The Internet is a worldwide connection of thousands of computer networks. All of them speak the same language, TCP/IP, the standard protocol. The Internet allows people with access to these networks to share information and knowledge. Resources available on the Internet are chat groups, e-mail, newsgroups, file transfers, and the World Wide Web. The Internet has no centralized authority and it is uncensored. That portion of the Internet known as the World Wide Web has been riding an exponential growth curve since 1994 (Network Wizards, 1999; Rutkowski, 1998), coinciding with the introduction of NCSA’s graphically based software interface Mosaic for “browsing” the World Wide Web (Hoffman, Novak, & Chatterjee 1995). Currently, over 43 million hosts are connected to the Internet worldwide (Network Wizards, 1999). In terms of individual users, somewhere between 40 to 80 million adults (eStats, 1999) in the United States alone have access to around 800 million unique pages of content (Lawrence & Giles, 1999), globally distributed on arguably one of the most important communication innovations in history. Yet even as the Internet races ambitiously toward critical mass, some social scientists have begun to examine carefully the policy implications of current demographic patterns of Internet access and usage (Hoffman & Novak, 1998; Hoffman, Kalsbeek, & Novak, 1996; Hoffman, Novak, & Venkatesh, 1997; Katz & Aspden, 1997; Wilhelm, 1998). Looming large is the concern that the Internet may not scale economically (Keller, 1996), leading to what Lloyd Morrisett, the former president of the Markle Foundation, has called a “digital divide” between the information “haves” and “have-nots.” For example, although almost 70% of the schools in this country have at least one computer connected to the Internet, less than 15% of classrooms have Internet access (Harmon, 1997). Not surprisingly, access is not distributed randomly, but correlated strongly with income and education (Coley, Cradler, & Engel 1997). A recent study of Internet use among college freshman (Sax, Astin, Korn, & Mahoney 1998) found that nearly 83% of all new college students report using the Internet for school work, and almost two-thirds use e-mail to communicate. Yet, closer examination suggests a disturbing disparity in access. While 90.2% of private college freshman use the Internet for research, only 77.6% of students entering public black colleges report doing so. Similarly, although 80.1% of private college freshman use e-mail regularly, only 41.4% of students attending black public colleges do. Further, although numerous studies (e.g., CyberAtlas, 1999; Maraganore & Morrisette, 1998) suggest that the gender gap in Internet use appears to be closing over time and that Internet users are increasingly coming from the ranks of those with lower education and income (Pew Research Center, 1998), the perception persists that the gap for race is not decreasing (Abrams, 1997). We now raise a series of points for further discussion. We believe these issues represent the most pressing unanswered questions concerning access and the impact of the digital divide on the emerging digital economy. This article is intended to stimulate discussion among scholars and policymakers interested in how differences in Internet access and use among different segments in our society affect their ability to participate and reap the rewards of that participation in the emerging digital economy. In summary, we have reviewed the most recent research investigating the relationship of race to Internet access and usage over time. Our objective is twofold: (1) to stimulate an informed discussion among scholars and policymakers interested in the issue of diversity on the Internet, and 2) to propose a research agenda that can address the many questions raised by this and related research.

And in the beginning, there was e-mail! At least, that may be the perception of the millions of people who use electronic mail (“e-mail”) every day. In fact, the pervasiveness of the Internet in general, and the World Wide Web and e-mail in particular, has made it difficult for many people to remember the world before these technologies changed the face of communications forever. But it was only a decade ago that e-mail was a novelty outside of academic and scientific settings, the Web was not yet viable as a commercial mechanism, and the promise and exuberance surrounding the developing technologies masked the dangers of the road that would lie ahead.

The advent of the Internet has forever changed the way people interact, communicate, and share information. The World Wide Web allows Internet users to send a letter in a matter of seconds, to instantly find out the latest sports scores and stock prices, or to learn of breaking world news. The Internet even allows people to have realtime conversations with other Internet users anywhere around the world. The Internet has also provided users a medium through which they can engage in any number of illicit acts. One of the more popular illicit acts, engaged in by millions of Internet users, involves trading music files across file sharing networks. Users accomplish this file sharing, or pirating, by copying the music from a compact disc onto their computers and uploading a file of the copied music onto a network created by software such as Kazaa or Napster. An infinite number of other users can then access this network, providing them an instant ability to copy the file of that song to their own computers.

While these technological tools have become widespread throughout the profession, no empirical studies have been conducted to gauge their pervasiveness.

A national e-mail survey of public relations practitioners investigated how use of the World Wide Web and practitioners' roles and status are linked. Cluster analysis partially replicated and refined Leichty and Springston's 1996 roles typology, further challenging the traditional manager-technician dichotomy that has driven twenty-five years of roles research. Managers used the Web more than technicians for research and evaluation and more than internals for issues communication. Managers and internals use the Web more than technicians for productivity and efficiency. In general, practitioners are no longer laggards in new technology, and women have caught up with men in use of new technology, such as the Web.

Over the past decade academic and research libraries throughout the world have taken advantage of the enormous developments in communication technology to improve services to their users. Through the Internet and the World Wide Web researchers now have convenient electronic access to library catalogs, indexes, subject bibliographies, descriptions of manuscript and archival collections, and other resources. This brief overview illustrates how libraries are facilitating performing arts research in new ways.

<span>Public libraries were early adopters of Internet-based technologies and have provided public access to the Internet and computers since the early 1990s. The landscape of public-access Internet and computing was substantially different in the 1990s as the World Wide Web was only in its initial development. At that time, public libraries essentially experimented with publicaccess Internet and computer services, largely absorbing this service into existing service and resource provision without substantial consideration of the management, facilities, staffing, and other implications of public-access technology (PAT) services and resources. This article explores the implications for public libraries of the provision of PAT and seeks to look further to review issues and practices associated with PAT provision resources. While much research focuses on the amount of public access that </span><span>public libraries provide, little offers a view of the effect of public access on libraries. This article provides insights into some of the costs, issues, and challenges associated with public access and concludes with recommendations that require continued exploration.</span>

In this paper we are presenting a simple simulation of the Internet World-Wide Web, where one observes the appearance of web pages belonging to different web sites, covering a number of different thematic topics and possessing links to other web pages. The goal of our simulation is to reproduce the form of the observed World-Wide Web and of its growth, using a small number of simple assumptions. In our simulation, existing web pages may generate new ones as follows: First, each web page is equipped with a topic concerning its contents. Second, links between web pages are established according to common topics. Next, new web pages may be randomly generated and subsequently they might be equipped with a topic and be assigned to web sites. By repeated iterations of these rules, our simulation appears to exhibit the observed structure of the World-Wide Web and, in particular, a power law type of growth. In order to visualise the network of web pages, we have followed N. Gilbert's (1997) methodology of scientometric simulation, assuming that web pages can be represented by points in the plane. Furthermore, the simulated graph is found to possess the property of small worlds, as it is the case with a large number of other complex networks.

This paper argues that the World Wide Web provides a unique opportunity for sociological explication. It contends that sociological uses of the Internet for publication purposes have not as yet taken full advantage of the technology available, producing web facsimiles of printed pages. It highlights the potential for undertaking inquiries which employ the multimedia aspects of WWW technology and extends some of the insights from ethnomethodology and conversation analysis regarding retrievable data.
