Making a decision implies that there are alternative choices to be considered, and a major challenge of decision-making is to identify the adequate criteria for program planning or problem evaluation. The decision-makers’ criteria consists of the characteristics or requirements each alternative must possess and the alternatives are rated on how well they possess each criterion. We often use criteria developed and used by different researchers and institutions, and these criteria have similar means and can be substituted for one another. Choosing from existing criteria offers a practical method to engineers hoping to derive a set of criteria for evaluating objects or programs. We have developed a hybrid model for extracting evaluation criteria which considers substitutions between the criteria. The model is developed based on Social Network Analysis and Maximum Mean De-Entropy algorithms. In this paper, the introduced methodology will also be applied to analyze the criteria for assessing brand equity as an application example. The proposed model demonstrates that it is useful in planning feasibility criteria and has applications in other evaluation-planning purposes.

Decision-makers are often being faced with imprecise and ambiguous data. In such circumstances, the use of extended Multiple-Criteria Decision-Making (MCDM) method is more appropriate than the use of other classic decision-making techniques. This paper develops an evaluation model based on the Technique for Order Performance by Similarity to Ideal Solution (TOPSIS) to help the selection of the appropriate ore deposit for exploitation in a fuzzy environment. The applicability of the proposed model is demonstrated with a real case study involving four alternative ore deposits, seven evaluation criteria, and 3 decision-makers.

Intuitionistic fuzzy preference relations (IFPRs) have the natural ability to reflect the positive, the negative and the non-determinative judgements of decision makers. A decision making model is proposed by considering the inherent property of IFPRs in this study, where the main novelty comes with the introduction of the concept of additive approximate consistency. First, the consistency definitions of IFPRs are reviewed and the underlying ideas are analyzed. Second, by considering the allocation of the non-determinacy degree of decision makers’ opinions, the novel concept of approximate consistency for IFPRs is proposed. Then the additive approximate consistency of IFPRs is defined and the properties are studied. Third, the priorities of alternatives are derived from IFPRs with additive approximate consistency by considering the effects of the permutations of alternatives and the allocation of the non-determinacy degree. The rankings of alternatives based on real, interval and intuitionistic fuzzy weights are investigated, respectively. Finally, some comparisons are reported by carrying out numerical examples to show the novelty and advantage of the proposed model. It is found that the proposed model can offer various decision schemes due to the allocation of the non-determinacy degree of IFPRs.

Abstract In the paper a business intelligence tool based on group decision making is proposed. The group decision making uses a combinatorial optimization modeling technique. It takes into account weighted coefficients for evaluation criteria assigned by decision makers together with their scores for the alternatives in respect of these criteria. The proposed optimization model for group decision making considers also the knowledge level of the group members involved as decision makers. This optimization model is implemented in three-layer architecture of Web application for business intelligence by group decision making. Developed Web application is numerically tested for a representative problem for software choice considering six decision makers, three alternatives and 19 evaluation criteria. The obtained results show the practical applicability and effectiveness of the proposed approach.

The supplier selection process attracted a lot of attention in the business management literature. This process takes into consideration several quantitative and qualitative variables and is usually modeled as a multi-attribute decision making (MADM) problem. A recognized shortcoming in the literature of classical MADM methods is that they don't permit the identification of interdependencies among attributes. Therefore, the aim of this study is to propose a model for selecting suppliers of telecommunications equipment that includes the interaction between attributes. This interaction can model the hidden knowledge needed for efficient decision-making. To model interdependencies among attributes the authors use a recently proposed consistent fuzzy logic, i.e. interpolative Boolean algebra (IBA). For alternatives ranking they use the classical MADM method TOPSIS. The proposed model was evaluated on a real-life application. The conclusion is that decision makers were able to integrate their reasoning into the MADM model using interpolative Boolean algebra.

Renewable energies are well-known as one of the most important energy resources not only due to limited other energy resources, but also due to environmental problems associated with air pollutants and greenhouse gas emissions. Renewable energy project selection is a multi actors and sophisticated problem because it is a need to incorporate social, economic, technological, and environmental considerations. Multi criteria decision making (MCDM) methods are powerful tools to evaluate and rank the alternatives among a pool of alternatives and select the best one. COPRAS (COmplex PRoportional ASsessment) is an MCDM technique which determines the best alternative by calculating the ratio to the ideal solution and the negative ideal solution. On the other hand, analytical hierarchy process (AHP) is widely used in order to calculate the importance weights of evaluation criteria. In this paper an integrated COPRAS-AHP methodology is proposed to select the best renewable energy project. In order to validate the output of the proposed model, the model is compared with five MCDM tools. The results of this paper demonstrate the capability and effectiveness of the proposed model in selecting the most appropriate renewable energy option among the existing alternatives.

Abstract Background: Multicriteria Decision Analysis is a tool capable of supporting decisions with multiple criteria. Notwithstanding its con rmed value in the health area; so far, no studies have been found to help prioritize victims in the Emergency Medical Service, EMS. Since decision making within EMS involves multiple criteria, it is essential to nd techniques and tools that encompass such elements, as to reduce errors. As to address this gap, the current research developed a multicriteria decision model to help prioritizing victims in the Brazilian EMS, which are still managed as a manual task. Methods: To reach such endeavour, it was formed an expert panel and a discussion group, tasked to de ne the limits of the problem, and to identify the evaluation criteria for choosing a victim, amongst four alternatives derived from clinical and traumatic diseases scenarios of absolute priority in emergency situations occurrences. For prioritization, an additive mathematical method was utilized, aggregating criteria in a exible and interactive version - FiTradeoff. Results: The present work contributed to victims' prioritization by using the multicriteria decision support methodology which led to the identi cation of twenty- ve evaluation criteria to guide the decision. It was noted that the protocols to guide regulating physicians do not consider all the criteria for prioritizing victims in an environment of resource scarcity. In the prioritization simulation composed of four demanding victims and only one available ambulance, the proposed model supported the decision by suggesting the prioritization of Victim 2. Conclusions: From the identi ed improvement points, the developed decision model was able to improve the regulatory action of medical professionals. The elicitation procedure enabled the identi cation of criteria that, albeit well known, were not formalized by the current guidance protocols, which could contribute to contradictions and conicts across the decision chain. Last, but not least, the proposed model could support decision making under the guarantee of a rational and transparent decision-making process that could be applied in other EMS.

It is a common practice for enterprises to use outsourcing strategies to reduce operating costs and improve product competitiveness. Outsourcing providers or operators need to be aware of environmental protection and make products comply with the restrictions of international environmental regulations. Therefore, this study proposes a set of multiple criteria decision-making (MCDM) approaches for systematic green outsourcing evaluation. First, a team of experts is established to discuss mutually dependent relationships among criteria, and the decision-making trial and evaluation laboratory (DEMATEL) technique is applied to generate subjective influential weights. Then, a large amount of data from outsourcing providers is collected, and the criteria importance through the intercriteria correlation (CRITIC) method is used to obtain the objective influential weights. Finally, a novel classifiable technique for ordering preference based on similarity to ideal solutions (classifiable TOPSIS) is proposed to integrate the performance of green outsourcing providers and classify them into four levels. The classifiable TOPSIS improves the shortcomings of conventional TOPSIS and establishes a visual rating diagram to help decision-makers to distinguish the performance of outsourcing providers more clearly. Taking a Taiwanese multinational machine tool manufacturer as an example, the performance of outsourcing providers related to manufacturing activities was investigated to demonstrate the effectiveness and applicability of this proposed model.

Dynamic multi-criteria decision-making (DMCDM) models have many meaningful applications in real life in which solving indeterminacy of information in DMCDMs strengthens the potential application of DMCDM. This study introduces an extension of dynamic internal-valued neutrosophic sets namely generalized dynamic internal-valued neutrosophic sets. Based on this extension, we develop some operators and a TOPSIS method to deal with the change of both criteria, alternatives, and decision-makers by time. In addition, this study also applies the proposal model to a real application that facilitates ranking students according to attitude-skill-knowledge evaluation model. This application not only illustrates the correctness of the proposed model but also introduces its high potential appliance in the education domain.

Today, IS supplier selection is one of the most critical steps in the outsourcing process; the success of outsourcing is highly dependent on the selection of IS suppliers. This paper proposes a new hybrid fuzzy multi-criteria decision-making (MCDM) model, which uses decision-making trial and evaluation laboratory (DEMATEL) technique, analytic network process (ANP), and Vlse Kriterijumska Optimizacija I Kompromisno Resenje(VIKOR) to evaluate four potential suppliers using seven factors and five decision makers using a realistic case study. the results showed that Service support is importance for outsourcing. The proposed model can help practitioners improve their decision making process.
