Impact of the Deepwater Horizon well blowout on the economics of US Gulf fisheries

Marine oil spills usually harm organisms at two interfaces: near the water surface and on shore. However, because of the depth of the April 2010 Deepwater Horizon well blowout, deeper parts of the Gulf of Mexico are likely impacted. We estimate the potential negative economic effects of this blowout and oil spill on commercial and recreational fishing, as well as mariculture (marine aquaculture) in the US Gulf area, by computing potential losses throughout the fish value chain. We find that the spill could, in the next 7 years, result in (midpoint) present value losses of total revenues, total profits, wages, and economic impact of US$3.7, US$1.9, US$1.2, and US$8.7 billion, respectively. Commercial and recreational fisheries would likely suffer the most losses, with a respective estimated US$1.6 and US$1.9 billion of total revenue losses, US$0.8 and US$1.1 billion in total profit losses, and US$4.9 and US$3.5 billion of total economic losses.

Abstract Sport and recreational marine fishery can significantly contribute to the national budget through its economic and social effects. The main aim of this research is to define the economic and social significance of sport and recreational fishing in Croatia through the assessment of the lower limit of its economic value. This is done by analyzing the segments of sport and recreational fishing together with the economic and other activities which are closely related to it. When expressed by the number of stakeholders involved in sport and recreational fisheries and the share in the gross domestic product, it can be concluded that the economic effects of these activities are only slightly lower than in commercial fisheries. This research provides the groundwork for pointing out the basic guidelines of the social significance of sport and recreational marine fishery in Croatia. Hence, it can be noted that sport and recreational fishing in local coastal communities support the overall development of rural areas and the local communities in particular.

The Gulf of Mexico is a place where the environment and the economy both coexist and contend. It is a resilient large marine ecosystem that has changed in response to many drivers and pressures that we are only now beginning to fully understand. Coastlines of the states that border the Gulf comprise about half of the US southern seaboard, and those states are capped by the vast Midwest. The Gulf drains most of North America and is both an economic keystone and an unintended waste receptacle. It is a renowned resource for seafood markets, recreational fishing, and beach destinations and an international maritime highway fueled by vast, but limited, hydrocarbon reserves. Today, more is known about the Gulf than was imagined possible only a few years ago. That gain in knowledge was driven by one of the greatest environmental disasters of this country’s history, the Deepwater Horizon oil spill. The multitude of response actions and subsequent funded research significantly contributed to expanding our knowledge and, perhaps most importantly, to guiding the work needed to restore the damage from that oil spill. Funding for further work should not wait for the next major disaster, which will be too late; progress must be maintained to ensure that the Gulf continues to be resilient.

In 2010, the Deepwater Horizon oil spill – the largest marine oil spill in the history of the petroleum history – occurred. The cause of the Deepwater Horizon oil spill was an explosion on the oil drilling well. There are other causes of major oil spills, including leakages from sunken vessels. As a result, there is increasing attention on environmental protections. The US Environmental Protection Agency (EPA) has, in recent years, put more stringent measures in place in an attempt to curb the potential for oil spillages. One of their key focuses has been on accidental spills during the operation of marine vessels, which culminated in its Vessel General Permit (VGP). In 2013, the EPA ruled that the VGP mandated the use of environmentally friendly lubricants, where all ship operators entering the US had to use eco-friendly lubricants in all of the equipment that came into contact with seawater. Tomohiro Murakami is a Japanese researcher who has focused the majority of his studies on the development of novel gels and lubricants that have attractive properties. Based at the Yuge National College of Maritime Technology in Japan, he and his team has been working on overcoming the challenges associated with creating eco-friendly lubricants for use in marine vessels.

Abstract Bovine tuberculosis (BTB) is a zoonotic disease responsible for considerable economic losses; with consequent negative impact on both public health and the livestock industry. However, the burden of this disease and associated economic losses remain un-investigated among slaughtered cattle in Ibadan, the hub of livestock activities in south-western Nigeria. A cross sectional study was conducted over a three-month period to determine the prevalence and economic losses due to BTB among slaughtered cattle at the Bodija Municipal Abattoir, Ibadan, in south-western Nigeria. Individual slaughtered cattle were purposively inspected for the presence of tuberculous lesions, and representative sample of affected organs and associated lymph nodes from the BTB suspected animals were taken. The suspected lesions were processed based on Becton Dickinson digestion and decontamination procedure and the losses due to BTB were estimated mathematically, using a formula. The BTB prevalence of 9.3 % (38/408) was obtained with a significant statistical association (P ≤ 0.05) of the disease with the breeds of cattle slaughtered. Out of the 46 visceral organs condemned: 29 (63 %) were lungs, 12 (26.1 %) livers, 4 (8.7 %) hearts and 1 (2.2 %) kidney. The total estimated annual economic loss (direct and indirect) due to BTB was estimated as Nigerian naria NGN 703,980,070 (EUR 1,725,441.4). This study revealed BTB as endemic and a major cause of concern considering its ill-health and economic effects on both humans and the livestock industry. Efforts are therefore required: to control this disease along the beef value chain in order to safeguard human and livestock health; as well as to limit the economic losses associated with its prevalence.

ABSTRACT The Shoreline Clean-up Assessment Technique (SCAT) is a well-tested tool that enables the systematic surveying of shorelines affected by oil spills. Using standardised terminology to document the nature and degree of shoreline oiling, SCAT was designed to support decision-making for shoreline clean-up operations. Formally integrated into the US response structure, this method is increasingly being adopted as a standard response procedure around the world. Over the years, SCAT has evolved to meet changing expectations of shoreline response into a tool that can formally guide and document decisions from the initial emergency phase of a response through to the termination of activities – which in large, complex cases could be many months or even years after the incident. The framework of developing a shoreline response programme at the beginning of an incident, implemented by SCAT teams providing shoreline treatment recommendations in support of operations throughout the duration of shoreline response was used extensively in DEEPWATER HORIZON. A properly designed SCAT programme able to gather the necessary relevant shoreline oiling data quickly and accurately for use in addressing immediate response needs can greatly reduce delays in action and the footprint of the response itself. SCAT’s core principle of guiding operations can be overlooked in instances with inexperienced personnel or inappropriate competing objectives, resulting inconsiderable effort expended on SCAT surveys with no clear purpose or objective of how the data will be used to support response operations. In this paper we review the use and misuse of SCAT in several recent small-scale incidents and discuss the implications for the wider implementation of SCAT moving forward.

AbstractChronic livestock diseases cause large financial loss and affect the animal health and welfare. Controlling these diseases mostly requires precise information on both individual animal and population dynamics to inform farmer’s decision. Mathematical models provide opportunities to test different control and elimination options rather implementing them in real herds, but these models require valid parameter estimation and validation. Fitting these models to data is a difficult task due to heterogeneities in livestock processes. In this paper, we develop an infectious disease modeling framework for a livestock disease (paratuberculosis) that is caused by Mycobacterium avium subsp. paratuberculosis (MAP). Infection with MAP leads to reduced milk production, pregnancy rates, and slaughter value and increased culling rates in cattle and causes significant economic losses to the dairy industry in the US. These economic effects are particularly important motivations in the control and elimination of MAP. In this framework, an individual-based model (IBM) of a dairy herd was built and a MAP infection was integrated on top of it. Once the model produced realistic dynamics of MAP infection, we implemented an evaluation method by fitting it to data from three dairy herds from the Northeast region of the US. The model fitting exercises used least-squares and parameter space searching methods to obtain the best-fitted values of selected parameters. The best set of parameters were used to model the effect of interventions. The results show that the presented model can complement real herd statistics where the intervention strategies suggested a reduction in MAP but no elimination was observed. Overall, this research not only provides a complete model for MAP infection dynamics in a cattle herd, but also offers a method for estimating parameter by fitting IBM models.

Recreational fisheries can have a significant impact on fish populations and can suffer from the same symptoms of open access as commercial fisheries. However, recreational fisheries receive little attention compared with their commercial counterparts. Regulations designed to allocate scarce fish, such as seasonal closures and bag limits, can result in significant losses of value to anglers. We provide an estimate of these foregone benefits by estimating the potential gains to implementing management reforms of the headboat portion of the recreational red snapper fishery in the US Gulf of Mexico. This fishery has suffered from a regulatory spiral of shortened seasons and lowered bag limits in spite of rebuilding stocks. We gather primary survey data of headboat anglers that elicit trip behavior and their planned number and seasonal distribution of trips under status-quo and alternative management approaches. We use these data to estimate a model of anglers’ seasonal trip demand as a function of the ability to retain red snapper, bag limits, and fees. We find that a hypothetical rights-based policy, whereby vessels with secure rights to a portion of annual catch could offer their customers year-round fishing in exchange for lower per-angler retention and increased fees, could raise the average angler’s welfare by $139/y. When placed in the global context of recreational fishing, these estimates suggest that status-quo management may deprive anglers of billions of dollars of lost economic value per year.

AbstractThe COVID-19 crisis created large economic losses for corn, ethanol, gasoline, and oil producers and refineries both in the United States and worldwide. We extend the theory used by Schmitz, A., C. B. Moss, and T. G. Schmitz. 2007. “Ethanol: No Free Lunch.” Journal of Agricultural & Food Industrial Organization 5 (2): 1–28 as a basis for empirical estimation of the effect of COVID-19. We estimate, within a welfare economic cost-benefit framework that, at a minimum, the producer cost in the United States for these four sectors totals $176.8 billion for 2020. For U.S. oil producers alone, the cost was $151 billion. When world oil is added, the costs are much higher, at $1055.8 billion. The total oil producer cost is $1.03 trillion, which is roughly 40 times the effect on U.S. corn, ethanol, and gasoline producers, and refineries. If the assumed unemployment effects from COVID-19 are taken into account, the total effect, including both producers and unemployed workers, is $212.2 billion, bringing the world total to $1266.9 billion.

Unprecedented recruitment of Gulf menhaden (Brevoortia patronus) followed the 2010 Deepwater Horizon blowout (DWH). The foregone consumption of Gulf menhaden, after their many predator species were killed by oiling, increased competition among menhaden for food, resulting in poor physiological conditions and low lipid content during 2011 and 2012. Menhaden sampled for length and weight measurements, beginning in 2011, exhibited the poorest condition around Barataria Bay, west of the Mississippi River, where recruitment of the 2010 year class was highest. Trophodynamic comparisons indicate that ~20% of net primary production flowed through Gulf menhaden prior to the DWH, increasing to ~38% in 2011 and ~27% in 2012, confirming the dominant role of Gulf menhaden in their food web. Hyperabundant Gulf menhaden likely suppressed populations of their zooplankton prey, suggesting a trophic cascade triggered by increased menhaden recruitment. Additionally, low-lipid menhaden likely became “junk food” for predators, further propagating adverse effects. We posit that food web analyses based on inappropriate spatial scales for dominant species, or solely on biomass, provide insufficient indication of the ecosystem consequences of oiling injury. Including such cascading and associated indirect effects in damage assessment models will enhance the ability to anticipate and estimate ecosystem damage from, and provide recovery guidance for, major oil spills.
