ABSTRACT Objective: To create an instrument to assess the professional competence of nurses in emergencies. Method: Methodological study carried out between 2013 and 2016 in a Brazilian university. We used the Pasquali's model and Psychometrics as references because they allow subjective phenomena to be measured. The survey covered defining steps of the behavior to be measured, the formulation of the items in the instrument, development of instructions for using the instrument and elements necessary to demonstrate validity evidence. Although we have previously performed, in a distinct and consecutive way, the literature review, definition of the Core (or Matrix) Competence and the Competence Profile, and identification of validity with Delphi, essential components to structure a technology, in this step we continued the conclusion of these Theoretical Procedures. Result: We created an instrument for self- and/or hetero-evaluation containing: personal/professional/academic characterization, Competency Scale, fictitious cases and actions representing the practice. Conclusion: We created a new soft-hard technology based on the validity evidence of contents according to experts of the five regions of Brazil.

Zusammenfassung. Die Adnexitis, im anglo-amerikanischen Sprachgebrauch hat sich der Sammelbegriff Pelvic Inflammatory Disease (PID) durchgesetzt, stellt ein häufiges medizinisches Problem dar. Die Diagnose einer PID kann schwierig sein, da die klinischen Manifestationen unspezifisch sind und sie andere Becken- und Bauchprozesse imitieren können. Infektionen im Bereich der Adnexen können schwerwiegend sein und Langzeitkomplikationen (chronische Unterbauchschmerzen, Infertilität) verursachen, weshalb eine rasche Diagnosestellung und der frühzeitige Beginn einer adäquaten Antibiotika Therapie von grosser Wichtigkeit sind. Unkomplizierte PID haben meistens einen günstigen Verlauf, bei komplizierten Formen mit Tuboovarialabzess ist meist eine operative Exploration notwendig.

Abstract. Bollen and colleagues have advocated the use of formative scales despite the fact that formative scales lack an adequate underlying theory to guide development or validation such as that which underlies reflective scales. Three conceptual impediments impede the development of such theory: the redefinition of measurement restricted to the context of model fitting, the inscrutable notion of conceptual unity, and a systematic conflation of item scores with attributes. Setting aside these impediments opens the door to progress in developing the needed theory to support formative scale use. A broader perspective facilitates consideration of standard scale development concerns as applied to formative scales including scale development, item analysis, reliability, and item bias. While formative scales require a different pattern of emphasis, all five of the traditional sources of validity evidence apply to formative scales. Responsible use of formative scales requires greater attention to developing the requisite underlying theory.
