After more than 1 year from the beginning of the pandemic, the coronavirus disease 2019 (COVID-19) has reached all continents. The number of infected people is still increasing, and Brazil is among the countries with the highest number of registered cases in the world. In this study, we investigated the profile of hospitalized COVID-19 cases and the eventual clusters of similar areas, using geographic information systems. The study was conducted using secondary data. Variables such as sociodemographic characteristics, comorbidities, hospitalization, signs, and symptoms among confirmed cases were considered for each microregion/city of the state of Rio de Janeiro. These proportions were used when calculating the Global Moran's I. The local indicator of spatial association was used to identify local clusters. A significant global spatial auto correlation was found in 28% of the variables. The presence of spatial autocorrelation indicates that the proportions of patients with COVID-19 according to these characteristics are spatially oriented. Moran maps reveal 2 clusters, 1 of high proportions and 1 of low proportions. Understanding the geographic patterns of COVID-19 may assist public health investigators, contributing to actions to prevent and control the pandemic in the state.

Anthracnose is a disease caused by Colletotrichum spp., one of the world’s most damaging sweet and chili pepper pathogens, especially in tropical and subtropical regions. In the state of Rio de Janeiro, anthracnose is one of the main obstacles for pepper crops. However, to date no research has focused on the identification and characterization of the pathogen, which is fundamental to understand the scope of the disease in the state. Thus, the correct identification of the fungal species and pathogenicity studies can provide important support for disease management and control, apart from identifying possible resistance sources for exploitation in peppers breeding programs. In this study, 11 Colletotrichum isolates were collected from peppers with typical symptoms in the Rio de Janeiro state. These isolates were characterized based on morpho-cultural characteristics and sequencing data from five regions (ITS, ACT, CAL, β-TUB and GAPDH), and the genetic variability was estimated by AFLP markers. Simultaneously, microscopy images of the colonization by the fungal species on unripe Capsicum annuum fruits were taken. Pathogenicity was tested and resistance sources were sought by means of infection of ripe and unripe fruits of 50 Capsicum baccatum accessions. The resulting data showed that all isolates belong to Colletotrichum scovillei specie. About the pathogenicity of Capsicum baccatum, differentiated, stage-specific responses, with higher resistance of ripe fruits were recorded. In addition, four possible sources of Colletotrichum scovillei resistance were detected among the tested accessions. The combination of these data can contribute to future studies on the interaction of Colletotrichum scovillei-Capsicum spp., a research line that is still unexploited in the main areas of this anthracnose fungus.

Purpose The purpose of the present paper is to examine the effects of overconsumption on consumer evaluations of advertised brands. While the determinants and health consequences of overconsumption have received considerable attention, the authors suggest that there are important marketing and advertising implications. Specifically, based on goal theory, the authors examined whether the aversive state of oversatiation is associated with more negative evaluations of advertised brands of the overconsumed product. Design/methodology/approach In three studies, oversatiation was measured or experimentally induced by having participants drink (too) much mineral water. Subsequently, participants watched advertisement of mineral water brands and control brands. Evaluations of the brands, buying intentions and estimates of future purchases of the advertised brands were measured. Findings Oversatiation negatively affected evaluations, buying intentions and estimates of future purchases of advertised mineral water brands. Importantly, a state of oversatiation did not affect evaluation of advertised brands not relevant to the overfulfilled goal. Originality/value Overconsumption of food and drinks can have detrimental health effects and results in large costs to society. While its health implications have received abundant scientific attention, little attention has been paid to the psychological consequences of the state of being oversatiated. Here, the authors show that the state of oversatiation (which might, for example, be very common during watching television commercials) can lead to particularly negative evaluations of advertised brands. As such, these findings have important marketing implications.

Abstract. The present study had the objective of estimating the abundance and monthly frequency of vector phlebotomines for American cutaneous leishmaniasis (ACL) in the municipalities of Saquarema, Rio Bonito, Piraí and Rio Janeiro, in the state of Rio de Janeiro. Seven sites located in these municipalities were monitored over a 10 to 12-month period. Lutzomyia migonei (França) Lutzomyia (Pintomyia) fischeri (Pinto) and Lutzomyia (Nyssomyia) intermedia (Lutz & Neiva) the vectors for ACL, were recorded in all four of these municipalities. In this study, it was noteworthy that Lutzomyia (Lutzomyia) longipalpis (Lutz & Neiva) the vector of visceral leishmaniasis (VL) was registered. In addition to these vectors, three other phlebotomine species, including Lutzomyia edwardsi (Mangabeira), Lutzomyia sallesi (Galvão & Coutinho) and Lutzomyia firmatoi (Barreto, Martins & Pellegrino) were captured in peridomestic environments at the seven monitoring sites (MS) over a 1476-hour period. A total of 23,187 specimens were captured leishmaniasis vector species accounted for 99.6% of the specimens captured. Lutzomyia (N.) intermedia presented the highest abundance (SISA = 1.0) and was recorded at all monitoring sites, with the highest mean Williams values. Lutzomyia migonei was the second most abundant and was found at all sites except MS6 (SISA = 0.66). Lutzomyia (L.) longipalpis, Lutzomyia sallesi, Lutzomyia firmatoi and Lutzomyia (P.) fischeri were occasionally observed at the MS. These studies point to  the need for adoption of policies involving actions of health education, associated with the notion of environmental management and the basics concepts of the disease, as element of success of an integrated program of entomological surveillance and control of  American cutaneous leishmaniasis.Abundância e Frequência Mensal de Flebotomíneos (Diptera: Phlebotomiae) em Alguns Municípios do Estado do Rio de Janeiro, BrasilResumo. Espécies responsáveis pela transmissão das leishmanioses totalizaram 99,6%. L. (N.) intermedia apresentou a maior abundância (SISA = 1,0) e foi registrada em todos os SM, com os maiores valores médios de captura. Lutzomyia migonei foi a segunda mais abundante e também foi encontrada em todos os locais, exceto MS6 (SISA = 0,66). Lutzomyia (L.) longipalpis, Lutzomyia sallesi, Lutzomyia firmatoi e Lutzomyia (P.) fischeri foram ocasionalmente observadas nas SM. Esses estudos apontam para a necessidade de adoção de políticas que envolvam ações de educação em saúde, associados à noção de manejo ambiental e conceitos básicos da doença, como elemento de sucesso de um programa integrado de vigilância entomológica e controle da LTA.

The story of anti-communism in California schools is a tale well and often told. But few scholars have appreciated the important role played by private surveillance networks. This article examines how privately funded and run investigations shaped the state government’s pursuit of leftist educators. The previously-secret papers of Major General Ralph H. Van Deman, which were opened to researchers at the National Archives in Washington, D.C., only a few years ago, show that the general operated a private spy network out of San Diego and fed information to military, federal, and state government agencies. Moreover, he taught the state government’s chief anti-communist bureaucrat, Richard E. Combs, how to recruit informants and monitor and control subversives. The case of the suspicious death of one University of California, Los Angeles student – a student that the anti-communists claimed had been “scared to death” by the Reds – shows the extent of the collaboration between Combs and Van Deman. It further illustrates how they conspired to promote fear of communism, influence hiring and firing of University of California faculty, and punish those educators who did not support their project. Although it was rarely successful, Combs’ and Van Deman’s coordinated campaign reveals a story of public-private anticommunist collaboration in California that has been largely forgotten. Because Van Deman’s files are now finally open to researchers, Californians can gain a much more complete understanding of their state bureaucracy’s role in the Red Scare purges of California educators.

This work presents a problematization about the local integration of refugees as one of the lasting solutions proposed by the UNHCR and the present challenges for the consolidation of policies of social protection for this segment in the state of Rio de Janeiro. This study was made through the bibliographic analisis and systematization of a workshop about the thematics carried with governamental and non-governamental agents and leaderships in the refugee population in the occasion of the seminar Mobility Crossroads: knowledge and practices in protection policies for refugee populations and migrants in vulnerable situation, which occurred in November 2017, organized by Cátedra Sérgio Vieira de Mello of PUC-Rio.

Abstract The paper attempts to determine an optimum structure of a directional measurement and control network intended for investigating horizontal displacements. For this purpose it uses the notion of entropy as a logarithmical measure of probability of the state of a particular observation system. An optimum number of observations results from the difference of the entropy of the vector of parameters ΔHX̂ (x)corresponding to one extra observation. An increment of entropy interpreted as an increment of the amount of information about the state of the system determines the adoption or rejection of another extra observation to be carried out.

Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.
