Abstract At present, institutional design is an under-theorized and underdeveloped part of the social sciences. In this paper I focus on designs for situations of collective action where the outcome is controlled by the choices of several self-interested actors. In those situations the goal of institutional design is to alter the rules of the game so that self-interested actors find it rational to cooperate. I explore the viability of that definition by considering two examples of institutional design: urban safety and academic peer review. I discuss the implications of my findings for our conception of rational self-interest and propose that three design principles – publicity, boundaries, and contiguity – can be inferred from the analysis.

AbstractPeople as third-party observers, without direct self-interest, may punish norm violators to maintain social norms. However, third-party judgment and the follow-up punishment might be susceptible to the way we frame (i.e., verbally describe) a norm violation. We conducted a behavioral and a neuroimaging experiment to investigate the above phenomenon, which we call “third-party framing effect.” In these experiments, participants observed an anonymous player A decided whether to retain her/his economic benefit while exposing player B to a risk of physical pain (described as “harming others” in one condition and “not helping others” in the other condition), then they had a chance to punish player A at their own cost. Participants were more willing to execute third-party punishment under the harm frame compared to the help frame, manifesting as a framing effect. Self-reported moral outrage toward player A mediated the relationship between empathy toward player B and the framing effect size. Correspondingly, the insula (possibly related to empathy) and cerebellum (possibly related to anger) were activated more strongly under the harm frame than the help frame. Functional connectivity between these regions showed strongest weight when predicting the framing effect size. These findings shed light on the psychological and neural mechanisms of the third-party framing effect.Graphic abstract

Purpose Crises threaten the operations of small businesses and endanger their survival; however, when the crisis is not attributable to the firm, consumers may rally around the business. This study aims to examine how attitudes toward helping others can create support for small businesses, which in turn can direct consumers to help businesses with increased financial support. It is hoped that this paper will inform how consumers will help firms pivot during crises. Design/methodology/approach A conceptual model was proposed which linked support for helping others to increased willingness to tip/amount tipped. The model was tested using structural equation modeling from two surveys given to customers of two small businesses, a coffee shop and an independent movie theater, respectively. Findings During a crisis, support for helping others has a positive impact on feelings of support for small businesses. Consumers direct their support to small businesses that they are interested in seeing survive and continue operations. They either tip more or tip when they otherwise would not have tipped. Practical implications Firms that pivot their operations because of a crisis imposed on them can still generate revenues. Consumers who have a self-interest in the continuing operations of the firm want to support it, and by pivoting their business model, the firm gives consumers the opportunity to give the firm and its employees more than they would have in the form of tips. Originality/value Prior work in crisis management has focused primarily on how firms recover and respond to a crisis of their doing. Overwhelmingly, consumers have been shown to punish firms during times of crisis. However, for a crisis that is imposed on the firm, consumers may rally behind the firm and respond by supporting it more than they are required to.

The implementation of peer review by Australia’s two largest accountancy professional bodies during the 1990s provides a case study in which the interaction of the public interest and self-interest is examined. It is argued that on occasions where individual self-interest of members conflicts with self-interest of the collective, the public interest motivates a way forward.

This survey of the Association for Education in Journalism and Mass Communication (AEJMC) scholars ( N = 547; response rate = 39.3%) examines perceptions of peer review, a study last undertaken in 1990. Respondents rated intrinsic motivations, such as helping others, more highly than extrinsic motivations, such as reviewing as a consideration for career advancement. Respondents believed they did a significantly better job as reviewers than did scholars who reviewed their work. More experienced reviewers saw their role as balanced between critic and coach, whereas less experienced reviewers saw their role as significantly more critical. Overall, respondents were ambivalent about the state of peer review, yet they resisted adopting approaches other than double-blind review.

National statistics disclose that college graduates are more prone to volunteerism than nongraduates. These statistics motivate the question of exactly what college experiences are most likely to change a student’s altruistic goals and whether these same experiences alter a student’s self-interest. Using data from a longitudinal survey of American college students from 457 institutions of higher learning, we examine how the importance of altruistic acts and personal wealth aspirations changes during undergraduate tenure, and estimate the determinants of these changes. Among other results, we find major of study, certain collegiate activities, relative academic success, the ethnicity and background of roommates, institutional characteristics, and within-college labor market participation all play roles in shaping both the altruistic and personal wealth aspirations of individuals.

Abstract. Background: Tensions exist with various stakeholders facing competing interests in providing legal land-based and online regulated gambling products. Threats to revenue/taxation occur in response to harm minimisation and responsible gambling policies. Setting aside the concept of total prohibition, the objectives of responsible gambling are to encourage and/or restrict an individual’s gambling expenditure in terms of money and time to personally affordable limits. Stakeholder responsibilities: Governments craft the gambling environment through legislation, monitor compliance with regulatory requirements, and receive taxation revenue as a proportion of expenditure. Industry operators on the other hand, compete across market sectors through marketing and advertising, and through the development of commercially innovative products, reaping substantial financial rewards. Concurrently, governments are driven to respond to community pressures to minimize the range of negative gambling-related social, personal and economic harms and costs. Industry operators are exposed to the same pressures but additionally overlaid with the self-interest of avoiding the imposition of more stringent restrictive policies. Cooperation of stakeholders: The resulting tension between taxation revenue and profit making, harm minimization, and social impacts creates a climate of conflict between all involved parties. Data-driven policies become compromised by unsubstantiated claims of, and counter claims against, the nature and extent of gambling-related harms, effectiveness of policy strategies, with allegations of bias and influence associated with researchers supported by industry and government research funding sources. Conclusion: To effectively advance policies, it is argued that it is imperative that all parties collaborate in a cooperative manner to achieve the objectives of responsible gambling and harm minimization. This extends to and includes more transparent funding for researchers from both government and industry. Continued reliance on data collected from analogue populations or volunteers participating in simulated gambling tasks will not provide data capable of valid and reliable extrapolation to real gamblers in real venues risking their own funds. Failure to adhere to principles of corporate responsibility and consumer protection by both governments and industry will challenge the social licence to offer gambling products. Appropriate and transparent safeguards learnt from the tobacco and alcohol field, it is argued, can guide the conduct of gambling research.
