Philosophical questions are not like empirical problems, which can be answered by observation or experiment or entitlements from them. Nor are they like mathematical problems which can be settled by deductive methods, like problems in chess or any other rule-governed game or procedure. But questions about the ends of life, about good and evil, about freedom and necessity, about objectivity and relativity, cannot be decided by looking into even the most sophisticated dictionary or the use of empirical or mathematical reasoning. Not to know where to look for the answer is the surest symptom of a philosophical problem.Isaiah BerlinCritics of recent philosophical analyses of nationalism suggest that nationalism is a unique social phenomenon that cannot, and need not, be theorized. Are there, indeed, some special features constitutive of nationalism that might defy theorization? Those answering this question in the affirmative point to the plurality and specificity of national experiences, as well as to the emotional and eclectic nature of nationalist discourse.

The New Right movement that arose in the early 2000s in South Korea was a response to a change in ownership of Korean nationalist discourse during the preceding decades. Although nationalism was the preserve of the South Korean right wing from the trusteeship crisis in 1945 through the end of the Park Chung Hee regime, a historiographical revolt in the 1980s that emphasized the historical illegitimacy of the South Korean state allowed the Left to appropriate nationalism. With the loss of nationalism from its arsenal, the Right turned to postnationalist neoliberal discourse to blunt the effectiveness of leftist nationalist rhetoric. An examination of New Right historiography on the colonial and postliberation periods, however, shows that despite the recent change in conservatives’ stance on nationalism, a preoccupation with the legitimacy of the South Korean state remains at the center of right-wing historical narratives. The New Right represents old wine in new bottles.

It is imperative that an appropriate balance is reached between three key principles: equality, diversity and social cohesion. In many countries across the world, however, there is a discernible move away from a concern for equality and diversity as the problem of order looms larger. I shall focus here on Britain in presenting my central thesis that there is a very real danger that a new nationalist discourse centred on community cohesion and integration is trouncing any duties on us to promote racial equality and respect cultural diversity. The paper comprises three sections. I shall firstly identify a radical hour when there was for the first time official recognition that institutional racism existed in British society and some urgency that this needed to be combated. I shall secondly highlight the fragility of such progressiveness and identify threats from the changing nature of racial discourse since 2001. Here, I shall highlight in particular how the prominence given to institutional racism, with the publication of the Macpherson report, was remarkably short lived and how multiculturalism has come under increasing attack, not least because of its purported threat to social cohesion. I shall finally offer some tentative proposals for a more positive way forward.

In this article the rationale of this special issue is provided and the different contributions are introduced. The assumption is that there are strong similarities between the recent political and social transitions in South Africa and Germany and the reactions, both emotional and literary, of the people involved. Broadly, the transitions are described as a movement from external (or violent) to internal (or ideological) social control, though this must be modified by the various constructions the contributors put on the transition. The main themes and questions of the transitions are synthesized, highlighting the marked similarities the different contributions reveal. The most important of these are the relation to the past, problems of identity, projections of the new and the internal contradictions of nationalist discourse (which informs the process of transition). In conclusion, the similarities and differences between the two transitions indicated by this special issue, are discussed. The assumption of strong similarities between the two seems to hold, it is argued, but much more research into the matter is needed.
