Complex and dynamic interactions involving domestic animals, wildlife, and humans create environments favorable to the emergence of new diseases, or reemergence of diseases in new host species. Today, reservoirs ofMycobacterium bovis, the causative agent of tuberculosis in animals, and sometimes humans, exist in a range of countries and wild animal populations. Free-ranging populations of white-tailed deer in the US, brushtail possum in New Zealand, badger in the Republic of Ireland and the United Kingdom, and wild boar in Spain exemplify established reservoirs ofM. bovis. Establishment of these reservoirs is the result of factors such as spillover from livestock, translocation of wildlife, supplemental feeding of wildlife, and wildlife population densities beyond normal habitat carrying capacities. As many countries attempt to eradicateM. bovisfrom livestock, efforts are impeded by spillback from wildlife reservoirs. It will not be possible to eradicate this important zoonosis from livestock unless transmission between wildlife and domestic animals is halted. Such an endeavor will require a collaborative effort between agricultural, wildlife, environmental, and political interests.

The global focus on wildlife as a major contributor to emerging pathogens and infectious diseases (EIDs) in humans and domestic animals is not based on field, experimental or dedicated research, but mostly on limited surveys of literature, opinion and the assumption that biodiversity harbours pathogens. The perceived and direct impacts of wildlife, from being a reservoir of certain human and livestock pathogens and as a risk to health, are frequently overstated when compared to the Global burden of disease statistics available from WHO, OIE and FAO. However organisms that evolve in wildlife species can and do spill-over into human landscapes and humans and domestic animal population and, where these organisms adapt to surviving and spreading amongst livestock and humans, these emerging infections can have significant consequences. Drivers for the spill-over of pathogens or evolution of organisms from wildlife reservoirs to become pathogens of humans and domestic animals are varied but almost without exception poorly researched. The changing demographics, spatial distribution and movements, associated landscape modifications (especially agricultural) and behavioural changes involving human and domestic animal populations are probably the core drivers of the apparent increasing trend in emergence of new pathogens and infectious diseases over recent decades.

Annually, 30,000-45,000 cases of rabies in animals and humans are reported worldwide. The aim of the study was to present data on the incidence of rabies among humans and animals in central and north-eastern regions of Ukraine (Poltava and Sumy) between the years 2007 and 2020. The statistical data were obtained from the anti-epizootic measures division at the Department of Food Safety and Veterinary Medicine of the State Food and Consumer Service in the Poltava and Sumy regions of Ukraine. Between 2012 and 2020, the largest number of bite cases in the Poltava region were recorded in 2012 (4,234 cases), and the lowest in 2018 (1,951 cases). The vast majority of bites were caused by dogs and cats that had an owner. During the successive years, the number of rabies cases increased. Between 2017 and 2019, over 50% of rabies cases in the Sumy region occurred in domestic animals. Although combating rabies among dogs through vaccination, as well as extermination of homeless animals, may reduce the incidence of rabies in humans, rabies in dogs is still not uncommon in the Poltava and Sumy regions of Ukraine. Moreover, rabid dogs in these two regions still account for over 90% of rabies cases and 99% of deaths due to rabies among humans. The red fox was the leader in the incidence of rabies among wild animals between 2009 and 2019. In the Poltava region, the highest number of rabies cases occurred in 2017 (10 cases), whereas in the Sumy region the peak if infections was observed in 2010 (42 cases). Rabies in animals tended to decrease due to the oral immunization of free-ranging animals. It is difficult, however, to assess the overall global situation of rabies using data solely on human mortality. Rabies is not a purely human disease. It is rather a disease that occurs in wild and domestic animals, from which it may be transferred to humans. Therefore, a more accurate prediction of its impact should include an assessment of its prevalence in animal populations, especially pets, and the costs associated with preventing the spread of rabies from animals to humans. Effective measures for prevention and eradication of rabies, as well as better knowledge, are crucial to check further spread of the disease. Obligatory preventive measures should include vaccination of pets and oral immunization of red foxes.

Abstract Toxoplasmosis is an infectious, zoonotic and parasitic disease, caused by Toxoplasma gondii. In this manucript, two cases of infection with T. gondii in captive animals from a zoological park in the central region of Chile are described. One case was a red kangaroo (Macropus rufus), which is highly susceptible to the infection, and the other was a Patagonian mara (Dolichotis patagonum), a rodent in which there is no previous report of the infection. Both animals had myocarditis, with the presence of intralesional tachizoites and cysts suggestive of infection with T. gondii. This infection was confirmed by immunohistochemistry in both animals. The origin of the infection is unknown, but it is likely that free ranging domestic felines were associated with the dissemination of the parasites. This highlights the importance of controlling the domestic animal populations in zoological parks. To the best of our knowledge, this is the first time that T. gondii infection is described in a Patagonian mara, adding a new host for this infectious agent.

New Zealand has a large reservoir of Mycobacterium bovis infection in wild and farmed animals. This study aimed to assess the extent of human infection with this organism and the potential contribution of these animal sources. Combined epidemiological and laboratory investigation of human tuberculosis cases over the period 1995–2002 showed that M. bovis accounted for 2·7% (54/1997) of laboratory-confirmed human tuberculosis cases, a rate of 0·2/100000 population. M. bovis isolates from humans (23) were typed using restriction endonuclease analysis (REA) and compared with isolates from wild and domestic animals (2600). Fourteen (61%) of the human isolates had REA patterns that were identical to patterns for isolates from cattle, deer, possums, ferrets, pigs, and occasionally cats. These results suggest a low level of ongoing M. bovis transmission from animal reservoirs to humans in New Zealand.

The COVID-19 pandemic became widespread across the world throughout 2020 and 2021 in an emergency that gravely impacted the health and lives of people around the world. States have taken exceptional measures to combat the pandemic, including controversial decisions to introduce emergency regimes, which have been questioned in regards to their compliance with constitutional regulations. The fight against the COVID-19 pandemic requires special measures, however they must remain within the constitutional framework. Consequently, the pandemic and its effect upon the legality of regimes in a state of emergency has captured the attention of legal scholars. The aim of this study is to analyse the constitutional regulation of the state of emergency in the Republic of Poland which was introduced in the country during the COVID-19 pandemic. In Poland, an emergency regime was introduced following an order by the Minister of Health. However the state of emergency (here, natural disaster) as stated by the Constitution was not introduced, although, according to analysts, some state bodies and officials had confirmed that all the necessary conditions for this were met. On 2 March 2020, the so-called Special Law on Coronavirus was adopted, followed by other regulations to fight the pandemic. These analysts stated that the measures introduced by the new acts corresponded to a legal regime containing the constitutional characteristics of a state of emergency, but lacked the appropriate constitutional procedure for their introduction. Presidential elections were held at this time, however legally they cannot be held during a state of emergency, as it indicates the presence of political interests in the choice of the regime. The unconstitutional procedure of the introduction of emergency measures alongside their characteristics of the state of emergency make it possible to consider the epidemic regime introduced in Poland a “hybrid” state of emergency, which is not detailed by the Constitution or legislation. On this basis, the study concludes that reasons behind the unconstitutional response to the COVID-19 pandemic in Poland can be found in both the Constitution, and in the manifestations of the crisis of the constitutional and legal system, which began with the reform of Poland’s Constitutional Tribunal by the ruling Law and Justice party in 2015.

Diseases that affect both wild and domestic animals can be particularly difficult to prevent, predict, mitigate, and control. Such multi-host diseases can have devastating economic impacts on domestic animal producers and can present significant challenges to wildlife populations, particularly for populations of conservation concern. Few mathematical models exist that capture the complexities of these multi-host pathogens, yet the development of such models would allow us to estimate and compare the potential effectiveness of management actions for mitigating or suppressing disease in wildlife and/or livestock host populations. We conducted a workshop in March 2014 to identify the challenges associated with developing models of pathogen transmission across the wildlife-livestock interface. The development of mathematical models of pathogen transmission at this interface is hampered by the difficulties associated with describing the host-pathogen systems, including: (1) the identity of wildlife hosts, their distributions, and movement patterns; (2) the pathogen transmission pathways between wildlife and domestic animals; (3) the effects of the disease and concomitant mitigation efforts on wild and domestic animal populations; and (4) barriers to communication between sectors. To promote the development of mathematical models of transmission at this interface, we recommend further integration of modern quantitative techniques and improvement of communication among wildlife biologists, mathematical modelers, veterinary medicine professionals, producers, and other stakeholders concerned with the consequences of pathogen transmission at this important, yet poorly understood, interface.

Infectious diseases in wild animals have been increasing as a result of their habitat alterations and closer contact with domestic animals. Canine distemper virus (CDV) has been reported in several species of wild carnivores, presenting a threat to wildlife conservation. We described the first case of canine distemper virus infection in lesser grison (Galictis cuja). A free-ranging individual, with no visible clinical sigs, presented sudden death after one day in captivity. Molecular diagnosis for CDV infection was performed using whole blood collected by postmortem intracardiac puncture, which resulted positive. The virus phylogeny indicated that domestic dogs were the probable source of infection.

Surveillance forMycobacterium bovisin free-ranging elk (Cervus elaphus) and white-tailed deer (Odocoileus virginianus) from south-western Manitoba was carried out from 1997 to 2010 to describe the lesions, epidemiology, and geographic distribution of disease. Tissues were cultured from animals killed by hunters, culled for management, blood-tested, or found opportunistically. Period prevalence in elk was approximately six times higher than deer, suggesting a significant reservoir role for elk, but that infected deer may also be involved. Prevalence was consistently higher in elk compared to deer in a small core area and prevalence declines since 2003 are likely due to a combination of management factors instituted during that time. Older age classes and animals sampled from the core area were at significantly higher risk of being culture positive. Positive elk and deer were more likely to be found through blood testing, opportunistic surveillance, and culling compared to hunting. No non-lesioned, culture-positive elk were detected in this study compared to previous studies in red deer.

The aim of the present study was to analyze the situation in organic livestock farming in Croatia and Europe. In the European countries in the year 2017, around 4.5 million cattle, 5.2 million sheep, 1 million pigs and 50 million poultry were registered in organic farming. The highest share of organically registered domestic animals compared to the total population in Europe and the European Union-28 was in cattle (3.5% and 5.2%) and sheep (3.4% and 5.0%), and the lowest in pigs (0.6% and 0.7%). In Croatia the highest share is in sheep (8.57%) and the lowest in poultry (0.02%) number. The largest increase in recent ten years in the EU has been in the number of poultry (by 103%) and the smallest in the number of pigs (by 47.6%), while the increase was the number of cattle and sheep was around 76% and 74%, respectively. In Croatia organic sheep production increased the most (by 65.0%), while the number of cattle and poultry increased by 62 and 64%, and the smallest increase is in the number of pigs (by 24%). The majority of organic meat of all species of domestic animals is produced in France and in United Kingdom, while organic milk is produced mostly in Germany and France. During the year 2018, most organic beef was produced in the UK and France, organic pork in France and Finland, organic sheep meat in Spain and the UK, organic goat meat in Spain, while most of organic poultry was produced in France and in the UK. A significant increase in the number of livestock in organic farming in Europe and in Croatia indicates an increasing interest in organic livestock farming, not only increase of farmers and processors but also increase of consumers of organic products in European countries.

Recently, highly productive breeds of various species of domestic animals have been used in livestock production, which has resulted in the destruction of indigenous breeds of domestic animals around the world, even in our area. This is the first reason why indigenous races and strains have been endangered. Another reason is that domestic, indigenous breeds were crossed with specialized breeds, which were imported, and in that way their genetic diversity was negatively affected. Resistance is lost, adaptation to the conditions in which they were created, the ability to survive in nature. Indigenous breeds of different species of domestic animals, which are recognized in the Republic of Srpska (BiH) are gatačko cattle and buša (cattle), Vlašić pramenka, Podveleška pramenka, Kupres pramenka (sheep), domestic Balkan horned goat (goats), Bosnian mountain horse (horses), mangulica (pigs) and pogrmuša hen or živičarka hen (poultry). By acceding to international conventions, BiH /Republic of Srpska has committed itself to establishing a system of measures that will enable the conservation of biological diversity and the protection of indigenous and endangered breeds of domestic animals. The choice of a strategy for the conservation of diversity, the establishment of an adequate conservation scheme, and the implementation of a conservation strategy are some of the key elements of any process for the conservation of genetic diversity. Preservation of autochthonous and protected breeds of domestic animals is possible through preservation in the original environment (in situ) and preservation outside the original environment (ex situ). There is a possibility of combining these models of conservation of animal genetic resources.
