Since World War II international exchange and training programs for educators have increasingly played an important role in developing prospective consciousness and awareness of cultural diversity and global interdependence among teachers. However, international programs have always depended on extra educational factors such as political, ideological, cultural, or financial circumstances. As a result, program sustainability and proper institutionalization of program's results that are a testimony of achieved success, are both matters of concern for program developers and alumni. This paper identifies factors and contexts that facilitate sustainable development of international programs and institutionalization of their outcomes. Two cohorts of international teacher program alumni from Russia and the United States were interviewed about the impact of exchange programs on participants' status and pedagogies. The study demonstrated that respondents consider three factors, namely, motivational, administrative, and cooperative, most critical for the institutionalization of international program results.

During World War II, scientists funded by the United States government conducted mustard gas experiments on 60,000 American soldiers as part of military preparation for potential chemical warfare. One aspect of the chemical warfare research program on mustard gas involved race-based human experimentation. In at least nine research projects conducted during the 1940s, scientists investigated how so-called racial differences affected the impact of mustard gas exposure on the bodies of soldiers. Building on cultural beliefs about “race,” these studies occurred on military bases and universities, which became places for racialized human experimentation.

This study traces the development and evolution of Snake River use and management through an in-depth exploration of historic commercial scenic river guiding and concessions on the upper Snake River in Grand Teton National Park (GRTE) from 1950 to the present day. The research is based on a combination of methods including archival research, oral history analysis, historical landscape analysis, and fieldwork. I suggest that a distinct cultural community of river runners and outdoor recreationalists developed in Grand Teton National Park after World War II. In GRTE, a combination of physical, cultural, and technical forces shaped this community’s evolution including the specific geomorphology and dynamic channel patterns of the upper Snake River, the individuals and groups that worked on this river, and changes in boat and gear technology over time. The following paper presents the early results from the first year of this project in 2016 including the work of a graduate student and myself. This study offers connections between the upper Snake River and Grand Teton National Park to broader national trends in the evolution of outdoor recreation and concessions in national parks, the impact of World War II on technological developments for boating, and the cultural history of adventure outdoor recreation and tourism in the United States.   Featured photo by Elton Menefee on Unsplash. https://unsplash.com/photos/AHgCFeg-gXg

The given article states out the essence of international exchange programs, benefits and drawbacks, solutions to be taken to make the exchange programs more effective and acceptable for everybody on the experiences of Kazakh Ablai khan University of International Relations and World Languages’ students, academic staff. There were 55 participants who took part in questionnaire, 20 students on the specialties of bachelor’s degree, 10 former students who gained master’s degree in other countries, 10 PhD doctoral degree students, and 15 academic stuff members. In the form of questionnaire, we collected and analyzed the participants’ answers to clarify the importance of the academic mobility and suggested the ways to improve the international programs. The study results showed that there are many pros of the international exchange programs than cons; otherwise there are things to be ameliorated. We concluded that the role of the international exchange programs is great, they do not only satisfy the needs of one country or nation, but the other needs. It is a two-way and complex process in scientific-educational system.

The USDA's Food Stamp Program (FSP) is a major item in the department's budget. In effect from 1939 to 1943 and revived as a pilot program in 1961, FSP has grown until, in 1973, it provided nearly $4 billion in food stamps to an average of 12 million persons per month. About 55 percent of the $4 billion is federal subsidy. The program is continuing to expand as a result of a congressional mandate that FSP be in effect nationwide after June 30, 1974. Because of the FSP's growth, questions are now being asked about the program's impact on demand for food in the United States.In its pre-World War II inception, FSP was developed as an alternative to direct distribution of commodities to relief families. Although the objective of improving food consumption among needy households was recognized, FSP was viewed primarily as a method for stimulating demand for farm products.

AbstractThe United States' 1890–91 decision to begin building a battleship fleet, an important point in its development as a world power, can illuminate the domestic sources of foreign policy ambition. An analysis of roll-call votes in the House of Representatives indicates that socioeconomic divisions arising from industrialization strongly influenced support and opposition to the battleship fleet. This relationship worked mainly through trade policy interests: members of Congress from import-competing states tended to support the effort, while those from export-oriented states tended to oppose it. The patriotic symbolism of battleships at a time of labor unrest also helped motivate support for the program, though evidence of this pattern is less conclusive. Although party affiliation was crucial, it was also partly a function of economic structure, which shaped the two parties’ electoral fortunes. The impact of trade interests during this period is a mirror image of what previous research has found concerning the post-World War II era, when export-oriented interests tended to support American global activism and import-competing interests to oppose it. The reason for the difference is the Republican Party's commitment to trade protection, which strongly influenced both the goals of the policy and the identity of its supporters.

By 1945, the spectre of Americanisation had been haunting Europe for half a century. With the United States still struggling to establish colonial rule over the Philippine Islands, European observers began framing the ‘American challenge’ as a cultural and most of all economic threat to national independence. Controversies about the impact of ‘America’ often served as a stand-in for a more fundamental reckoning with processes of modernisation. The initial period of sustained Americanisation was the 1920s, when American film, music, and automobiles were conquering Europe for the first time. A second heyday of Americanisation ‘from below’ started with the ‘American occupation of Britain’ and that of continental Europe during and after World War II. This article focuses on Western Europe and Americanisation, highlighting Americanisation from above and Americanisation from below. It looks at two concepts that often come up within debates about Americanisation: Westernisation and anti-Americanism.

In the first half of the 20th century, and more actively in the post–World War II period, the United States government used economic aid programs to advance its foreign policy interests. US policymakers generally believed that support for economic development in poorer countries would help create global stability, which would limit military threats and strengthen the global capitalist system. Aid was offered on a country-by-country basis to guide political development; its implementation reflected views about how humanity had advanced in richer countries and how it could and should similarly advance in poorer regions. Humanitarianism did play a role in driving US aid spending, but it was consistently secondary to political considerations. Overall, while funding varied over time, amounts spent were always substantial. Between 1946 and 2015, the United States offered almost $757 billion in economic assistance to countries around the world—$1.6 trillion in inflation-adjusted 2015 dollars. Assessing the impact of this spending is difficult; there has long been disagreement among scholars and politicians about how much economic growth, if any, resulted from aid spending and similar disputes about its utility in advancing US interests. Nevertheless, for most political leaders, even without solid evidence of successes, aid often seemed to be the best option for constructively engaging poorer countries and trying to create the kind of world in which the United States could be secure and prosperous.

Franklin D. Roosevelt was US president in extraordinarily challenging times. The impact of both the Great Depression and World War II make discussion of his approach to foreign relations by historians highly contested and controversial. He was one of the most experienced people to hold office, having served in the Wilson administration as Assistant Secretary of the Navy, completed two terms as Governor of New York, and held a raft of political offices. At heart, he was an internationalist who believed in an engaged and active role for the United States in world. During his first two terms as president, Roosevelt had to temper his international engagement in response to public opinion and politicians wanting to focus on domestic problems and wary of the risks of involvement in conflict. As the world crisis deepened in the 1930s, his engagement revived. He adopted a gradualist approach to educating the American people in the dangers facing their country and led them to eventual participation in war and a greater role in world affairs. There were clearly mistakes in his diplomacy along the way and his leadership often appeared flawed, with an ambiguous legacy founded on political expediency, expanded executive power, vague idealism, and a chronic lack of clarity to prepare Americans for postwar challenges. Nevertheless, his policies to prepare the United States for the coming war saw his country emerge from years of depression to become an economic superpower. Likewise, his mobilization of his country’s enormous resources, support of key allies, and the holding together of a “Grand Alliance” in World War II not only brought victory but saw the United States become a dominant force in the world. Ultimately, Roosevelt’s idealistic vision, tempered with a sound appreciation of national power, would transform the global position of the United States and inaugurate what Henry Luce described as “the American Century.”

The author's groundbreaking research in women's labor history has contributed important perspectives on work and unionism in the United States. This book presents four decades of the author's essential writings, tracing the parallel evolutions of her ideas and the field she helped define. The book's introduction frames a career-spanning scholarly project: the interrogation of historical and contemporary intersections of class and gender inequalities in the workplace, and the efforts to challenge those inequalities. Early chapters focus on the author's pioneering work on women's labor during the Great Depression and the World War II years. The book's second half turns to the past fifty years, a period that saw a dramatic decline in gender inequality even as growing class imbalances created greater-than-ever class disparity among women. The book concludes with a previously unpublished essay comparing the impact of the Great Depression and the Great Recession on women workers.

Abstract The use of instream structures to modify aquatic habitat has a long history in the United States. Pioneering work by wealthy landowners in the Catskills region of New York produced a range of designs in the decades preceding the Great Depression in an effort to replenish fish populations depleted from overfishing. The scientific evaluation of structures began in 1930. Within two years, a Michigan research team claimed improved fish populations. Cheap labor and government-sponsored conservation projects spearheaded by the Civilian Conservation Corps allowed the widespread adoption of the techniques in the 1930s, before adequate testing of the long-term impact of the devices. The start of World War II temporarily ended the government conservation efforts and prevented the continued evaluation of structures. During the 1940s, 1950s and 1960s, designs of instream structures remained essentially unchanged. Meanwhile, the small number of evaluations of the impact of the structures often were flawed. The continued use of early designs of instream structures helped instill a false belief that instream structures were proven to be a benefit to fish. Even modern use of instream structures continues to rely on the basic blueprints developed in the Catskills, despite documented problems with the use of these designs.
