plans to forecast day-by-day traffic stream using three different models: the Multilayer Perceptron of Artificial Neural Networks (ANN), the Seasonal Autoregressive Integrated Moving Average (SARIMA) and the Support Machine Regression (SMOreg). Using those three models, the forecast is realized based on a history of real traffic data recorded on a road section over 42 months. Besides, a recognized traffic manager in Morocco provides this dataset; the performance is then tested based on predefined criteria. From the experiment results, it is clear that the proposed ANN model achieves highest prediction accuracy with the lowest absolute relative error of 0.57%.

AbstractThis paper reviews the development of agent-based (computational) economics (ACE) from an econometrics viewpoint. The review comprises three stages, characterizing the past, the present, and the future of this development. The first two stages can be interpreted as an attempt to build the econometric foundation of ACE, and, through that, enrich its empirical content. The second stage may then invoke a reverse reflection on the possible agent-based foundation of econometrics. While ACE modeling has been applied to different branches of economics, the one, and probably the only one, which is able to provide evidence of this three-stage development is finance or financial economics. We will, therefore, focus our review only on the literature of agent-based computational finance, or, more specifically, the agent-based modeling of financial markets.

Agent-based models are a powerful tool for studying the behaviour of complex systems that can be described in terms of multiple, interacting ``agents''. However, because of their inherently discrete and often highly non-linear nature, it is very difficult to reason about the relationship between the state of the model, on the one hand, and our observations of the real world on the other. In this paper we consider agents that have a discrete set of states that, at any instant, act with a probability that may depend on the environment or the state of other agents. Given this, we show how the mathematical apparatus of quantum field theory can be used to reason probabilistically about the state and dynamics the model, and describe an algorithm to update our belief in the state of the model in the light of new, real-world observations. Using a simple predator-prey model on a 2-dimensional spatial grid as an example, we demonstrate the assimilation of incomplete, noisy observations and show that this leads to an increase in the mutual information between the actual state of the observed system and the posterior distribution given the observations, when compared to a null model.

This article dwells upon the importance of finding methods and ways of studying protest behaviour that can explain its emergence. Protest behaviour is considered as the result of protest engagement. It is assumed that there are social ties between individuals, potential protesters. M. Granovetter proposes to distinguish strong ties and weak ties. Strong ties tend to form closed and cohesive groups but weak ties can be the bridges that match groups and/or individuals. The author of this article conducts a research with applying a method of agent-based modelling. Its aim is to test the Granovetter’s thesis about the strength of weak ties towards protest behaviour. In this research the linear threshold model is used. Our research with applying method of the agent-based modelling includes the computer experiments (simulations) with the social networks. There are generated five networks, three of which contain only strong ties and the rest of the networks contain only weak ties. Simulations with the networks allow us to determine the number of inactive agents that are involved in the protest, the speed of the protest engagement and the effectiveness of overcoming the resistance of inactive agents. It is found that both weak ties and strong ties can determine protest behaviour. Strong ties contribute to a quicker protest engagement. Weak ties can better overcome the resistance of inactive agents. At the same time weak ties slow down the process of the protest engagement and strong ties are generally less effective in overcoming the resistance of inactive agents. Agent-based modelling helps us to conduct the fundamental research. On the one hand we test Granovetter’s thesis about the strength of weak ties towards protest behaviour. On the other hand we cannot draw conclusions about protest behaviour in Ukraine. But we can conduct an empirical sociological study in order to test the results of our research and understand its relevance towards protest behaviour in Ukraine.

A fejlesztéspolitikában ma a „smart” címkével minden vonzóbb, eladhatóbb, a kifejezés sokszor a ’környezetbarát’ vagy ’fenntartható’ szinonimájaként is használatos. A városfejlesztésben az utóbbi idők egyik legfelkapottabb paradigmája, globális szintű versengést indítva mind a városok, mind az érdekelt vállalatok között a kölcsönösen hasznosnak vélt előnyök reményében. A szerzők egyrészt annak jártak utána, miért éppen most virágzott fel a smart city mint fejlesztési paradigma, és milyen tényezők indukálták gyors előretörését. Másrészt a nemzetközi példák bemutatásán keresztül arra a kérdésre keresik a választ, milyen társadalmi hatásokkal járnak ezek a fejlesztések, milyen kihívásokkal kell szembenézni a smart city fejlesztések kapcsán, és vajon a jövőben a fejlesztési szereplők képesek lesznek-e tanulni hibáikból, és tudatosan tervezni a hatások összességével. --- Do smart cities intensify social exclusion? In development policy everything seems to be more attractive and marketable when labelled ‘smart’; the expression is often used even as a synonym for ‘environmentally-friendly’ or ‘sustainable’. Considering urban development projects, smart city development is one of the most popular paradigms, triggering global competition between cities as well as the interested companies, both expecting mutual benefits from the co-operation. The article, on the one hand, tries to reveal, why the smart city paradigm has now started to thrive, and what factors played a part in its rapid development. On the other hand, through the presentation of international practices, the authors intend to answer what social impacts these developments have had, what challenges have the smart city developments met, and whether in the future the actors could learn from their mistakes and consciously take into account the complexity of impacts.

The article considers the role of Prince A. Menshikov as a specific type of agent of supreme authority in the process of reforming the maritime administration. The problem context of reforms resulted from the involvement of the naval generals and officials in abuses, which was a consequence of nepotism and unrest in the navy. The involvement of sailors in the Decembrist revolt significantly affected the attitude of the tsar to the general situation in the naval environment. Distrustful of the existing naval administration, Nicholas I needed an intermediary who would implement his idea of the arrangement of the navy on the one hand, and provide him with an objective “impartial” account of maritime problems, on the other hand. As a result of that, Adjutant General Prince A. Menshikov, who had had nothing to do with the naval service earlier, joined the navy to become the monarch’s agent in charge of the naval issues in the bodies of autocratic authority. The objective of the article is to identify the functions of such an agent based on the example of the Maritime Department. The sources of the article include official records and personal documents, some of which are introduced into scientific circulation for the first time. The principal methodological approach to the problem under study is an attempt to bring the appointment of Menshikov beyond the scope of narrow departmental history which was based on the unmotivated decision of the emperor and to propose an interpretation of the events in the context of tsarist government via agents, which has already been described in historiography. The author makes a conclusion about the interconnection between the crisis in the naval department, the attitude of the supreme authority towards it, and the appearance of the monarch’s agent with a number of his own functional characteristics.
