Optimization of the Receipt and Delivery Schedules for a Transfer Tank Farm of Products Pipeline Network

Transfer tank farms play an important role in an oil products pipeline network, which receive oil products from upstream pipelines and deliver them to downstream pipelines. The scheduling problem for oil products supply chain is very complicated because of numerous constraints to be considered. The published literatures on schedule optimization of oil products pipeline network usually focus on the batch plans of each pipeline, without consideration on the receipt and delivery schedule of transfer tank farm. In this paper, a mixed-integer linear programming (MILP) model is developed for the schedule optimization of transfer tank farm. The objective of the model is to minimize switching times of the tank operations of a tank farm during a planning horizon, while fulfilling the products transmission requirements of the upstream and downstream pipelines of the tank farm. The constraints of the model include material balance, the operational rules of tanks, the topological structure constraints of the tank farm, the settling period of the oil products stored in dedicated tank and so on. To satisfy the constraint of fulfilling the specific transmission requirements of pipelines, concepts of static and dynamic time slot are proposed. A continuous time representation is used to obtain accurate optimal schedules and decrease scale of the model by reducing the number of variables. The model is solved by CPLEX solver for a transfer tank farm of an oil products pipeline network in China. Some examples are tested under different scenarios and the results show that global optimal solution can be obtain at acceptable computational costs.

We consider the deterministic inventory routing problem over a discrete finite time horizon. Given clients on a metric, each with daily demands that must be delivered from a depot and holding costs over the planning horizon, an optimal solution selects a set of daily tours through a subset of clients to deliver all demands before they are due and minimizes the total holding and tour routing costs over the horizon. In the capacitated case, a limited number of vehicles are available, where each vehicle makes at most one trip per day. Each trip from the depot is allowed to carry a limited amount of supply to deliver. We develop fast heuristics for both cases by solving a family of prize-collecting Steiner tree instances. Computational experiments show our heuristics can find near-optimal solutions for both cases and substantially reduce the runtime compared with a pure mixed integer programming formulation approach.

This paper presents the analysis of a novel framework of study and the impact of different market design criterion for the generation expansion planning (GEP) in competitive electricity market incentives, under variable uncertainties in a single year horizon. As investment incentives conventionally consist of firm contracts and capacity payments, in this study, the electricity generation investment problem is considered from a strategic generation company (GENCO) ′ s perspective, modelled as a bi-level optimization method. The first-level includes decision steps related to investment incentives to maximize the total profit in the planning horizon. The second-level includes optimization steps focusing on maximizing social welfare when the electricity market is regulated for the current horizon. In addition, variable uncertainties, on offering and investment, are modelled using set of different scenarios. The bi-level optimization problem is then converted to a single-level problem and then represented as a mixed integer linear program (MILP) after linearization. The efficiency of the proposed framework is assessed on the MAZANDARAN regional electric company (MREC) transmission network, integral to IRAN interconnected power system for both elastic and inelastic demands. Simulations show the significance of optimizing the firm contract and the capacity payment that encourages the generation investment for peak technology and improves long-term stability of electricity markets.

Abstract Currently, unmanned aerial vehicle (UAV) provides the possibility of comprehensive coverage and multi-dimensional visualization of pipeline monitoring. Encouraged by industry policy, research on UAV path planning in pipeline network inspection has emerged. The difficulties of this issue lie in strict operational requirements, variable flight missions, as well as unified optimization for UAV deployment and real-time path planning. Meanwhile, the intricate structure and large scale of the pipeline network further complicate this issue. At present, there is still room to improve the practicality and applicability of the mathematical model and solution strategy. Aiming at this problem, this paper proposes a novel two-stage optimization approach for UAV path planning in pipeline network inspection. The first stage is conventional pre-flight planning, where the requirement for optimality is higher than calculation time. Therefore, a mixed integer linear programming (MILP) model is established and solved by the commercial solver to obtain the optimal UAV number, take-off location and detailed flight path. The second stage is re-planning during the flight, taking into account frequent pipeline accidents (e.g. leaks and cracks). In this stage, the flight path must be timely rescheduled to identify specific hazardous locations. Thus, the requirement for calculation time is higher than optimality and the genetic algorithm is used for solution to satisfy the timeliness of decision-making. Finally, the proposed method is applied to the UAV inspection of a branched oil and gas transmission pipeline network with 36 nodes and the results are analyzed in detail in terms of computational performance. In the first stage, compared to manpower inspection, the total cost and time of UAV inspection is decreased by 54% and 56% respectively. In the second stage, it takes less than 1 minute to obtain a suboptimal solution, verifying the applicability and superiority of the method.

Purpose Procurement planning has always been a huge and challenging activity for business firms, especially in manufacturing. With government legislations about global concern over carbon emissions, the manufacturing firms are enforced to regulate and reduce the emissions caused throughout the supply chain. It is observed that procurement and logistics activities in manufacturing firms contribute heavily toward carbon emissions. Moreover, highly dynamic and uncertain business environment with uncertainty in parameters such as demand, supplier and carrier capacity adds to the complexity in procurement planning. The paper aims to discuss these issues. Design/methodology/approach This paper is a novel attempt to model environmentally sustainable stochastic procurement (ESSP) problem as a mixed-integer non-linear program. The ESSP optimizes the procurement plan of the firm including lot-sizing, supplier and carrier selection by addressing uncertainty and environmental sustainability. The model applies chance-constrained-based approach to address the uncertain parameters. Findings The proposed ESSP model is solved optimally for 30 data sets to validate the proposed ESSP and is further demonstrated using three illustrations solved optimally in LINGO 10. Originality/value The ESSP model simultaneously minimizes total procurement cost and carbon emissions over the entire planning horizon considering uncertain demand, supplier and carrier capacity.

We consider the torpedo scheduling problem in steel production, which is concerned with the transport of hot metal from a blast furnace to an oxygen converter. A schedule must satisfy, amongst other considerations, resource capacity constraints along the path and the locations traversed as well as the sulfur level of the hot metal. The goal is first to minimize the number of torpedo cars used during the planning horizon and second to minimize the time spent desulfurizing the hot metal. We propose an exact solution method based on Logic based Benders Decomposition using Mixed-Integer and Constraint Programming, which optimally solves and proves, for the first time, the optimality of all instances from the ACP Challenge 2016 within 10 minutes. In addition, we adapted our method to handle large-scale instances and instances with a more general rail network. This adaptation optimally solved all challenge instances within one minute and was able to solve instances of up to 100,000 hot metal pickups.

Location and routing are the main critical problems investigated in a logistic. Location-Routing Problem (LRP) involves determining the location of facilities and vehicle routes to supply customer's demands. Determination of depots as distribution centers is one of the problems in LRP.  In LRP, carbon emissions need to be considered because these problems cause global warming and climate change. In this paper, a new mathematical model for LRP considering CO2 emissions minimization is proposed. This study developed a new  Mixed Integer Linear Programming (MILP)  model for LRP with time windows and considered the environmental impacts.  Finally, a case study was conducted in the province of Central Java, Indonesia. In this case study, there are three depot candidates. The study results indicated that using this method in existing conditions and constraints provides a more optimal solution than the company's actual route. A sensitivity analysis was also carried out in this case study.

<span>The development of the internet in this era of globalization has increased fast. The need for internet becomes unlimited. Utility functions as one of measurements in internet usage, were usually associated with a level of satisfaction of users for the use of information services used. There are three internet pricing schemes used, that are flat fee, usage based and two-part tariff schemes by using one of the utility function which is Bandwidth Diminished with Increasing Bandwidth with monitoring cost and marginal cost. Internet pricing scheme will be solved by LINGO 13.0 in form of non-linear optimization problems to get optimal solution. The optimal solution is obtained using the either usage-based pricing scheme model or two-part tariff pricing scheme model for each services offered, if the comparison is with flat-fee pricing scheme. It is the best way for provider to offer network based on usage based scheme. The results show that by applying two part tariff scheme, the providers can maximize its revenue either for homogeneous or heterogeneous consumers.</span>

Pipelines in critical engineered facilities, such as petrochemical and power plants, conduct important roles of fire extinguishing, cooling, and related essential tasks. Therefore, failure of a pipeline system can cause catastrophic disaster, which may include economic loss or even human casualty. Optimal sensor placement is required to detect and assess damage so that the optimal amount of resources is deployed and damage is minimized. This paper presents a novel methodology to determine the optimal location of sensors in a pipeline network for real-time monitoring. First, a lumped model of a small-scale pipeline network is built to simulate the behavior of working fluid. By propagating the inherent variability of hydraulic parameters in the simulation model, uncertainty in the behavior of the working fluid is evaluated. Sensor measurement error is also incorporated. Second, predefined damage scenarios are implemented in the simulation model and estimated through a damage classification algorithm using acquired data from the sensor network. Third, probabilistic detectability is measured as a performance metric of the sensor network. Finally, a detectability-based optimization problem is formulated as a mixed integer non-linear programming problem. An Adam-mutated genetic algorithm (AMGA) is proposed to solve the problem. The Adam-optimizer is incorporated as a mutation operator of the genetic algorithm to increase the capacity of the algorithm to escape from the local minimum. The performance of the AMGA is compared with that of the standard genetic algorithm. A case study using a pipeline system is presented to evaluate the performance of the proposed sensor network design methodology.
