Case Study of Cluster Analysis in Intercity Passenger Rail Planning and Marketing

Recent policy and regulatory initiatives have established new momentum for intercity passenger rail among planners, policymakers, and the general public. As a result, there is a great interest in developing new passenger rail lines and expanding existing routes in intercity corridors across the country. Moving forward, there exists a need to understand how current passenger rail services are being utilized, who is riding them, and what changes could be implemented to existing routes to attract ridership — as well as to document lessons learned from existing lines that can aid service development planning for newly proposed routes. In this paper, cluster analysis is applied to passenger survey data obtained in 2007 from riders of three Amtrak routes in the state of Michigan, USA. Cluster analysis is a multivariate data analysis method used extensively in marketing and customer profile research which seeks to identify similarities among potential customers that are not immediately evident using traditional grouping techniques. Data used in the formation of the passenger clusters include traveler alternatives to the passenger rail service and the importance of service attributes, on-board activities, and station amenities. These variables and other data from the passenger survey are then used to characterize the identified clusters in terms of what kinds of passengers are in each cluster and how these passengers benefit from the rail service. The passenger clusters are also analyzed for their potential response to service improvements such as reduced travel time, increased service frequencies, or improved intermodal connections. The findings of this case study can be applied in a number of activities related to intercity passenger rail service planning for existing as well as proposed routes. The findings provide valuable insight into the needs and preferences of current passengers and can be used to formulate strategies for equipment investments or the development of new on-board amenities. From a policy perspective, passengers’ preferences for alternative travel modes in the absence of the rail service reveal how the rail service supports intercity mobility for each of the clusters. Finally, from the cluster profile, potential strategies to attract new riders can be identified. The results show that clustering analysis methodology applied in this case study is a valuable tool for intercity passenger rail planning.

The Cleaner, Happier, Healthier hygiene intervention was developed and tested in 2013, featuring the Sesame Workshop characters. Through broadcast television, four public service announcements (PSAs) addressed washing hands with soap, using a latrine, wearing sandals, and drinking clean water. The main audiences were young preschool children and their parents or guardians. Research occurred in Bangladesh, India, and Nigeria, exploring the reach and impact of these PSAs. Although low percentages, from well-drawn samples of extremely vulnerable populations in these countries, reported awareness and recall of these messages, such percentages can reflect large numbers of viewers. Considering data from the participating children, measures of knowledge and attitudes were associated with engaging in several of the behavioral outcomes. As well, awareness and recall of the PSA messages predicted “all the time” for several of the hygiene behaviors. In contrast, parents’ reports of PSA awareness and recall were not associated with reports of children’s hygiene behaviors. Conducting reach studies is extremely difficult, especially in developing countries and communities. Despite the challenges, this study is encouraging. Participants reported seeing the messages, and in several models, this “reach” predicted reports of hygiene and health behaviors. Lessons learned from this case study and research can offer valuable insight into the production of future health PSAs, especially with harder-to-reach populations.

The economic assessment of transportation projects is evolving from a reliance on user benefits (travel time, cost, or safety) to encompass a wider spectrum of potential benefits, fostered by advances in economics and recognition that different project modes deliver different portfolios of benefits. Sponsors develop projects to address specific problems in their communities. This progression in how investments are evaluated opens the door for projects whose outcomes span a variety of benefit categories rather than concentrating on traditional user benefits and permits an improved intermodal comparison of candidate investments. Transit and intercity rail projects are particular beneficiaries of the broader project assessment approach. This paper presents a case study of how a comprehensive approach to project assessment was applied to the Northern Lights Express project that would reintroduce passenger rail service between the cities of Minneapolis and Duluth, Minnesota, the state's largest economies. Owned and operated by BNSF Railway, Amtrak's service in the corridor ended in 1985. Six stations are planned: Target Field in Minneapolis; stations in Coon Rapids, Cambridge, and Hinckley, Minnesota; a station in Superior, Wisconsin; and Union Depot in Duluth. The goal for the analysis was threefold: ( a) to confirm that the investment would yield a positive return; ( b) to communicate with partners, stakeholders, and the public about the project's expected outcomes; and ( c) to contribute to the selection of an alternative. The benefit–cost ratio was estimated for eight alternatives that varied by physical alignment and service plan.

One common yet effective method used by planners to evaluate the impacts of mass transportation modes is an on-board survey of modal users. An abundance of research exists on this topic from the perspective of evaluating urban transit services; however, background literature on the application of on-board surveys for intercity passenger rail is limited. This paper contributes to passenger rail planning by reporting on the lessons learned during a research project which included an on-board survey of passengers on the Heartland Flyer, a passenger rail route between Oklahoma City, Oklahoma and Fort Worth, Texas. Transit on-board survey literature and insight gained from past on-board surveys of intercity rail passengers were used to guide the design of this case study. Lessons learned during the on-board data collection and quality control review process are also reported. Renewed investment in the nation’s intercity passenger rail network will likely result in the need to answer critical questions about how infrastructure funds are being distributed. To answer these critical questions, the lessons learned from this case study can be used to guide the development of future on-board surveys of intercity passenger rail routes. Potential applications include the evaluation of on-board service and amenities or data to support funding requests for state appropriations or grant programs established by the Passenger Rail Improvement and Investment Act of 2008. Measuring these impacts will play a critical role in the strength of funding applications, particularly in a policy environment with a renewed sense of accountability and transparency in the use of scarce public resources for transportation investment.

In recent years, the policy and regulatory environment for intercity passenger rail in the United States has shifted dramatically. To support the resulting increase in intercity passenger rail planning activities, there is a need to understand the roles for passenger rail service in an intercity corridor, including who is using the service and how it is being used. Using on-board passenger survey data, this paper examines the role of the Hiawatha Service in the modal mix of the dense Milwaukee-Chicago intercity corridor. Primary trip purposes among Hiawatha Service travelers include personal trips, work commutes, and business trips. In the absence of the Hiawatha Service, more than 85 percent of passengers would travel via alternative travel modes. Consequently, it is estimated that the Hiawatha Service removes nearly 400,000 vehicles and 32 million vehicle-miles (51 million vehicle-km) traveled from the congested Milwaukee-Chicago corridor annually. As the nation moves forward with significant investment in intercity passenger rail, there are lessons to be learned from the Hiawatha Service, both for rail service planning and the formation of transportation policy. For rail planning, this research indicates that the proper service configurations can result in a variety of trip purposes being accommodated on the route; this raises additional challenges when considering service elements such as on-board amenities. From a policy perspective, these findings present a compelling argument for continued investment in intercity passenger rail because they demonstrate that the availability of high-quality passenger rail service in the right corridor can have meaningful impacts on highway congestion, regional economic development and job access, and air quality and greenhouse gas emissions.

Objective: To discuss the experience of sharing an experiential model of education and practice development between two colleges of pharmacy and to provide a framework to guide faculty in this type of collaboration. Case Study: The Ohio State University College of Pharmacy (OSU COP) Partner for Promotion (PFP) program was developed in response to the need for advancing practice in the community pharmacy setting. After successful implementation of this program, the PFP program design and materials were shared, adapted, and implemented at the University of Utah College of Pharmacy (Utah COP). Collaborating faculty developed a framework based on lessons learned through this experience which proposes key guiding strategies as considerations to address prior to embarking on sharing any aspect of an educational program or model between institutions. Each step of the framework is described and applied to the process followed by The OSU COP and Utah COP in sharing the PFP program. Additional considerations related to transfer of educational models are discussed. Results/Conclusion: Sharing the education model and materials associated with the PFP program between institutions has enhanced experiential opportunities for students and helped develop residency training sites in the community setting. In addition, the relationship between the two colleges has contributed to faculty development, as well as an increase in community pharmacy service development with community pharmacy partners at each institution. It is hoped this experience will help guide collaborations between other colleges of pharmacy to enhance education of future pharmacists while positively impacting pharmacy practice, teaching, and research by faculty.   Type: Case Study

ABSTRACTBackground: This paper describes an evaluation of a redevelopment program in a mental health service for older people, stimulated by U.K. Department of Health policy. IQCOL (Improving Quality of Care for Older People in Lambeth) was a two-year program to modernize and expand an inner-city service, with objectives to improve access, embed new functions, and tune the service towards the needs of the local community. The program evaluation aimed to contribute to knowledge on service planning and methodology for evaluating complex interventions.Methods: The study evaluated the progress and outcomes of this multifaceted program. The realist model of evaluation was followed, with a dual emphasis on utility and generalizability. With an iterative approach, the pragmatic, longitudinal design comprised a combination of qualitative and quantitative methods to explain the process of change and to measure achievement of objectives.Results: A high level of participation in evaluation activities was achieved. The workforce generally responded well to the program. However, progress in one team was hindered by understaffing and resistance to change, emphasizing that while localized provision may be desirable, team viability requires adequate resources and professional support. Improved access was indicated by a 13% increase of referrals. Data suggested earlier referral of dementia cases. Carer support was implemented, but assertive outreach was impeded by professional boundary issues. Ethnicity data showed that the service was responding to demographic trends. Positive views towards the program were associated with team resources and recent professional training.Conclusions: This case study demonstrates how whole system change can be achieved if sufficient attention is given to the needs of staff implementing the program. The evaluation emphasizes the importance of context in producing generalizable evidence on service development, and contributes useful methodological insights.

The California State Rail Plan (CSRP) is among the best rail plan documents published by any jurisdiction in the United States to date. As such, the CSRP is used in this paper as the basis of comparison to other state rail service plans. These plans will have been submitted to the Federal Railroad Administration (FRA) on record as of June 2020—as required under Section 303 of the Passenger Rail Investment and Improvement Act (PRIIA) of 2008. The purpose of this paper is to identify the best practices and gaps that may inform California and other states in their future rail service plan development. This paper is grounded in the realization that, while the general outline of FRA requirements is uniform for all states, the actual content and inclusion of these requirements in the myriad state plans varies greatly. For example, California was granted an exception to help update FRA Rail Plan Guidance for its 2018 Rail Plan, other states have complained that FRA guidance and requirements on rail service planning have put state rail agencies in the position of constantly writing plans with little or no time to implement them. Throughout this research, the authors identify all the elements of FRA guidelines as reflected in the CSRP and rail plans of other states. This report also identifies the best features and planning strategies that may inform and improve the state rail planning process going forward, steps that will positively contribute to the public benefit of enhanced rail systems.
