Vietnam is one of the top information and communication technologies (ICT) exporters globally, and the ICT products constitute nearly one-fifth of Vietnam’s total exports to the European Union (EU). This study empirically investigates the determinants of Vietnam’s ICT exports to the EU by applying the gravity model for trade with panel data from 2000 to 2019. Besides the traditional variables of the gravity model, we added gross capital formation, patent application and exchange rates as explanatory variables. The results show that among factors affecting Vietnam’s ICT export to the EU, market size, patent applications, and exchange rate are the most significant determinants. The article also suggests some policy implications for the development of ICT exports between the two parties. JEL Codes: F14, C2

The ageing society and the necessity to meet the needs (including transport ones) of elderly people are a challenge for an increasing number of countries, including the EU Member States and Poland. Different types of modern ICT solutions are being proposed as a way of improving the meeting of the needs of elderly people in order to prevent their social exclusion. The growing popularity of solutions and services that use information and communication technologies (mainly the Internet and mobile applications) can also be observed in transport services and is perceived as a means to better meet transport needs. The aim of the article is to examine the extent to which seniors use ICT solutions to meet their transport needs when, for example, obtaining access to a car or car ride. A literature review, statistical data analysis and results of primary survey studies carried out on a sample of U3A students were used. The results of the analysis do not allow generalization on the entire population of elderly people but point to some interesting conclusions. For instance, at least one of the considered solutions (e.g. sharing travel by car as a driver or passenger) was used by almost two-thirds of those that responded using the Internet. Also, the solutions given were rated rather positively by the respondents in terms of their usefulness and ease of use. Those findings, apart from indicating further directions of research, allow for a cautious statement that these types of solutions can actually serve to better meet the transport needs of seniors.

Logistic barter is a normal commodity exchange among producers where one thing is exchanged to another without monetary pay on the basis of globally integrated trade procedure. The approach of barter logistics is not abandon money, however ignores it among producers.  Logistics has touched and touches such heights, while the requirement for a "universal equivalent of goods" among producers could simply cease to exist [1]. A powerful combination of logistics and e-commerce is expected to lead to significant changes in the overall business landscape. E-commerce will provide an opportunity for many companies to make the necessary communications and conclude transactions with each other, and logistics will provide an opportunity to more effectively use this information to manage activities in their business. Instead of a two-way relationship between the supplier and the customer, the business will increasingly be based on networks of supply chains, made up of groups of suppliers and customer groups [2]. E-commerce, e-sourcing, e-markets are better to be united under the auspices of logistics barter into an e-integrator, which will be the serving element of the LBP-provider. An e-integrator is an integrator of information and communication technologies for supply chains of logistics barter, in the form of electronic means, taking into account a closing link, e-commerce, and the reverse distribution of added value. The paper describes the new LBP-providers which are not a servicing element of the economy, but become operators of an alternative economy themselves. We have also considered the basics for the mathematical concept of a future LBP (logistic barter) operator.

The Smart City concept is being developed from a lot of different axes encompassing multiple areas of social and technical sciences. However, something that is common to all these approaches is the central role that the capacity of sharing information has. Hence, Information and Communication Technologies (ICT) are seen as key enablers for the transformation of urban regions into Smart Cities. Two of these technologies, namely Internet of Things and Big Data, have a predominant position among them. The capacity to “sense the city” and access all this information and provide added-value services based on knowledge derived from it are critical to achieving the Smart City vision. This paper reports on the specification and implementation of a software platform enabling the management and exposure of the large amount of information that is continuously generated by the IoT deployment in the city of Santander.

Purpose – The main goal of this paper is to create a methodology for estimating public research and development (R&D) expenditures on Information and Communication Technologies (ICT) in the European Union (EU). The study further applies this methodology on business expenditures on R&D (BERD) data across all sectors and estimate ICT BERD within each of them. Then the study assesses the evolution of these expenditures in the context of the Digital Agenda for Europe (DAE) and its specific target to double them by 2020. Design/methodology/approach – The study assumes that the share of public ICT R&D expenditures in total public R&D expenditures is similar to the share of ICT R&D labour costs. The study bases its estimation on government budget appropriations or outlays on R&D (GBAORD). Findings – EU public ICT R&D expenditures grew steadily over the period 2004-2010 and in 2010 reached 5.9 billion. The study also estimates that the total EU ICT BERD in 2010 amounted to 15.8 billion. Regarding the DAE target about ICT R&D expenditures, the study shows that, in both public and private, the EU drops behind. Research limitations/implications – The study estimates that substantial ICT BERD can be found also in non-ICT sectors. Practical implications – The methodology allows for monitoring one of the DAE targets. Originality/value – The methodology currently represents the only way for measuring public ICT R&D expenditures in the EU.

In the European Union there is solid legal support for the use of information and communication technologies associated with geographic information systems in favour of the environment. Digital technologies not only shape the way we live but they can be a lever for environmental awareness and protection. The potential of the association between information and communication technologies and geographic information systems is huge in order to deepen the European democracies and to promote sustainable development. The ultimate demonstration is the 2007 Inspire Directive. The advantages of the Inspire Directive for the citizens, the Member States and the European Union in what concerns democracy, environmental justice and sustainability in the EU will be briefly analysed.
