In 2012, 775 fatalities were recorded, and many more were injured at construction sites in the United States. Of these, 415 fatalities (54%) were due to fall, slips, and trips as well as being struck by falling objects. In order to decrease fatalities at construction sites to these types of events, the Occupational Safety and Health Administration (OSHA) provides Fall Prevention and OSHA-10 trainings to construction workers. Moreover, safety personnel monitor whether the workers use personal protective equipment (PPE) properly. Data shows that construction fatalities have decreased by 2% annually since 1994; however, the owners still are not satisfied with this result. Various studies have shown that fall is the biggest contributor for construction fatalities. One study showed that half of the fall fatalities were because the workers either had not used PPEs or had not used them properly. In addition, studies showed that, with proper use of hard hats, the fatalities due to fall, slips, trips, and being struck by falling objects could be reduced. This study developed and tested a hard-hat detection tool that uses image-processing techniques to identify whether workers are wearing hard hats. The tool dispatches warning messages if the workers do not use hard hats.

AbstractThe United States (US) has been among those nations most severely affected by the first—and subsequent—phases of the pandemic of COVID-19, the disease caused by SARS-CoV-2. With only 4% of the worldwide population, the US has seen about 22% of COVID-19 deaths. Despite formidable advantages in resources and expertise, presently the per capita mortality rate is over 585/million, respectively 2.4 and 5 times higher compared to Canada and Germany. As we enter Fall 2020, the US is enduring ongoing outbreaks across large regions of the country. Moreover, within the US, an early and persistent feature of the pandemic has been the disproportionate impact on populations already made vulnerable by racism and dangerous jobs, inadequate wages, and unaffordable housing, and this is true for both the headline public health threat and the additional disastrous economic impacts. In this article we assess the impact of missteps by the Federal Government in three specific areas: the introduction of the virus to the US and the establishment of community transmission; the lack of national COVID-19 workplace standards and enforcement, and lack of personal protective equipment (PPE) for workplaces as represented by complaints to the Occupational Safety and Health Administration (OSHA) which we find are correlated with deaths 16 days later (ρ = 0.83); and the total excess deaths in 2020 to date already total more than 230,000, while COVID-19 mortality rates exhibit severe—and rising—inequities in race/ethnicity, including among working age adults.

The objective is to present historical asbestos airborne concentrations associated with activities involving presumably asbestos-containing materials in steel mills. A total of 138 historical industrial hygiene air samples collected in three US steel mills from 1972 to 1982 were analyzed. The majority of samples were collected during relining of open hearth furnaces, stoves, and blast furnaces by steel mill bricklayers and bricklayer helpers. Over 75% of the samples ( n = 106) were collected for 50 min or less, four samples were collected for 227 to 306 min, and sample durations were not reported for the remaining 28 samples. Average airborne fiber concentrations measured during relining activities of open hearth furnaces, stoves, and blast furnaces were 0.21 f/cc, 0.72 f/cc and 0.13 f/cc phase-contrast microscopy (PCM), respectively. Measured airborne fiber concentrations of four time-weighted average (TWA) samples (>227 min) averaged 0.045 f/cc. Estimated 8-h TWAs concentrations averaged 0.34 f/cc for bricklayers and 0.2 f/cc bricklayer helpers. While 8-h TWA concentration estimates for monitored tasks/jobs may often have exceeded current Occupational Safety and Health Administration (OSHA) Permissible Exposure Limits (PELs), they did not exceed relevant contemporaneous occupational exposure standards. This analysis provides a better understanding of historical airborne asbestos exposures that bricklayers and other tradesmen experienced during furnace and stove work in the US steel mills.

The coronavirus outbreak has created a global health crisis that has disrupted all industries, including the construction industry. Following the onset of the pandemic, construction workers faced and continue to face unprecedented safety and health challenges. Therefore, construction employers established new safety precautions to protect the health and safety of the workforce and minimize the spread of the virus. The new precautions followed the advice and guidelines offered by different health and safety agencies like the Occupational Safety and Health Administration (OSHA), Centers of Disease Control and Prevention (CDC), and the Associated General Contractors of America (AGC). With construction projects resuming operations, it becomes important to analyze the coronavirus-related health and safety concerns of construction workforce and understand how the new safety procedures can assist on jobsites. Existing studies mostly focused on interviews and surveys with construction companies to understand the impact on project performance and supply chains. However, no study has yet to analyze the United States construction workforce. This paper fills the gap by providing a qualitative descriptive analysis of the COVID-19 complaints data gathered by OSHA from construction jobsites. Information gathered by OSHA includes the jobsite location, the North American Industry Classification System (NAICS) of the construction company, the type of the complaint (i.e., formal or non-formal), and a thorough description of the complaint. N-grams were employed to analyze the complaints, detect trends, and compile a list of the most frequent concerns reported by the workforce. The analysis of the complaints data identifies safety practices that were most violated, highlights major safety and health concerns for construction workers, and pinpoints geographical areas that have seen a surge in complaints. The study also synthesized the existing research corpus and compiled a list of 100 best practices that construction employers can adopt to mitigate the concerns of the workforce. The findings of this study provide insights into the safety and health trends on construction sites, lay the foundation for future work of academicians and practitioners to address the concerns faced by construction workers, and serve as lessons learned for the industry in the case of any future pandemic.

As this short history of occupational safety and health before and after establishment of the Occupational Safety and Health Administration (OSHA) clearly demonstrates, labor has always recognized perils in the workplace, and as a result, workers’ safety and health have played an essential part of the battles for shorter hours, higher wages, and better working conditions. OSHA’s history is an intimate part of a long struggle over the rights of working people to a safe and healthy workplace. In the early decades, strikes over working conditions multiplied. The New Deal profoundly increased the role of the federal government in the field of occupational safety and health. In the 1960s, unions helped mobilize hundreds of thousands of workers and their unions to push for federal legislation that ultimately resulted in the passage of the Mine Safety and Health Act of 1969 and the Occupational Safety and Health Act of 1970. From the 1970s onward, industry developed a variety of tactics to undercut OSHA. Industry argued over what constituted good science, shifted the debate from health to economic costs, and challenged all statements considered damaging.

Odorants are released during the decomposition of organic waste at compost treatment plants. Composting releases volatile organic chemicals (VOCs), including alcohols, aldehydes, volatile fatty acids, ammonia and other nitrogen compounds, xenobiotic solvents, and various sulphur compounds into the environment as categorised by a compost odor wheel. Each odorant possesses a characteristic odour signature – quality and threshold as well as a toxicity value. This paper presents data relating the human odour detection limit to human health threshold criteria developed by the National Institute for Occupational Safety and Health, Occupational Safety and Health Administration, the United States Environmental Protection Agency Region 9 and the World Health Organisation. This comparison indicates that: (1) the human odour threshold concentrations (OTC) for most compost odorants are far lower than their respective human health risk (regulatory) threshold values, (2) several compost odorants have OTC that are below some of their respective regulatory thresholds and above others (i.e. dimethyl amine, formic acid acetone, ethyl benzene and toluene) and (3) only the VOCs probably present as contaminants in the raw composting material have OTC greater than all of its regulatory thresholds (i.e. benzene). Benzene is the most hazardous VOC associated with composting and should be monitored.

In American Dental Association v. Martin, the United States Court of Appeals for the Seventh Circuit reviewed a challenge to a rule of the Occupational Safety and Health Administration (OSHA). In December, 1991, OSHA passed a standard to protect health care workers from viruses transmitted by blood—bloodborne pathogens—including the hepatitis B virus (HBV) and the human immunodeficiency virus, the virus known to cause AIDS. Three health care organizations, whose members are dentists, medical personnel firms, and home health employers, petitioned the court to review OSHA's rule.The Occupational Safety and Health Act was passed to assure employees that they would have as safe and healthy a working environment as feasible. Congress sought to ensure this by vesting the Secretary of Labor for Occupational Safety and Health with the authority to promulgate mandatory safety and health standards. In promulgating standards concerning toxic materials or harmful physical agents, the secretary sets rules that most adequately assure that an employee will not suffer a material impairment of health or functional capacity while performing work-related duties.

The political-economic and legal analysis of regulation in this article argues that the speed of work on disassembly lines in poultry processing plants, the fastest growing factory employment in the United States, is de facto regulated not by the Occupational Safety and Health Administration, the agency charged with protecting workers, but, perversely, by the U.S. Department of Agriculture. In arrogating to itself the power to set line speeds in connection with its inspection of processed carcasses, the Department of Agriculture has one-sidedly promoted chicken oligopolies' interests by accommodating their drive to produce as much product as quickly and cheaply as possible (throughput über alles) and especially without regard to the incidence of repetitive stress disorders associated with high-speed machine-paced manual production. In contrast, the Occupational Safety and Health Administration has failed either to assert its statutory authority over this vital determinant of workers' well-being or to persuade any administrative or judicial tribunal that it possesses such authority. Consequently, the article concludes, the health and safety of 200,000 low-paid and largely unorganized, female, and non-white workers continue to be held hostage to the self-valorization needs of capital and the state's cheap food policy.

An industrial hygiene review was conducted in pesticide, asbestos, and cement manufacturing facilities in Senegal to provide the Senegalese Ministry of Labor with recommendations for improving working conditions. Findings show severe under-reporting of occupational illnesses, and major shortcomings in terms of worker training, personal protective equipment use, emergency planning, and other traditional industrial hygiene controls. Despite these findings, a comparison between observed conditions and the proposed Occupational Safety and Health Administration (OSHA) Safety and Health Program Management standard shows that these companies would probably not be considered grossly non-compliant by U.S. standards, and suggests that strong regulatory enforcement of actual working conditions remains a necessity. This analysis also suggests that compliance with the proposed standard would not in itself assure that such dire shortcomings as were observed could not legally exist here in the United States. Key differences between the political economies of developing nations and the United States suggest that improving working conditions requires a comprehensive planning effort addressing poverty reduction, environmental considerations, and economic growth. Three fundamental questions are proposed which should be addressed to improve working conditions in Senegal.

From 2000–2015, thirty-two fatalities occurred due to collisions involving mobile equipment in underground coal mining in the United States. Studies have shown that proximity detection systems (PDS) can be a potential mitigation strategy for this type of accident. However, the effectiveness of this approach for mobile equipment has yet to be fully studied or validated. Researchers at the National Institute for Occupational Safety and Health (NIOSH) evaluated the causal factors of this type of fatality. Fatal accident reports from the Mine Safety and Health Administration (MSHA) accident report database provided details to analyze and determine causal factors and to evaluate whether a PDS may have been a preventive factor in each accident. NIOSH researchers concluded that PDSs used in underground coal mines on mobile equipment which are designed to detect a miner, provide warning to the operator and other miners, and automatically stop the machine before a miner is hit may have helped to prevent 25 of the 32 or 78% of the accidents.
