A Study on the Standard System of Pipeline Operation

Standardization, as the basis of pipeline, plays an important role in the sound development of pipeline operation and ensures its safety and efficacy on technology. It has become an important and pressing task to build up an appropriate standard system for the application of pipeline operation, in view of which, this article has made an in-depth analysis of the present standardization status of pipeline operation application and the problems in existing standard systems, put forward the principles for the standard of pipeline operation within the oil and gas industry and the established standard system for the application of pipeline operation. This project is intended to make the standard work better and move R&D into the development of standard system.

The scientific work reveals the theoretical, methodological and practical aspects of business management of the oil and gas industry enterprise "Boryslavnaftogaz". Business activity management is the impact on the business activity of the enterprise through the development of a set of measures aimed at expanding existing and conquering new markets; attracting new suppliers of raw materials and supplies; optimization of inventories; accelerating the turnover of assets and capital; elimination of the influence of internal and external factors that reduce the efficiency of resources used; contribute to the survival of the enterprise in a competitive environment, stimulate the development of production, promote sustainable economic growth – in order to maximize the company's profits. The analysis of the financial condition and financial activity of Boryslavnaftogaz oil and gas production department is carried out and the level and dynamics of indicators of business activity of the researched enterprise are analyzed. The main indicators of assessment of business activity of the enterprise (internal and external) are characterized. A SWOT-analysis of the financial and economic condition of the Boryslavnaftogaz oil and gas production department was conducted. Proposals for increasing the efficiency of the Boryslavnaftogaz oil and gas industry enterprise have been developed and substantiated. An in-depth analysis of the structure of receivables (causes and repayment) and accounts payable (search for sources of repayment). The economic results of design decisions are estimated.

Cyclone desanding is the technology of separating the solid component from the slurry by centrifugal force, widely used in the oil and gas industry. This study is to design a type of cyclone desander as efficient desanding equipment, which can desanding by the liquid flow and need no any other auxiliary device. The cyclone desander can form forced swirl to separate the sand in the oil-water mixture. The separated sand would sink into the bottom of the well directly and the clogging would not occur. This type of cyclone desander can also reduce the wear and tear of the sand on the pump, extend the workover cycle and improve the efficiency of oil recovery. The numerical simulations for the flow in the cyclone desander are performed. The velocity distribution, the pressure distribution and the sand sinking conditions are acquired at different moments. From the results the in-depth analysis for the working conditions of the cyclone desander are performed to prove the .efficiency of the cyclone desander with simple structure, low energy consumption and high efficient desanding.

Federal tax revenues from the main sectors of the Russian economy after the 1998 crisis are examined in the article. Authors present the structure of revenues from these sectors by main taxes for 1999-2003 and prospects for 2004. Emphasis is given to an increasing dependence of budget on revenues from oil and gas industries. The share of proceeds from these sectors has reached 1/3 of total federal revenues. To explain this fact world oil prices dynamics and changes in tax legislation in Russia are considered. Empirical results show strong dependence of budget revenues on oil prices. The analysis of changes in tax legislation in oil and gas industry shows that the government has managed to redistribute resource rent in favor of the state.

The article deals with the issues of political and economic power as well as their constellation on the market. The theory of public choice and the theory of public contract are confronted with an approach centered on the power triad. If structured in the power triad, interactions among states representatives, businesses with structural advantages and businesses without structural advantages allow capturing administrative rents. The political power of the ruling elites coexists with economic power of certain members of the business community. The situation in the oil and gas industry, the retail trade and the road construction and operation industry in Russia illustrates key moments in the proposed analysis.

The article is devoted to the consideration of geopolitical challenges for the analysis of geoenvironmental risks (GERs) in the hydrocarbon development of the Arctic territory. Geopolitical risks (GPRs), like GERs, can be transformed into opposite external environment factors of oil and gas industry facilities in the form of additional opportunities or threats, which the authors identify in detail for each type of risk. This is necessary for further development of methodological base of expert methods for GER management in the context of the implementational proposed two-stage model of the GER analysis taking to account GPR for the improvement of effectiveness making decisions to ensure optimal operation of the facility oil and gas industry and minimize the impact on the environment in the geopolitical conditions of the Arctic.The authors declare no conflict of interest
