Federal–Provincial Strategic Planning for Ontario Fisheries: Management Strategy for the 1980s

A new management strategy for Ontario fisheries was addressed by a federal–provincial task force in 1974–76. It was initiated in an atmosphere of concern over the deteriorating status of fish stocks in Ontario, and indeed elsewhere in Canada. The task force published interim documents on "Goals and Issues," on "Mandates," and on "Objectives." These received limited distribution for criticism. This report summarizes the proposed "Strategy." Speaking generally, it has become abundantly clear that our traditional approach to fisheries management — development-oriented, exploitive, open access — is no longer appropriate in the 1970s and 1980s. That approach, together with the accelerating impacts of land and water uses that conflict with fisheries, has resulted in serious losses in our resource base, particularly during the past two or three decades. A new approach to fisheries management, characterized generally by maintenance in the north and by rehabilitation in the south is now essential. Much of the scientific and technical knowledge needed for the new approach is already available. To apply that knowledge, and to achieve the new knowledge and current data series necessary to its application, a major new initiative is necessary. That initiative, though costly in comparison to past levels of expenditure, seems easily justified in terms of the current economic value of the resources. Furthermore, additional values attributable to fisheries resources are now gaining wide acceptance; e.g. healthy fish communities are indicators of healthy aquatic environments. The new initiative will require more than just funding. It will require the evolution of different value systems, and of new and/or more explicit policies regarding— a new level of public participation;— a "user pays" policy in place of the free access philosophy of the past — to meet some of the increased cost of managing the resource;— more limited access and increased emphasis on protection in place of the open access, common property approach of the past;— explicit recognition that "experimental management" is needed to gain the new knowledge necessary to manage;— recognition that management of fisheries requires greater attention to environmental quality matters;— explicit allocation of those parts of the resource base available for commercial and for recreational use;— new working arrangements between fisheries agencies and other institutions.

SciELO promotes open access and cooperative publication of scholarly journals, based mainly in Latin America, the Caribbean, Spain and Portugal. SciELO was created to offer solutions to increase the visibility of participating journals and facilitate free access to their full texts. This work aims to analyse the open access editorial policies implemented by the health sciences journals of the SciELO network (411 journals at the time of this study) in terms of authors’ rights, copyright issues, self-archiving policies and openness. From SciELO health sciences journals network, 92% of the 411 journals use a Creative Commons licence, 89% require transfer of author copyright and 14% apply author processing charges. According to the past SHERPA/RoMEO taxonomy of self-archiving policies, 8.5% of the journals were classified as white, 81.5% blue and 10% green. The openness of journals calculated through the Open Access Spectrum approach was higher than 60% in more than 80% of the total journals. Out of the 411 journals in SciELO portals, 380 have their own website. Discrepancies were found between licences stated in SciELO compared with the ones used in their websites, mainly due to the lack of declared licences in either of the two sources or because the licences did not match. The licences used on the websites and in SciELO were also compared with their corresponding records in the Directory of Open Access Journals and Crossref, and again the differences were narrowly related to the data supplier.

The corrosion of copper and copper alloys in a marine environment is of great concern because of their widespread use in heat exchangers and steam condensers in which natural seawater is the coolant. It has become increasingly evident that microorganisms play an important role in the corrosion of a number of metals and alloys under a variety of environments. For the past 15 years the use of SEM has proven to be useful in studying biofilms and spatial relationships between bacteria and localized corrosion of metals. Little information, however, has been obtained using TEM capitalizing on its higher spacial resolution and the transmission observation of interfaces. The research presented herein is the first step of this new approach in studying the corrosion with biological influence in pure copper.Commercially produced copper (Cu, 99%) foils of approximately 120 μm thick exposed to a copper-tolerant marine bacterium, Oceanospirillum, and an abiotic culture medium were subsampled (1 cm × 1 cm) for this study along with unexposed control samples.

The study of law focuses, among other aspects, on important issues relating to equality, fairness and justice in as far as free access to information and knowledgeis concerned. The launching of the Open Access to Law Movement in 1992, the promulgation of the Durham Statement on Open Access to Legal Scholarshipin 2009, and the formation of national and regional Legal Information Institutes (LIIs) should serve as an indication of how well the legal world is committed to freely publishing and distributing legal information and knowledge through the Internet to legal practitioners, legal scholars and the public at large aroundthe world. In order to establish the amount of legal scholarly content which is accessible through open access publishing innovations and initiatives, this studyanalysed the contents of websites for selected open access resources on the Internet internationally and in South Africa. The results of the study showed that there has been a steady developing trend towards the adoption of open access for legal scholarly literature internationally, while in South Africa legal scholarly literature is under the control of commercial publishers. This should be an issue for the legal scholarship which, among its focus, is to impart knowledge about the right of access to information and knowledge.

Over the past decade, on-surface fabrication of organic nanostructures has been widely investigated for the development of molecular electronic devices, nanomachines, and new materials. Here, we introduce a new strategy to obtain alkyl oligomers in a controlled manner using on-surface radical oligomerisations that are triggered by the electrons/holes between the sample surface and the tip of a scanning tunnelling microscope. The resulting radical-mediated mechanism is substantiated by a detailed theoretical study. This electron transfer event only occurs when <i>V</i><sub>s</sub> < -3 V or <i>V</i><sub>s</sub> > + 3 V and allows access to reactive radical species under exceptionally mild conditions. This transfer can effectively ‘switch on’ a sequence leading to formation of oligomers of defined size distribution due to the on-surface confinement of reactive species. Our approach enables new ways to initiate and control radical oligomerisations with tunnelling electrons, leading to molecularly precise nanofabrication.

Triterpenoids are natural compounds with a large variety of biological activities such as anticancer, antiviral, antibacterial, antifungal, antiparazitic, antiinflammatory and others. Despite their low toxicity and simple availability from the natural resources, their clinical use is still severely limited by their higher IC50 and worse pharmacological properties than in the currently used therapeutics. This fact encouraged a number of researchers to develop new terpenic derivatives more suitable for the potential clinical use. This review summarizes a new approach to improve both, the activity and ADME-Tox properties by connecting active terpenes to another modifying molecules using click reactions. Within the past few years, this synthetic approach was well explored yielding a lot of great improvements of the parent compounds along with some less successful attempts. A large quantity of the new compounds presented here are superior in both activity and ADME-Tox properties to their parents. This review should serve the researchers who need to promote their hit triterpenic structures towards their clinical use and it is intended as a guide for the chemical synthesis of better drug candidates.

The transient thermal simulation is an important part of thermal management development for new vehicle architectures. Different techniques have been studied in the past to address this coupled conduction/convection/radiation problem. In order to fully capture the transient thermal behavior of various underhood and underbody components, it is also necessary to accurately model the thermal mass of each part and the thermal links between dissimilar materials. The paper will outline a new, efficient methodology for this type of thermal analysis that shows acceptable results for complex full vehicle thermal analysis without sacrificing accuracy. The methodology is based on approximating the transient convective field with intermittent steady state solutions. The paper will present results from this new approach and compare them with fully transient simulation results as well as experimental data. The new methodology can be optimized to significantly reduce simulation run times without sacrificing accuracy and to be more practical for application in the vehicle development cycle.

The Section on Allergy and Immunology was one of the first sections formed (1948) within the American Academy of Pediatrics. It now has almost 600 members. Its objective is to improve the care of children with asthma, allergies, and immunologic disorders. The Section aims to serve as a major informational and educational resource for the 34 000 members of the American Academy of Pediatrics. The Section sponsors a 2-day scientific program and symposium at each Anual Meeting of the Academy; and, for the past several years, it has also presented a symposium at the Annual Meeting of the American Academy of Allergy and Immunology, as well as the annual "Synopsis Book." Other educational activities by the Section include publishing position papers (most recently, "Exercise and the Asthmatic Child"), assisting the National Asthma Education Task Force of the National Institutes of Health, and developing informational pamphlets for patients. In addition, the Section sponsors visiting professorship programs to medical schools which do not have a division of pediatric allergy and immunology.
