For decades, many scholars have contended that Saudi Arabia is a fixed political system, where a conservative monarchy uses advanced technology, oil revenues, and religion to dominate the people. Such a system is often portrayed as inherently unstable, a seemingly never-ending series of collisions between an unchanging traditional political structure seeking to hold on to power at any cost and a dynamic modernity—a view encapsulated in a phrase expressed at virtually every public discussion of the Kingdom in the West: ‘you must admit that Saudi Arabia must change’. Ironically this phrase confirms what this article argues is a secret to the success of Saudi Arabia in the contemporary era: the ability to legitimize transformation without calling it change. No society is static, including Saudi Arabia. Throughout the Kingdom’s history, the defining social institutions have repeatedly utilized Tajdīd (Revival) and Iṣlāḥ (Reform) to respond to new technologies and the changing expectations of a diverse society. While Muslim scholars are most often entrusted to arbitrate this process, ordinary Saudis use this process to guide their actions in the various social spaces they encounter both at home and abroad. Critically, this process reflects the response of King Abdulaziz and the founders of the third Saudi state in the early twentieth century to the factors that had brought down previous Saudi states in the nineteenth century.

Straipsnyje nagrinėjamos su vaizdo statuso pokyčiu šiuolaikiniame pasaulyje susijusios problemos. Naujųjų technologijų eroje sapnai ir svajonės gali būti produkuojami, klasifikuojami ir įdiegiami į juos patiriančią sąmonę. Remiantis Deleuze’o, Horkheimerio ir Adorno, Candau bei Žižeko darbais diagnozuojama, kad vizualumo ir kultūros industrijų įsigalėjimas užtvindo sąmonę Kito sapnais, tokiu būdu dubliuojant jau Kanto vaizduotei priskiriamą transcendentalinio schemiškumo funkciją. Šiuos procesus įgyvendinti padeda naujoji vaizdinių veikimo forma – ikonorėja, kuri pasireiškia kaip viešojoje erdvėje cirkuliuojantis ir ritmiškai atsikartojantis perteklinis vaizdų antplūdis. Straipsnyje keliamas retorinis klausimas apie galimybę išsilaisvinti iš šios situacijos – t. y. pabėgti iš Kito sapno.Escaping the Dream of the OtherKristupas Sabolius SummaryDealing with the changing nature of visuality in contemporary world, this article aims to examine the possibility of producing, classifying, and implanting dreams into one’s mind. Based on Deleuze’s, Horkheimer’s, Adorno’s, Candau’s, and Zizek’s views as well as a few Hollywood films, this work diagnoses the crucial role of cultural industries in duplicating the function of transcendental schematism, as new technologies take over Kant’s transcendental imagination. These processes are implemented through a new form of visual existence – iconorrhea, a rhythmical, repetitive and excessive flux of images, circulating on the screens of public sphere. This paper raises the rhetorical question concerning the possibility of deliverance from this situation, i.e. how can one escape the dream of the Other.

The article examines the distinctive character of the interconnected world of the twenty-first century. The analysis explores the influence of technology on the international system in the modern age, leading up to the unique challenges of the contemporary world. Historically, advances in transportation, scientific breakthroughs, and their military applications have profoundly influenced the ability of states to project power and have had an impact on political structures and configurations. There appears to be little consensus on how these changes influence the debates on power, deterrence, diplomacy, and other instruments of international relations. Traditionally, scholars of the international system have focused on the possession of knowledge and weapons that provided a military advantage in the interpretation of power configurations. Our argument is that the twenty-first century world has a different technological emphasis, that of communications and its supportive satellite and internet infrastructure that forms the basis of the information revolution. The new technologies have succeeded in creating an alternative universe presenting a governance challenge to traditional institutions, laws, and concepts of territoriality.

Information Systems (IS) plays an essential role in shaping almost all sectors of society, such as, commerce, politics, services, entertainment, information, relationships, among others. Digital technologies have enabled a new dimension of products, transmission, storage, and access to information. The outcome of this whole transformation process is intended to provide improvement and facilitating the lives and practices of individuals in society. However, we have also to face its negative impacts. We argue that situations involving both the design and the adoption or use of IS should be analyzed from the point of view of Ethics through a well-defined process that might help the professional and/or the citizen in making decisions in sensitive contexts when conceptual conflicts show up. To justify the definition of this process, we discuss the significance of the new technologies based on Andrew Feenberg's Philosophy of Technology. Grounded on this theory, we highlight the benefits and problems of the new technologies in the contemporary world. Finally, we present the process proposal and analyze the results of its application in the context of two well-known real cases and discuss the results in light of the theoretical foundation.

Introduction. The technological development of media has a growing impact on various spheres of life, including education. New technologies enhance access to information and could affect the quality of training. The term “media education” was developed. Media education implies the study of impact and the use of media (press, television, radio broadcasting, advertising, the Internet with all its applications) not only by specialists in this field, but also by ordinary consumers of information for critical perception and good application. These media tools make the static and passive learning process more dynamic and interactive inside and outside the school. In specific education (musical, theatrical, sports, etc.), educational media combined with traditional techniques also begin to be involved as the tools, which motivate students for studies. Above all, educational media provide greater opportunities to identify students’ talents, to develop their abilities and skills (e.g., language, vocal, designer, household, etc.).The aim of the present analytical study is to diagnose the problems of carrying out professional activities and to study the needs of teachers, specialising in educational media and working in specific pre-university education systems in Egypt and Saudi Arabia.Methodology and research methods. Data collection was carried out by means of a survey questionnaire that was administered to a sample consisting of 100 teachers (50 from Egypt and 50 from KSA) working at various pre-university education levels in both countries.Results and scientific novelty. The results revealed that the major obstacles facing Egyptian teachers lied in budgetary and facilities shortage. Saudi teachers, however, were hindered by the administrative deficiency, lack of competencies in the use of the latest, constantly improving educational media and lack of in-service professional development. Moreover, all the participants reported the pivotal need to offer continuing professional in-service training opportunities for educational media and educational technology specialists. For experts in the field of educational media technologies, the advantages and benefits of this tool are obvious when conducting extra-curricular classes and activities, which allow providing more intensive intellectual development of students, as well as strengthening discipline and improving children behaviour.Practical significance. The authors formulated the recommendations on reforming the system of specific educational services, improving their quality due to the fastest, synchronous promotion of technological innovations, implementation of modern equipment and support of teachers’ competencies at the proper level. The importance of media education development actualises the creation of academic programmes at universities for the training of qualified teachers in the field of specific education, especially for countries, which do not have the same experience of training, since media education is becoming compulsory in the contemporary world, increasingly affecting the formation of individuals, culture and society. A number of proposals have been made to continue research in this direction.

Contemporary world with constantly increasing speed of change and rapid development of technologies is challenging companies to accustom to existing complexity. This led to the fact that various methodologies change accordingly. Practitioners and researchers are seeking the ways to ameliorate processes using emerging technologies. One of the methodologies is Six Sigma that has always been connected with technologies necessary for data collection and analysis. The emergence of new technologies might benefit or challenge Six Sigma. In this paper an attempt has been performed to analyze the trends in research output of the conjunction of Industry 4.0 technologies and Six Sigma methodology. This paper is based on the bibliometric analysis. In the process of analysis, it was found that the combination of Six Sigma methodology and Industry 4.0 technology has positive potential, however, not all of the technologies have been analyzed.

The Impact

Strengthening the integration of higher education, research, and innovation is a crucial requirement of time. The entrepreneurial university today is considered and analyzed as a promising model for their combination. The educational and scientific systems of many countries are faced with the task of converging all vertices of the “knowledge triangle.” The problem of Ukrainian educational and scientific system is a necessity to implement the concept of formation of the innovation and entrepreneurial model of a modern university, which will enable the effective implementation of administrative reforms in this field. The article aims to analyze the impact of innovative environmental factors on the development of entrepreneurial universities in Ukraine, based on correlation and panel regression analysis. The method of quantitative analysis (panel regression) is used to formulate the key results of the article. The results show that the growth of government expenditures by 1% leads to an increase in the Global Innovation Index by 0.375 in 4 years. Also, every additional 1% of people working with new technologies increases the level of Global Innovation Index by 0.75 annually. Despite European trends, Ukrainian educational environment does not contribute to the development of innovation and entrepreneurial universities (the education expenditures are ineffective). The research provides a vector for understanding the implementation of the most effective strategies of promising innovation and investment development of education and science in Ukrainian universities, considering their existing potential and contemporary world trends of development.

The new media and new technologies release and provoke socio-cultural changes not only in function of the old media but also in human existence. In the centre of the author’s interest is the concept of “self-television”. Although the role of television in contemporary world is still very significant, the evolution and modernization of television structure is essential. On one hand television structure very quickly reacts to very dynamic socio-cultural processes and challenges and on the other adapts to them. The concept of self-television emphasizes two processes which are responsible for the construction of modern television. One of them is meta-television narration and another is related to the autoreference nature of television. Both of them have caused a series of changes in the television structure which adjust to the cognitive structures of the television viewers. In this sense the television which tries to follow socio-cultural changes reproduces and popularizes the social mechanisms and social rules. In the context of the modern role of television in society it brings up also the problem of confusion of the public and private sphere and public and behind the scene actions which is analyzed in the article. Therefore the main purpose of the article is to research these two main processes which are observed in the construction and development of self-television.
