The efficiency, safety, and soundness of financial markets depend on the operation of core infrastructure—exchanges, central counter-parties, and central securities depositories. How these institutions are governed critically affects their performance. Yet, despite their importance, there is little certainty, still less a global consensus, about their governance. This book examines how markets are, and should be, run. Utilizing a wide variety of arguments and examples from throughout the world, the book identifies and evaluates the similarities and differences between exchanges, central counter-parties, and central securities depositories. Now days there is a global consensus among all stakeholders that SMEs represent a driving force to the overall economic development, due to their significant contribution both on GDP and employment of national economies. SMEs also by numbers dominate the world business stage, although their contribution does vary among the countries. SMEs in Albania represents about 98% of the total enterprises with a contribution to national GDP for about 70%. The structure and the performance of national economy is depended very much on the economic performance and contribution of SME, that’s why most of the governments have strategic programmes which support the SME’s development. To measure SMEs’ performance and their ability to compete on national and international markets requires a lot of information in all aspects. Through this paper the author aims to measure and analyze the economic performance of SMEs operating in Albania. To achieve this objective, official data on business statistics published by national the statistical office (INSTAT) are used for two years period 2014-2015. In addition using an international framework addressed to the objective “improve the techniques for SMEs productivity measurement”, for the first time, a set of comparative performance indicators is established and in doing so, those results can be used as term of reference in future research activities in SMEs sector. From the results it came out that although the positive growth rate of GDP during the last years , the performance indicators of SMEs show a slightly negative trend, indicating indirectly the need for support, in order to empower their contribution in national economy.

There is a global consensus about the potential of the COVID-19 pandemic to affect people's mental health. In this context, and prior to the formulation of mitigation strategies, tools are required that allow an objective and effective assessment of mental health risk. The purpose of this study was to evaluate the psychometric characteristics of COVID-19 Stress Scale, formulated by Taylor et al. (2020), based on the concept of COVID-19 Stress Syndrome. A national sample of 1214 participating adults was taken in Colombia, who answered a translated version of the scale. Evidence of a hexa-dimensional structure was obtained whose goodness of fit indicators were Chi2 = 1215,759, Sig. =. 000, CMIN / DF = 2.202, RMSEA = .044, NFI = .943, TLI = .964, CFI =. 968 and FMIN = 1,967. Regarding reliability, an α = .924 and Spearman-Brown = .824 were obtained for the entire scale; the reliability indicators of the 6 subscales were also high. The similarities and differences in the findings with respect to the original psychometric study of the scale are discussed, as well as the utility and importance of the instrument as a tool in future efforts to mitigate the psychosocial effects of the pandemic.

Abstract In these remarks, the author considers the most recent challenge to the application of international criminal justice in Africa: Kenya’s controversial November 2013 proposal to amend the Rome Statute of the International Criminal Court to temporarily exempt from prosecution sitting presidents accused of involvement with international crimes. He examines several legal and practical reasons why such a proposal is untenable. Instead, citing the principle of complementarity and urging the principled use of judicial and prosecutorial discretion, he contends that much of the African Union’s current concerns about the Kenya Situation can be addressed within the confines of existing Rome Law. This is important because, even if it is possible for African countries to secure amendments to the Rules of Procedure and Evidence, African States Parties are unlikely able to secure the global consensus required to effect substantive amendments to the 1998 treaty. On the other hand, the author suggests that the International Criminal Court officials, especially the judges and the chief prosecutor, can help bridge the apparent gap between the Court and its African supporters. Towards that end, they should consider taking a more flexible and more nuanced approach to their interpretations and application of several important provisions contained in their founding statute. Eschewing a one-size fits all approach, it is submitted that each African situation is unique – both in the scope of the problem, and in the solution required in the necessary fight against impunity in Africa.

There is a considerable amount of literature on leadership, particularly as it relates to organizations, government, and the military. However, educators and psychologists know considerably less about early precursors of leadership, how leadership develops in youth, possible gender differences, and the relationship of leadership, intelligence and creativity. A global consensus exists that leaders are needed and that we shouldn't delay the early development of leadership skills. The authors propose a model to enhance creative leadership and introduce a teacher-completed rating scale, the Gifted Rating Scales to help accomplish this. As demonstrated, there are possibilities to detect early creative and intellectual giftedness among children and youngsters in the classrooms and expectations to move from a basic level of competence to reach an elite or expert level in any field, facilitating the emergence of leadership.
