It is of great significance for the watershed management department to reasonably allocate water resources and ensure the sustainable development of river ecosystems. The greatly important issue is to accurately calculate instream ecological flow. In order to precisely compute instream ecological flow, flow variation is taken into account in this study. Moreover, the heuristic segmentation algorithm that is suitable to detect the mutation points of flow series is employed to identify the change points. Besides, based on the law of tolerance and ecological adaptation theory, the maximum instream ecological flow is calculated, which is the highest frequency of the monthly flow based on the GEV distribution and very suitable for healthy development of the river ecosystems. Furthermore, in order to guarantee the sustainable development of river ecosystems under some bad circumstances, minimum instream ecological flow is calculated by a modified Tennant method which is improved by replacing the average flow with the highest frequency of flow. Since the modified Tennant method is more suitable to reflect the law of flow, it has physical significance, and the calculation results are more reasonable.

The article describes the development of didactics and auto-didactics using the diachronic approach. The relation between didactics, as a major and traditional part of pedagogical science, and autodidactics, as its variety and alternative, is presented in the context of the law of unity and struggle of opposites, which is the "core" of dialectics. The validity of the general laws of dialectics and their relation to pedagogical science is argued. From a philosophical and pedagogical point of view, the basic principles are formulated, arising from the interdependence and contradiction in the didactics autodidactics system as factors for the sustainable development of education.

As one of the energy bases of China, Xinjiang Uygur Autonomous Region has participated in a series of developing programs, such as The Western Development (2000), The Belt and the Road (2014), and The Global Energy Internet Strategy (2015), which signify that China places considerable importance to the sustainable development of the energy industry in Xinjiang. As an important part of the energy industry in Xinjiang, the emerging wind power industry in this region has developed rapidly in recent years. However, many problems have emerged, such as the abandoned wind power rationing, which seriously restricts the healthy development of the wind power industry. In this study, we introduce the development of the renewable energy industry and analyze the wind energy resources in Xinjiang. We mainly investigate the development situation and existing problems in the wind power industry. Then we focus on the problem of wind power curtailment, analyze the causes, and propose measures and strategies to alleviate this problem. Our findings will contribute to the sustainable development of the wind power industry in Xinjiang.

This paper explores a number of diverse but closely inter-related topics relating to maritime jurisdiction. Assuming that two or more states which are party to such a dispute, certain inflexible principles apply. The point is made that the law of the sea is a part of international law, not an autonomous subject. Its cornerstone, the un Convention of 1982, must therefore be read, interpreted and applied like any other international agreement. Parties to the Convention are bound by its provisions, and, in general, it is not up to them to insert words or meanings to suit themselves. Similarly, international law has rules on treaty interpretation, which should guide states in designing their marine policies. The paper considers reliance on history in the context of international law, and associated issues. It concludes with a number of propositions based on principle, general and specific. Throughout, maintaining law and order at sea as the optimum means of advancing the sustainable development of the oceans and all their resources, as well as the preservation and protection of the marine environment is a constant theme.

This paper aims to analyze the metrics the United Nations has set and called the Sustainable Development Goals (SDGs) and their association with the gross domestic product (GDP) in emerging economies. SDGs have been identified to measure healthy development, whereas GDP has historically been used to measure economic health and has been prioritized above many other indicators. This research deploys the feasible generalized least squares (FGLS) and the seemingly unrelated regressions (SUR) on panel data consisting of the five BRIC countries spanning 2000 through 2017 to estimate a regression model that shows the association of SDGs with GDP. The paper concludes that targeting GDP may not lead to achieving overall SDGs.

The article emphasizes the fact that traditional socio-economic indicators do not reflect the challenges of sustainable development adequately, and this is particularly true for the widely-used GDP indicator. In this connection the elaboration of sustainable development indicators is needed, taking into account economic, social and environmental factors. For Russia, adaptation and use of concepts and basic principles of calculation methods for adjusted net savings index (World Bank) and human development index (UNDP) as integral indicators can be promising. The authors have developed the sustainable development index for Russia, which aggregates and allows taking into account balanced economic, social and environmental indicators.
