Problems faced in implementing the coordination of Airworthiness control between the Head Office of the Directorate of Airworthiness and Aircraft Operations and the Airport Authority Office. It can be seen from the Directorate of Airworthiness and Aircraft Operations that until now it is still carrying out control activity tasks such as giving directions, technical guidance, licensing extension. The authority to sign the extension of permits (permits, standard airworthiness certificates, and aircraft personnel licenses) granted by the Director General of Civil Aviation to the Head of the Airport Authority Office. The approach used in this research is a normative juridical approach. Based on the results of research and discussion, it can be concluded that: First, the coordination of flight control between the Office of the Ministry of Transportation, Directorate of Airworthiness and Aircraft Operation and the Regional VI Airport Authority Office regarding Airworthiness Control is regulated in the Regulation of the Director General of Air Transportation Number: KP. 459 of 2015 that the Head Office and the Airport Authority Office are carried out harmoniously and tiered according to their respective authorities through the national aviation safety and security database system. However, the implementation of the division of authority for airworthiness control has not been carried out in accordance with the provisions, because the database system referred to in Article 6 of the Regulation of the Director General of Civil Aviation Number: KP. 459 of 2015, not yet available. Second. 2. Constraints found in the flight control coordination arrangements between the Office of the Ministry of Transportation and the Regional VI Airport Authority Office regarding Airworthiness Control are external obstacles and internal constraints. External constraints, namely: 1) the implementation of the control function in the Airworthiness sector in the form of an extension of the aircraft personnel license and the extension of the Advanced Airworthiness certificate (Certificate of Continous Airworthines) in its working area is still being carried out by the Airworthiness Inspector Office of the Ministry of Transportation, Directorate of Airworthiness and Aircraft Operations. Air; 2) the exercise of controlling authority in the signing of an extension of the Aircraft Airworthiness Certificate has not been implemented properly; 3) the authority to carry out functions has not been able to be carried out properly; 4) the arrangement for the placement of Airworthiness inspectors at the Regional VI - Padang Airport Authority Office is not in accordance with the number and qualifications.

Abstract A theory of a thermoelastic rod is presented in this paper. The theory is based on the work of Green and Naghdi, supplemented by singular supplies of momenta, energy and entropies at a discontinuity. In addition, several aspects of the theory in the presence of internal constraints are presented. The theory is suited to the study of numerous applications, including studies of phase transformations, propagation of shock and acceleration waves and axially moving rods.

BKKBN as an organizer of family empowerment of the government to create a program Families Economic Empowerment by forming a group container (UPPKS), which is in its implementation in the city of Padang Panjang still encountered a number of problems. The purpose of this research is to determine the level of program effectiveness (UPPKS) in empowering the poor in Padang Panjang city, here are also seen what obstacles are encountered during program implementation and what efforts can be made to overcome these obstacles. The method used in this research is mixed methods were used to measure the effectiveness of the UPPKS program using the model of evaluation CIPO by Stufflebeam, then to get deeper conclusions regarding the results of the study used qualitative methods through observation and interviews. The research findings indicate that the effectiveness program (UPPKS) for empowerment of the poor in Padang Panjang been effective with 70.55% good category. Although the implementation of the program UPPKS in accordance with existing procedures but has not been fully able to improve the welfare of its members. This can be seen with still found some constraints in implementation, obstacles encountered can be categorized into two forms of internal constraints and external constraints. Internal constraints such as: weak supervision of the program, the lack of capital coming from the government, coaching is not evenly distributed. External constraints such as: the use of aid funds is not maximized, the lack of creativity and innovation groups in finding and utilizing financial resources, delays in repayment of the loan. Efforts are made to overcome these obstacles is to involve family welfare III acted as a foster father in group, guidance, and constraints derived from program participants made efforts such as mentoring, conducting proactive system for members jammed in payments.

ABSTRACTGood Corporate Governance (GCG) is a important measure in the corporation an business practice. Some fact that showed lowed rank in the implementation of GCG in Indonesia, had been one of important factors that caused economic crisis and slow face of economic growth in Indonesia, This is had been a trigger to all stakeholders to continue encourage implementation of GCG in Indonesia. There are four important principal in GCG that now continue to encourage, fairness, transparency, accountability, and responsibility.At the level of practice, the application of GCG in Indonesia, especially in BUMN and BUMD is still very low. Some of the obstacles that hinder the implementation of GCG in Indonesia, especially in BUMN and BUMD are the internal constraints, external constraints, and constraints of ownership. To overcome the obstacles it needs to be stressed to continue to raise awareness of all stakeholders about the important of GCG implementation, strengthening the legal basis of GCG implementation, strengthening  government system reform until clean government that free from corruption had been establish, and do some reform throughout the business corporation that runs in Indonesia. Keywords : strategy, GCG, BUMN, BUMD   STRATEGI PENGEMBANGAN DAN PENERAPAN GOOD CORPORATE GOVERNANCE (GCG) BAGI BUMN DAN BUMD DI INDONESIA ABSTRAKGood Corporate Governance (GCG) merupakan sebuah instrumen penting dalam praktek bisnis dan perusahaan. Fakta menunjukkan bahwa rendahnya penerapan GCG di Indonesia telah menjadi salah satu faktor penting terjadinya krisis ekonomi di Indonesia serta lambatnya pertumbuhan ekonomi di Indonesia. Hal ini telah menjadi pendorong berbagai pihak untuk terus mendorong penerapan GCG di Indonesia. Empat prinsip penting dalam GCG yang saat ini terus didorong untuk diterapkan adalah kewajaran, transparansi, akuntabilitas, dan responsibilitas. Pada tataran praktek, penerapan GCG di Indonesia, khususnya pada BUMN dan BUMD masih sangat rendah. Beberapa kendala yang menghambat penerapan GCG di Indonesia, khususnya pada BUMN dan BUMD adalah kendala internal, kendala eksternal, dan kendala kepemilikan. Untuk mengatasi berbagai kendala tersebut maka perlu ditekankan untuk terus meningkatkan kesadaran berbagai pihak akan pentingnya penerapan GCG,   memperkuat   dasar  hukum  penerapan  GCG,   mereformasi  sistem  pemerintahan  hingga terciptanya praktek clean government yang bebas KKN serta reformasi di seluruh korporasi bisnis yang berjalan di Indonesia. Kata kunci : strategy, GCG, BUMN, BUMD

AbstractA procedure is described to determine phase velocities of a circular helix. Computations are made for three helix configurations using the method of internal constraints. The results so obtained are compared with the results obtained by using the elementary theory proposed by J. H. Michell, and the extended elementary theory proposed by A. B. Basset.

ABSTRACT In the human central nervous system, susceptibility to poliovirus (PV) infection is largely confined to a specific subpopulation of neuronal cells. PV tropism is likely to be determined by cell-external components such as the PV receptor CD155, as well as cell-internal constraints such as the availability of a suitable microenvironment for virus propagation. We reported previously that the exchange of the cognate internal ribosomal entry site (IRES) within the 5′ nontranslated region of PV with its counterpart from human rhinovirus type 2 (HRV2) can eliminate the neuropathogenic phenotype in a transgenic mouse model for poliomyelitis without diminishing the growth properties in HeLa cells. We now show that attenuation of neurovirulence of PV/HRV2 chimeras is not confined to CD155 transgenic mice but is evident also after intraspinal inoculation intoCynomolgus monkeys. We have dissected the PV and HRV2 IRES elements to determine those structures responsible for neurovirulence (or attenuation) of these chimeric viruses. We report that two adjacent stem loop structures within the IRES cooperatively determine neuropathogenicity.
