The Port Hope Area Initiative involves a process that will lead to the cleanup of low-level radioactive wastes in two communities in Southern Ontario and the construction of three new long-term waste management facilities in those communities. The history of the Initiative provides important insights into local participation and the successes and failures of siting efforts. The wastes resulted from the operations of an industrial process in Port Hope that began in the 1930s. Initially, wastes (contaminated with radium, uranium, and arsenic) from radium processing were deposited in a relatively uncontrolled manner at various locations within the town. By the 1940s, uranium processing wastes were deposited at nearby purpose-built radioactive waste management facilities. The problem of contamination was first recognized in 1974 and the worst cases quickly cleaned up. However, large volumes of contamination remained in the community. There were three successive efforts to develop an approach to deal with the area’s contamination. In the early to mid 1980s, a standard approach was employed; i.e. indentifying the most technically appropriate local site for a disposal facility, proceeding to evaluate that site, and communicating the benefits of the chosen approach to the local community. That approach was resoundingly rejected by local citizens and government representatives. The second effort, an innovative and consultative voluntary siting effort carried out during the late-1980s and early to mid-1990s involved the solicitation of other municipalities to volunteer to host a facility for the disposal of the Port Hope areas wastes. That effort resulted in the identification of a single volunteer community. However, negotiations between the federal government and the municipality were unable to reach an acceptable agreement establishing the conditions for the community to host the waste management facility. The third effort, a community-driven approach, was undertaken in the late-1990s and resulted in an agreement in 2001 between the Government of Canada and the local communities that sets in motion a process for the cleanup of the local wastes and long-term management in new local waste management facilities. This paper provides insights into the history of the problem, the efforts of the federal government over the last two decades to deal with the issue, how local participation and decision-making processes affected the successes of the various siting approaches, and lessons learned that might be of interest to others who must deal with environmental remediation situations that involve siting long-term management facilities.

Canada’s Low-Level Radioactive Waste Management Office (LLRWMO) continues to make significant progress toward the remediation of orphan sites contaminated with historic Low Level Radioactive (LLR) waste. Since its establishment in 1982, the LLRWMO, which is operated by Atomic Energy of Canada Limited, has acted as the agent of the federal government in this area, taking policy and priority direction from the federal department of Natural Resources Canada. The LLRWMO has investigated and decontaminated structures and properties at many sites across the country. It has removed contaminated soil, debris and radioactive artifacts to interim storage or interim, in situ containment. It has worked with communities and regulatory agencies to develop locally acceptable waste management solutions for the short- and long-term. This paper provides an update on the progress of environmental remediation programs and projects of the LLRWMO made since the last reporting at the Sixth ICEM Conference in Singapore in 1997. Emphasis is placed upon the areas of sustained interim waste management and community problem solving in this period. In addition, comment is provided on the future of the program. On behalf of the federal government, the LLRWMO was appointed in 2000 July to act as the proponent for the Port Hope Area Initiative (PHAI), a ten-year $260 M undertaking that will see historic LLR wastes currently found in various community locations consolidated into safe, long-term management facilities, yielding environmental benefits for present and future generations. This activity is breaking new ground in the implementation of community recommended solutions and signals the way forward in Canada’s historic waste program.

The Government of Canada’s 1996 Policy Framework for Radioactive Waste Management establishes that waste owners are responsible for the management of their radioactive wastes. This includes the planning, funding, and implementation of long-term waste management initiatives. Within this context, the Government has established three separate programs aimed at addressing the long-term management of radioactive waste for which it has accepted responsibility. The largest of these programs is the Nuclear Legacy Liabilities Program (NLLP). The objective of the NLLP is to address radioactive waste and decommissioning liabilities resulting from 60 years of nuclear research and development at Atomic Energy of Canada Limited (AECL) sites in Canada. In 2005, the Government increased the value of this liability in its Public Accounts based on a new, 70-year long-term strategy and, in 2006, it implemented a $520 million 5-year work plan to initiate the strategy. The cost of implementing the full strategy is estimated at about $7 billion (current-day dollars). Canada’s Historic Waste Program is a second program that is designed to address low-level radioactive wastes across Canada that are not managed in an appropriate manner for the long-term and for which the current owner can not reasonably be held responsible. These wastes mainly emanate from the refining and use of radium in the 1930s and the very early days of the nuclear industry in Canada when radioactive ores were mined and transported long distances for processing. While the Historic Waste Program has been in place since 1982, the Government of Canada launched the Port Hope Area Initiative in 2001 to deal with the bulk of the waste. Finally, the Government of Canada has entered into two agreements with Canadian provincial governments on roles and responsibilities relating to the decommissioning of uranium mine and mill tailings sites. These agreements, one with the Province of Ontario and one with the Province of Saskatchewan, establish the responsibilities of each level of government to address circumstances where further decommissioning work is required and the producer can no longer be held responsible. The paper will provide an overview of these environmental remediation programs for radioactive waste and will describe recent progress and future challenges.

BACKGROUND In the span of COVID-19, the mortality rate has been different from one country to another. As a country in the Middle East Iraq has a critical position, lies between Iran and Turkey while both countries coronavirus cases increase on daily basis, while Iranian mortality rate record is high similar to Turkey. After Wuhan city of China, Lombard of Italy, Qum city in Iran has the highest number of COVID-19 as a first country in the Middle East. OBJECTIVE aim of this study is to show the effect of BCG vaccine during pandemic diseases, especially nowadays at the time of COVID-19. One of the crucial observations is the government preparedness and strategic planning prior pandemics, in which the BCG vaccine is an attenuated live vaccine for control of tuberculosis (TB). BCG vaccine has a non-specific immune effect that is used against pathogens like bacteria and viruses, through the promotion of pro-inflammatory cytokines' secretion. METHODS An epidemiological study has been performed, and it shows that some countries are more prone to contagious diseases like COVID-19, regardless of the main cultural, religious, societal similarities among the three mentioned countries. The information data has been collected from WHO reports and worldometer in 18 February 2020 to 10 May 2020. Regarding the efficacy of the BCG vaccine, relevant data has been retrieved from Google scholar, Pub-med and BCG world-atlas. RESULTS COVID-19 mortality rates are at peak in Iran and Turkey while the mortality rate is very low in Iraq, while the patients that died in Iraq all had history of other long-term diseases as heart disease, blood pressure, cancer etc. CONCLUSIONS From the experiences of the three countries in the life span of COVID-19, the historical plan of BCG vaccine in Iraq in cooperation with WHO since the last decades it shows that COVID-19 mortality rate is lower than other countries due to the early vaccination of the Iraqis, otherwise Iraq is more fragile than Iran and Turkey due to the poor conditions of Iraq in terms of economics, politics, war and other aspects.

Interest in psychiatric neurosurgery has waxed and waned since the 1930s. This chapter reviews the history of these methods, with a focus on OCD. This review of lesion procedures and deep brain stimulation includes neuropsychological and neuroimaging research in the context of putative neurocircuitry underlying symptoms and response to treatment. The chapter highlights how an abundance of caution is needed, as well as key issues in long-term management of patients so treated.

The situation in the world of pandemics is rapidly changing, and the second wave of COVID-19 has put a lot of pressure on the government and private sector, which are primarily responsible for controlling the situation. COVID-19 positive cases have increased in recent months relative to last year, and the number of patients admitted to hospitals has also increased, despite the fact that few of them were denied admission due to shortage of beds. Normal people who experience any symptoms immediately isolate themselves and begin taking the COVID medications prescribed by medical personnel and their team. During these times, all domestic people tossed the wrappers and boxes of medicines into the regular trash can, and the waste was handed over to the waste collector, who treated it like any other domestic waste and disposed of it using open dumping or other methods. The goal of this perspective is to suggest the collections of these types of waste from domestics, and protect the natural resources like water, soil, and even living beings like animals from pollution (from the effect of SARS-CoV-2). The main challenge for environmental waste management agencies is determining who has COVID positive and which houses generate these types of waste; thus, proposed strategy may be beneficial to the long-term sustainability of natural resources and animals.

AbstractThis chapter shows how carnival has been used to counter the impact of Brazil’s colonial history on its asylums and perceptions of madness. Colonisation of Brazil by Portugal in the nineteenth century led to a process of Europeanisation that was associated with dismissal of non-European customs and values as “mad” and sequestration of the poor from the streets into asylums. Bringing together the work of the two authors, the chapter describes through a case study how a carnival project, Loucura Suburbana (Suburban Madness), in which patients in both long- and short-term asylum care play leading roles, has enabled them to “reclaim the streets,” and re-establish their right to the city as valid producers of culture on their own terms. In the process, entrenched stigmas associated with having a history of mental illness in a local community are challenged, and sense of identity and self-confidence can be rebuilt, thus contributing to long-term improvements in mental well-being. Further illustrative materials are available including photographs and video clips.

At the end of 1971 the Government designated the extention of the Community Development Project to the planned total of twelve areas. The project was then described as ‘a national action-research experiment’ carried out in selected urban localities in order to discover ‘how far the social problems experienced by people in a local community can be better understood and resolved through closer co-ordination of all agencies in the social welfare field – central and local government and the voluntary organizations – together with the local people themselves’. There was a special emphasis placed on the importance of ‘citizen involvement and community self-help’, together with the expectation that ‘the lessons learned can be fed back into social policy, planning and administration, both at central and local government level’.

Since 1984, ENRESA is responsible of the radioactive waste management and the decommissioning of nuclear installations in Spain. The major recent challenge has been the approval of the Sixth General Radioactive Waste Plan (GRWP) as “master plan” of the activities to be performed by ENRESA. Regarding the LILW programme, the El Cabril LILW disposal facility will be described highlighting the most relevant events especially focused on optimizing the existing capacity and the start-up of a purpose–built disposal area for VLLW. Concerning the HLW programme, two aspects may be distinguished in the direct management of spent fuel: temporary storage and long-term management. In this regards, a major challenge has been the decision adopted by the Spanish Government to set up a Interministerial Committee for the establishment of the criteria that must be met by the site of the Centralized Intermediate Storage (CTS) facility as the first and necessary step for the process. Also the developments of the long-term management programme will be presented in the frame of the ENRESA’s R&D programme. Finally, in the field of decommissioning they will be presented the PIMIC project at the CIEMAT centre and the activities in course for the decommissioning of Jose´ Cabrera NPP.

Purpose: Through combing the 40 years’ history of the development of Chinese educational policy research, this article attempts to sort out the efforts and lessons learned by researchers in the field of education policy in China. Design/Approach/Methods: As one of the earliest scholars engaged in the study of Chinese education policy, based on the academic publications, symposia, and thematic research, the author has found efforts in four directions in the field: proposals for policy-oriented research and research-oriented policy, disciplinization-based endeavors, empirical research on theory-guided educational policy, and guidance on major educational policy research topics and a think tank for educational policy decisions. Findings: This article argues that there is now a correspondence among the ideas, themes, forms, and frameworks of the educational reform promulgated by the government in recent years that have appeared in educational policy research, but there is no clear demarcation of what makes an educational policy researcher; no stable academic community has been formed that might strive together toward the foundation of a disciplinary paradigm, the rational organization of academic ideas, and the establishment and handing over of a theoretical framework to a succeeding generation. Originality/Value: This article takes a step back to claim that a paradigm for Chinese educational policy research is still nascent in the arduous process of formulation.
