Halfway Homeowners: Eviction and Forced Relocation in a Florida Manufactured Home Park

The last four decades of US housing policy have seen a shift from the federal allocation of affordable housing as a public good to the neoliberal model of private and for‐profit provision of affordable housing. This shift warrants a study of the link between the interests that now shape low‐income housing markets and the stability of the housing they provide. Nowhere are the effects of this shift more evident than in the homes of the 20 million Americans living in manufactured housing, which is installed largely on the private lands of for‐profit developers who can close mobile home parks and force residents to move themselves and their homes with as little as 30 days' notice. This ethnography of mass eviction in a Florida mobile home park examines state regulations intended to protect residents of closing parks and analyzes how private interests shape the implementation of these policies.

This article examines housing insecurity within manufactured housing—the single largest source of unsubsidized affordable housing in the United States, home to about 18 million low-income residents. A large portion of manufactured housing is installed in mobile home parks, which can legally close at any time, displacing entire communities. Based on two years living within and being evicted from closing mobile home parks in two states, this comparative ethnography of mass eviction juxtaposes sites of distinctive state practices for managing the forced relocation of park residents. I analyze the experience of eviction in Florida, a site of explicit intervention and “model” legislation for mobile home park closures, in light of the experience in Texas, where the state has adopted a hands-off approach. I describe the paradoxical effects of Florida’s protective, yet market-oriented, state housing interventions, which produced both a cottage industry of mobile home relocation services and a more protracted, pernicious eviction for displaced residents. I outline the specific mechanisms through which this paradox of state intervention occurred and consider the implications not only for mobile home parks but also for a variety of other state programs that are currently being delivered through an adaptive reliance on the private sector.

Mobile homes provide the largest source of unsubsidized affordable housing in the United States. However, in mobile home parks residents live at risk of eviction because they rent the land on which their homes are located. This study formulates a methodology to examine the residential turnover and displacement that result from the closure of these parks. I investigate the spatial distribution of closing mobile home parks through ArcGIS modeling of land–use data for all 1.2 million parcels in the case study region of Houston/Harris County, Texas, from 2002 to 2011. Findings demonstrate that the spatial distribution of closing mobile home parks is clustered along Houston's expanding city limit in areas where affordable housing development is taking place. Beyond providing spatial documentation of the process through which this important source of affordable housing is lost, this study highlights how low–income housing pressures and urban redevelopment intersect to shape affordable housing in contemporary metropolitan areas.

Through an analysis of two international cases from Canada and Germany, this paper highlights the role of the state in governing gentrification and displacement in areas previously thought to be unattractive for profit-seeking capital, that is, ‘un-gentrifiable’. With this, we seek to contribute to the debate on how the role of the local state has changed from securing affordable housing for low-income households into becoming an essential player involved in real estate speculation. Taking Little Mountain in Vancouver as the first example, we examine the privatization and demolition of the public housing complex and thus the withdrawal of the state. Our second example, Ostend in Frankfurt, investigates the restructuring of a working-class neighbourhood through active state-led interventions including massive public investment. We analyse the two empirical examples along five dimensions: causal drivers and mechanisms that have led to the changing role of the state in governing urban transformations; policy instruments used by state agencies to encourage gentrification; strategies to legitimize state-led gentrification; outcomes in terms of direct and exclusionary displacement; and the forms of contestation and protest. We maintain that both cases, although presenting a stark contrast, follow the same rule, namely state-led gentrification.

The influence of for-profit businesses in collective action across countries to protect and promote population health dates from the first International Sanitary Conferences of the nineteenth century. The restructuring of the world economy since the late twentieth century and the growth of large transnational corporations have led the business sector to become a key feature of global health politics. The business sector has subsequently moved from being a commercial producer of health-related goods and services, contractor, and charitable donor, to being a major shaper of, and even participant in, global health policymaking bodies. This chapter discusses three sites where this has occurred: collective action to regulate health-harming industries, activities to provide for public interest needs, and participation in decision-making within global health institutions. These changing forms of engagement by the business sector have elicited scholarly and policy debate regarding the appropriate relationship between public and private interests in global health.

Abstract This article revisits the origins of small towns in medieval Hungary from the perspective of their owners and seigneurs. The fourteenth-century development of small towns on the estates of private landowners resulted from the coincidence of several factors. Among these, the article considers the intersection of royal and private interests. The aristocrats’ concern to endow their estate centres with privileges or attract new settlers to their lands was dependent on royal approval; likewise, the right to hold annual fairs had to be granted by the kings, and one had to be a loyal retainer to be worthy of these grants. The royal model of supporting the mendicant orders, which were gaining ground in Hungary from the thirteenth century onwards, added a further dimension to the overlords’ development strategies. This shows that royal influence, directly or indirectly, had a major impact on the development of towns on private lands in the Angevin period (1301–87).

Abstract In 2015, one independent community pharmacy partnered with the local Area Agency on Aging to provide medication coaching to low-income, culturally diverse, older adults living in 6 affordable housing buildings in the Seattle area. A pilot was conducted during the 2015-2016 fiscal year to determine the need for and feasibility of the service. Process outcomes, including patient and service demographics, medication-related problems, and pharmacist interventions, were captured via the pharmacists’ patient care documentation. Pharmacists had 34 total visits with 17 unique residents who were taking an average of 8.1 medications. Pharmacists identified 97 medication-related problems, averaging 5.7 problems per resident, and performed 88 interventions, averaging 5.2 interventions per resident. The findings of this pilot demonstrated the needs and feasibility of implementing pharmacists’ services within a housing organization structure and has resulted in the continuation and growth of the program.

Place-based policies commonly target disadvantaged neighborhoods for economic improvement, typically in the form of job opportunities, business development or affordable housing. To ensure that investment is channeled to truly distressed areas, place-based programs narrow the pool of eligible neighborhoods based on a set of socioeconomic criteria. The criteria, however, may not be targeting the places most in need. In this study, we examine the relationship between neighborhood gentrification status and 2018 eligibility for the New Markets Tax Credits, Opportunity Zones, Low Income Housing Tax Credits, and the Community Development Financial Institutions Program. We find that large percentages of gentrifying neighborhoods are eligible for each of the four programs, with many neighborhoods eligible for multiple programs. The Opportunity Zone program stands out, with the probability of eligibility nearly twice as high for gentrifying tracts than not-gentrifying tracts. We also found that the probability of eligibility increases with a greater percentage of adjacent neighborhoods experiencing gentrification.

Reduction of energy consumption in the affordable housing sector is highly impacted by human behavior. However, only limited behavior change research exists that is aimed at reducing energy consumption in this sector. This study seeks to implement the first two phases of the community-based social marketing (CBSM) framework in an affordable housing setting. The goals of the research are to identify the optimal behaviors for energy reduction and to identify the perceived barriers and benefits associated with those behaviors in a low-income housing facility. The results of this study identify five target behaviors along with their barriers and benefits. In addition, the study identifies potential issues and nuances in the CBSM process that researchers should take into consideration during future implementations of CBSM in affordable housing environments.

As the number of favelas and poor residents of Rio de Janeiro grew quickly by the mid-20th century, they became the object of policymaking, social science research, real estate speculation, and grassroots mobilization. After a decade in which local authorities recognized the de facto presence of favelas but without legally ascertaining the right of permanence, the 1960s and early 1970s witnessed the era of mass eradication. Seemingly contradictory—but complementary—policies also included the development of massive low-income housing complexes and innovative community development and favela urbanization experiences empowered by community organizations with the assistance of experts committed to improving the lives of poor Cariocas (residents of Rio). Favelas in Rio were at the crossroads of a particular interplay of forces: the urgent need to modernize Rio’s obsolete and inadequate urban infrastructure; the new administrative status of the city after the inauguration of Brasilia; and the redefinition of the balance of power between local, municipal, and federal forces in a time of radical politics and authoritarian and technocratic military regimes, Cold War diplomacy, and the transnational flows of expertise and capital.
