Solutions to poverty and ecosystem degradation are often framed as conflicting. We ask whether Indonesia’s national anti-poverty program, which transfers cash to hundreds of thousands of poor households, reduced deforestation as a side benefit. Although the program has no direct link to conservation, we estimate that it reduced tree cover loss in villages by 30% (95% confidence interval, 10 to 50%). About half of the avoided losses were in primary forests, and reductions were larger when participation density was higher. The economic value of the avoided carbon emissions alone compares favorably to program implementation costs. The program’s environmental impact appears to be mediated through channels widely available in developing nations: consumption smoothing, whereby cash substitutes for deforestation as a form of insurance, and consumption substitution, whereby market-purchased goods substitute for deforestation-sourced goods. The results imply that anti-poverty programs targeted at the very poor can help achieve global environmental goals under certain conditions.

Managing outdoor water use while maintaining urban tree cover is a key challenge for water managers in arid climates. Urban trees generate flows of ecosystem services in arid areas, but also require significant amounts of irrigation. In this paper, a bioeconomic-health model of trees and water use is developed to investigate management of an urban forest canopy when irrigation is costly, water has economic value, and trees provide ecosystem services. The optimal tree irrigation decision is illustrated for Albuquerque, New Mexico, an arid Southwest US city. Using a range of monetary values for water, we find that the tree irrigation decision is sensitive to the value selected. Urban deforestation is optimal when the value of water is sufficiently high, or alternatively starts low, but grows to cross a specific threshold. If, however, the value of water is sufficiently low or if the value of tree cover rises over time, then deforestation is not optimal. The threshold value of water where the switch is made between zero and partial deforestation is well within previously identified ranges on actual water values. This model can be applied generally to study the tradeoffs between urban trees and water use in arid environments.

This study aims to generate key strategies of sector development community empowerment to reduction poverty in Banjar. The analysis uses SWOT presented in three parts: SAP (Strategic Advantages Profile), ETOP (Environmental Threats and Opportunity Profile), and SWOT Matrix. The analysis showed the government’s attention to the program that was launched (district development program and the urban poverty program) where is by provision of Counterpart Funds from APBD has been increasing steadily every year. The mechanism has been implemented according to some regulations. The urban empowerment program should further focus and involve on the interests and needs of urban communities. The obstacles faced on the research to determine the program are, the execution (based onmain interest), the lack of human resources who understand and the plan ownership in preparing programs of community development and the lack of human resources with reliability in manufacturing reporting on the program implementation.

This thesis is an analysis of public policies based on the research carried out about the implementation of RASDA Program (local rice husbandry) in Kulonprogo in 2015. It is claimed as a new alternative offered to replace the Government RASKIN Program that is already running. This research aimed in determining how effective the implementation of the RASDA Program in Kulonprogo was and identifying the factors that cause RASDA program did not run as the expectation. The method used in this study was a qualitative method using two types of data, primary and secondary data. The data collection techniques used were observation, interview, and documentation with informants selection technique using the principle of purposive and snowball techniques. The data analysis technique was done through data reduction, data display, and data verification.The results showed that efforts to renew the RASKIN Program (cheap-priced rice) through RASDA program were not successfully done. The achievement of program outputs and outcome indicators were still far away from the expectation. The progress was not significantly improved, it still encountered the same problems as those in the implementation of the previous RASKIN Program. Meanwhile, farmers did not have any benefits from the uptake of the local rice because it was not optimally prepared.There are several factors that cause RASDA Program in Kulonprogro did not run well. The first reason was that it is difficult to link the concept of the program with the actual situation, seen from: (1) the farmers as the program target still thought conservatively causing the loss of the benefits that will be gained from the RASDA Program; (2) the intervention of political elites in the process of policy formulation; (3) the limited authority of the local government in the National RASKIN Program; and (4) the incoherency among the needs for resources in the factual conditions. The second cause, the conflict of interest among the holders cause the program implementation did not synchronize to each other, as seen from: (1) their efforts to make RASDA program as a springboard for “other” purposes; (2) the bias support of BULOG; (3) the lack of enthusiasm and initiatives among the holders/bureaucracy; and (4) the entrepreneurs’ mindset of business that dominated farmers community. The third reason is that there was not awareness on the characteristics of the group target to anticipate problems that arise.Based on these findings, the researcher suggested the government to focus in optimizing the current mechanisms of the food subsidies. The government should also concern in looking for other alternatives to optimize the potential of the local foods. The government should also  do some efforts to gain the welfare for farmers, by: (1) reconstructing values and norms in terms of social rules to support the program with the intensive socialization; (2) allocating the budget the APBD for the procurement of subsidized rice for poor households who are not registered; (3) monitoring the program up to the lowest level intensively; (4) encouraging small entrepreneurs to become BULOG’s partners to seek an access to the Capital; (5) maintaining fair competition among rice traders; (6) conducting studies on the possibility of establishing a integrated rice husbandry regional company; (7) encouraging the local rice branding.

Large primary forest residuals can still be found in boreal landscapes. Their areas are however shrinking rapidly due to anthropogenic activities, in particular industrial-scale forestry. The impacts of logging activities on primary boreal forests may also strongly differ from those of wildfires, the dominant stand-replacing natural disturbance in these forests. Since industrial-scale forestry is driven by economic motives, there is a risk that stands of higher economic value will be primarily harvested, thus threatening habitats, and functions related to these forests. Hence, the objective of this study was to identify the main attributes differentiating burned and logged stands prior to disturbance in boreal forests. The study territory lies in the coniferous and closed-canopy boreal forest in Québec, Canada, where industrial-scale logging and wildfire are the two main stand-replacing disturbances. Based on Québec government inventories of primary forests, we identified 427 transects containing about 5.5 circular field plots/transect that were burned or logged shortly after being surveyed, between 1985 and 2016. Comparative analysis of the main structural and environmental attributes of these transects highlighted the strong divergence in the impact of fire and harvesting on primary boreal forests. Overall, logging activities mainly harvested forests with the highest economic value, while most burned stands were low to moderately productive or recently disturbed. These results raise concerns about the resistance and resilience of remnant primary forests within managed areas, particularly in a context of disturbance amplification due to climate change. Moreover, the majority of the stands studied were old-growth forests, characterized by a high ecological value but also highly threatened by anthropogenic disturbances. A loss in the diversity and functionality of primary forests, and particularly the old-growth forests, therefore adds to the current issues related to these ecosystems. Since 2013, the study area is under ecosystem-based management, which implies that there have been marked changes in forestry practices. Complementary research will be necessary to assess the capacity of ecosystem-based management to address the challenges identified in our study.

<p>Siwab or its extension Mandatory cattle breeding is a manifestation of government commitment in increasing beef cattle population, and as a target for meat sufficiency in 2026. The program is believed to lead Indonesia to achieve beef self-sufficiency in the next 5-10 years. Beef cattle can be maximized in order to produce calves, and become a government’s focused program on enhancing beef cattle production through artificial insemination (AI). Based on the above problems, the government hopes to develop the program, it should not fail the umpteenth time to fulfil meat needs of the country. The purpose of this review is to describe the SIWAB program and the economic value of female beef cattle produced by AI which produces calf. This study approach is done through literature reviews related to SIWAB program implementation. SIWAB program includes two main programs namely the increase of porong cattle population through artificial insemination of AI and natural mating (Inka). With the AI through prgram, the parent beef cattle can regulate the cow's birth well. The mother cow bunting AI results can increase the selling value higher and can improve the welfare of farmers. The government's policy to pursue targeted beef self-sufficiency by the year 2026 is achieved, but the program must be responded and done well. Government policy to boost short-term beef cattle population can help to meet the needs of beef consumption, and in the long run the economic impact of farmers.</p><p> </p><p>Abstrak</p><p>Program Sapi Induk Wajib Bunting (SIWAB) adalah perwujudan komitmen pemerintah dalam meningkatkan populasi sapi potong dan sebagai target untuk kecukupan daging tahun 2026. Program tersebut diyakini dapat mengantarkan Indonesia mencapai swasembada daging sapi pada 5-10 tahun ke depan. Sapi potong dapat dimaksimalkan potensinya agar dapat menghasilkan pedet, dan menjadi program pemerintah yang difokuskan untuk peningkatan produksi sapi potong melalui inseminasi buatan (IB). Berdasarkan permasalahan tersebut di atas, harapan pemerintah dengan mengembangkan program tersebut tidak boleh gagal ke sekian kalinya dalam mencukupi kebutuhan daging di dalam negeri. Tujuan tulisan review ini adalah untuk  mendiskripsikan program SIWAB dan nilai ekonomi pada usaha sapi potong betina hasil IB yang menghasilkan pedet. Kajian ini merupakan studi pustaka melalui review berbagai referensi terkait pelaksanaan program SIWAB. Program SIWAB mencakup dua program utama yaitu peningkatan populasi sapi porong melalui inseminasi buatan IB dan kawin alam (Inka). Program IB memungkinkan mengatur kelahiran anak sapi dengan baik. Sapi induk bunting hasil IB dapat meningkatkan nilai jual lebih tinggi dan dapat meningkatkan kesejahteraan peternak. Kebijakan pemerintah adalah untuk mengejar swasembada daging sapi yang ditargetkan sampai tahun 2026 bisa tercapai, namun program tersebut harus direspon dan dikerjakan dengan baik. Kebijakan pemerintah untuk menigkatkan populasi sapi potong dalam jangka pendek bisa membantu memenuhi kebutuhan konsumsi daging sapi dan dalam jangka panjang berdampak peningkatan ekonomi peternak.</p>

Patchwork waste is an inorganic waste that is difficult to be decomposed by the environment. Patchwork waste is often a problem because many convection industries only allow patchwork waste to accumulate and then be burned and become environmental pollution because it creates smoke and gases that are not good for health. Therefore, it is necessary to reuse the patchwork waste into products that have selling power and aesthetic value. The implementation method in this service activity starts from field visits/initial observations regarding partner conditions and problems, offering solutions and program socialization, program implementation which begins with lectures on the importance of utilizing patchwork waste and demonstrations and the practice of making these products. This service activity aims to change the awareness and concern of the people of Sawah Lebar Village towards the existence of inorganic waste around the environment, especially patchwork and to equip mothers to be creative in processing patchwork waste into goods that have selling power so that they can help the family economy. The service activities that have been carried out provide education to the community around the Sawah Lebar Village, Bengkulu City, especially RT 02 about the importance of processing patchwork waste so that it becomes a product of economic value. This service activity is carried out in two stages, namely: 1. Counseling on the importance of processing patchwork waste, 2. The tutorial on processing the patchwork waste into a more useful product, namely the mask connector.

Africa’s environmental capital is an asset for African people. However, Africa’s ecological footprint is increasing and is close to exceeding the continent’s biocapacity. Therefore, shifting to “green growth” is an option to achieve sustainable development, and Africa is well placed to generate benefits from existing environmental capital and latecomer’s advantage. One challenge is how to realize the conversion of environmental capital value into economic value. The valuation of environmental goods and services is a challenge. However, Africa faces the risk of global environmental problems, such as climate change. Even though Africa’s greenhouse gas emissions are limited compared to developed countries and emerging economies, climate change may have a more severe impact. Although the scale and impact of climate change is uncertain, it will lead to the loss of accumulated developmental benefit for Africa. This issue has been long debated, but no best solution has been identified, so further studies are necessary.

Poverty reduction is an issue that should be resolved by the Government to soon completed and disconnected the chain of causes. Poverty reduction is currently oriented material so its sustainability depends greatly on the availability of the budget and the Government's commitment. The policy measures were undertaken by the Government to abolish it one is the family Program expectations. Welfare is the ultimate goal of the Family Expectations Program, namely to improve the quality of life of the family is very poor with access to health services and education. With the unsettled Family, Hope Program is expected to improve the social life of economy, education and public health, especially in poor community groups. The purpose of this study is to describe the implementation of a programme of Family expectations, find supporters and restricting factors and efforts to overcome it in the Wakatobi Binongko. Theory approaches used in this research is policy implementation approach Daniel Mazmanian and Paul Sabatier. The theory sees variables easy to control, the issue of whether or not the variable policy capabilities in the implementation process to manage appropriately and the variable outside the policies that affect the process of implementation. The research method used is descriptive research methods with qualitative approaches. Data collection was done through observation and interview. Research results showed the Family Hope Program Implementation in district Binongko Wakatobi many experience obstacles and have not been implemented properly. Socialisation has not been comprehensive so that less had the support of the parties concerned. It captures the recipient's Family Hope Program participants is not yet comprehensive, there are still many who have not to get family Program expectations. This has not been done well and the use of funds the Program Families Hope by very poor Households often used outside the conditions. Almost all communities in Salopa Sub district are trying to raise livestock from native chickens, because free-range chicken is a very important component for people's lives. The purpose of the paper is to find out the increase in economic value of (poor households) RTM through the work program of the Ministry of Agriculture, IAARD, Animal Research Institute. The study used a survey of 54 RTM/farmer fard Mandalahayu Village 27 RTM/farmer and Mandalawangi Village 27 RTM/farmer. Primary data and secondary data are analyzed descriptively, quantitatively and economically. The results showed that the income of RTM/farmer in Mandalahayu Village was IDR.2.480.000/period with B/C ratio of 1.08 and in the village of Mandalawangi as much IDR.2.510.000/period with B/C ratio of 1.10. It can be said that the effort to enlarge DOC of chicken in RTM is not economically feasible. But if for a side business, savings and time fillers, it can be said to be feasible, because chickens can be sold as a source of sudden needs for farmers. The program works by the Ministry of Agriculture, expected to alleviate poverty, carry out agricultural development harmonization, so that farmers' income increases and poverty rates continue to be reduced or reduced
