A Performance–Based Building Code in Use

The trend in development of building codes has been to move away from prescriptive codes that describe a particular method that must be complied with, to performance–based or objective–based codes that describe the outcome or level of performance to be achieved. The development of the Building Code of Australia followed this trend, with a fully performance–based version of the code being released in 1996. An independent review of the Australian Building Codes Board, including the impact of the performance–based code was undertaken in 1999. This review reached conclusions about whether the code had met the expectations that were originally envisaged. The performance-based Building Code of Australia followed the ‘Nordic model’ of performance hierarchy, consisting of Objectives, Functional Statements and Performance Requirements. After 3 years of use of the code, and with a major review of how the code should develop in the future under way, the appropriateness of the Nordic model is being questioned. This paper identifies the experiences gained from use of the Building Code of Australia´s performance hierarchy, and factors associated with the regulatory environment that have the potential to influence its success. The code re–development process will be described and current thinking on changes to the performance hierarchy will be exposed. The results from the independent review of the performance–based code is reported here in.

ABSTRACTThis paper investigates the development process of emergent materials for architecture by looking at the example of Phase Change Materials. In the context of the complex nature of the constructed environment and the functional and performance requirements for buildings, emergent materials have to be carefully tuned for maximum performance. Investigating the relationship of time, space and matter in the design and development process through interdisciplinary endeavors is at the heart of this investigation. Furthermore, a shift from multidisciplinary endeavors to truly interdisciplinary collaboration that crosses the traditional boundaries of the individual fields is suggested.

The introduction of new Air Traffic Management (ATM) concepts such as Trajectory Based Operations (TBO) may produce a significant impact in all performance areas, that is, safety, capacity, flight efficiency, and others. The performance framework in use today has been tailored to the operational needs of the current ATM system and must evolve to fulfill the new needs and challenges brought by the TBO content. This paper presents a novel performance assessment framework and methodology adapted to the TBO concept. This framework can assess the key performance areas (KPAs) of safety, capacity, and flight efficiency; equity and fairness are also considered in this research, in line with recent ATM trends. A case study is presented to show the applicability of the framework and to illustrate how some of the complex interdependencies among KPAs can be captured with the proposed approach. This case study explores the TBO concept of “strategic 4D trajectory deconfliction,” where the early separation tasks of 4D trajectories at multisector level are assessed. The framework presented in this paper could potentially support the target-setting and performance requirements identification that should be fulfilled in the future ATM system to ensure determined levels of performance.

In arid climates, almost half of the urban peak load of energy demand is used to supply cooling and air-conditioning in the summertime. The pressure placed on energy resources to satisfy inhabitants’ indoor comfort requirements is mounting due to accelerated urbanisation rates in developing countries and has led countries such as those in the GCC (Gulf Cooperation Council) to establish sustainable building codes to enhance their environmental performance. Using the extensive parametric energy simulations provided by DesignBuilder, this study addresses the potential of applying different GCC energy efficiency measures to reduce annual energy consumption and carbon emissions in a typical residential dwelling in the Kingdom of Bahrain. To do so, first, a base case validation simulation model was generated, followed by four design scenarios addressing the minimum requirements for Bahrain’s Energy Conservation Code, Abu Dhabi’s ESTIDAMA 1, Saudi Arabia’s code, and Kuwait’s building code. Then, a feasibility study was conducted using the simple payback period (SPP) and lifecycle cost (LCC) analysis. Overall energy and carbon emission (CO2) reduction showed the potential for building sustainable codes to improve building environmental performance throughout the year. In terms of energy performance and CO2 reduction, Abu Dhabi’s ESTIDAMA 1 code recorded the best energy savings at a 24.4% and a 26.3% reduction in carbon emissions, followed by the Saudi code with a 14.6% annual energy savings and 12.3% less carbon emissions. Regarding the economic analysis, although the SPP indicates the Bahraini code offered payback in just under two years for subsidised energy and half a year for unsubsidised, the LCC analysis suggests that applying Abu Dhabi’s ESTIDAMA 1 code was the most feasible, followed by the Saudi building code. Consequently, the study suggests a comprehensive evaluation of the relationship between the sustainable building codes and their economic feasibility in order to enhance and promote the wide application in the GCC based on the code’s capabilities and their benefits for residential households and the overall economy.

The paper provides new survey evidence on effects of concentrated ownership upon investment and performance in Russian industrial enterprises. Authors trace major changes in their ownership profile, assess pace of post-privatization redistribution of shareholdings and provide evidence on ownership concentration in the Russian industry. The major econometric findings are that the first largest shareholding is negatively associated with the firm’s investment and performance but surprisingly the second largest shareholding is positively associated with them. Moreover, these relationships do not depend on identity of majority shareholders. These results are consistent with the assumption that the entrenched controlling owners are engaged in extracting "control premium" but sizable shareholdings accumulated by other blockholders may put brakes on their expropriating behavior and thus be conductive for efficiency enhancing. The most interesting topic for further more detailed analysis is formation, stability and roles of coalitions of large blockholders in the corporate sector of post-socialist countries.

The State of Qatar has implemented several family policies in order to improve the wellbeing of Qatari families and ensure fair distribution of development benefits for both men and women. However, there is a linkage between female employment outside the home and instability in the marriages of Qatari families. This paper investigates the impact of female employment on marital stability, based on the results of primary data collected in Qatar, a questionnaire that consisted of several sections such as challenges in the workplace, supervisor, family and spouse relations, work motivation and performance. Of the 824 questionnaires that were returned, 807 were completed and valid for analysis. Regression analysis and an ANOVA test have been used to test the relationship between the variables. The results of the research have produced mixed findings about how wives’ employment increases marital instability and have yielded few significant differences on mean scores of discuss on work demands, insufficient time together, housework, financial matters, communication, relatives and rearing children. The results indicates that in general Qatar working women face several challenges in relation to their marital life as part of cultural and social constraints.

Abstract Agri-food systems include branching ramifications, which connect in the upstream the input suppliers with farmers, and downstream farmers, processors, retailers and consumers. In the last decades, at the level of the regions, food systems have undergone rapid transformation as a result of technological progress. The paper analyzes the changes made to the structure, behavior and performance of the agri-food system and the impact on farmers and consumers. Also, the role of agricultural research as a determinant factor of transformation of agri-food system is analyzed. The research objective is to develop technologies that cover the entire food chain (from farm to fork) and meet the specific requirements of consumers (from fork to farm) through scientific solutions in line with the principles of sustainable agriculture and ensuring the safety and food safety of the population.

Практика показывает, что для сварных конструкций, эксплуатируемых в условиях Крайнего Севера необходимо уделять внимание работоспособности сварных соединений при низких температурах. Металл сварных соединений в процессе воздействия обработки изменяет свои свойства, снижается ударная вязкость, образуется гетерогенная структура с большой степенью разнозернистости. Чтобы оценивать и иметь возможность правильно контролировать термическое воздействие и последствия сварочного процесса, требуется решить задачу аналитического определения ударной вязкости для всех зон сварного соединения. В настоящей статье представлен инженерный метод оценки ударной вязкости, применимый для любой зоны сварного соединения, в которой имеется острый или особый концентратор напряжений – трещина. Разработанный аналитический метод расчета ударной вязкости отражает качественную и количественную картину взаимосвязи структурно-механических характеристик и работы развития трещины в диапазоне температур 77…300 К. Предложенная схематизация зависимости критического коэффициента интенсивности напряжений от температуры позволила найти коэффициенты, характеризующие свойства материала, и выполнить расчеты изменения предела текучести и предела прочности от температуры эксплуатации. Построены графики зависимости работы развития трещины от температуры эксплуатации для сталей 15ГС и 17ГС, сравнение которых с экспериментальными данными показывает удовлетворительное согласование. Найдено, что при напряжениях предела выносливости отношение работы развития трещины к критической длине трещины постоянно, не зависит от температуры и для сталей 15ГС и 17ГС равно около 10. For welded structures under operation in the Far North, attention must be paid to the performance of welded joints at low temperatures. The properties of metal of welded joints are changed in the process of treatment, its toughness decreases, and a heterogeneous structure with a large range of different grain sizes is formed. In order to evaluate and be able to correctly control the thermal effect and the consequences of the welding process, it is necessary to solve the problem of analytical determination of impact strength for all zones of the welded joint. The paper presents an engineering method for evaluation of the impact strength applicable to any area of the welded joint in which there is a sharp or super sharp stress concentrator – a crack. The developed analytical method for calculating the impact strength reflects a qualitative and quantitative codependency of structural and mechanical characteristics and the process of crack development in the temperature range of 77–300 K. The proposed schematization of dependence of the critical coefficient of stress intensity on the temperature made it possible to find coefficients characterizing the properties of the material and to perform calculations of changes in yield strength and tensile strength on operating temperature. Graphs of the crack development process dependency on the operating temperature for 15ГС and 17ГС steels were constructed, and their comparison with experimental data displays satisfactory agreement. It was found that at endurance limit stresses, the ratio of the crack development process to the critical crack length is constant, non-dependent on temperature, and is equal to 10 for 15ГС and 17ГС steels. Subject. The article discusses the momentum in finance. Objectives. The study reveals the impact of financial momentum as the unity of antipodes in the development of the national economy. Methods. The study is based on a systems approach and methods of descriptive statistics. Results. I discover the ultimate goal of globalization, i.e. the substantive simplification of national economies and strengthening of global economic ties. The goals determine the logic tendency of national economies for reducing the interest rate so as to gain the financial momentum and, consequently, fanning the crisis risk in the global financial system. The global financial system became the substance of global economic processes, which determined development opportunities of national economies. I reveal what countries have the high and low financial momentum. Conclusions and Relevance. Being the unity of antipodes in the modern economic development, financial momentum causes countries to lose their economic identity, making them just functions of the global financial system. The cyclical development model of national economies is replaced with the metron model that rests on fluctuating advanced economies with the low financial momentum at its bottom and emerging economies at its top. The findings crystallize the concept and new competencies for a person who decide on the determination and performance of financial regulation activities.
