This article reports on a proposed evaluation plan that has been developed to assess the work done by the State Information Technology Agency (SITA). The SITA programme was implemented in response to the South African government’s call to improve the lives of the populations in some rural areas through technology. The programme was meant to address slow development in  rural  areas  that  lack  technological  innovations  and  advances.  In  the proposed evaluation plan a review is made of secondary data, deciding how strategic priorities are to be determined, as well as analysis of the rural context environment. The researcher gives an account of how the evaluation strategies are to be piloted and rolled out thereafter. Lessons learnt are recorded and reported upon. A proposed evaluation plan will be developed, based on the lessons learnt in line with the objectives of the project.

The history of lexicography in Iran dates back to more than 2,000 years ago, to the time of the compilation of bilingual and monolingual lexicons for the Middle Persian language. After a review of the long and rich tradition of Persian lexicography, the chapter gives an account of the state of the art in the modern era by describing recent advances and developments in this field. During the last three or four decades, in line with the advancements in western countries, Iranian lexicography evolved from its traditional state into a modern professional and academic activity trying to improve the form and content of dictionaries by implementing the following factors: the latest achievements in theoretical and applied linguistics related to lexicography; and the computer techniques and information technology and corpus-based approach to lexicography.

The article considers the issue of creating cognitive information technology to support the implementation of NATO standards, which is also inherent in the means of communication of modern telecommunications systems in the Armed Forces of Ukraine and other components of the security and defense sector of Ukraine. It is noted that assessing the state of implementation of NATO standards is a rather complex and important process that requires the analysis of a large amount of poorly structured and unstructured information with varying degrees of restriction of access, which greatly complicates its analysis and processing. The effective use of information technology to solve these problems directly depends on the level of interaction between information processes. The nature of the interaction between them determines their network orientation, and in the environment of the system should be used tools that use information resources from different fields of knowledge. A number of problems have been identified, which are the redundancy, complexity and irrelevance of the regulatory framework in the field of defense; obsolescence of standards and their incompatibility with modern systems, etc. To eliminate them, it is proposed to use cognitive information technology with elements of artificial intelligence, and to assess the state of implementation of standards, it is proposed to use the method of recursive reduction. This method will be used both for structuring and for forming ontologies based on them. A further direction of research initiated in this article is the introduction of the proposed cognitive information technology in the activities of the governing bodies of the Armed Forces of Ukraine and other components of the security and defense sector.

Abstract Objective To provide a report on year 1 results of a national study investigating nursing home information technology (IT) adoption, called IT sophistication. Methods A reliable and valid survey was used to measure IT sophistication. The target goal was 10% from each state in the United States, 1570 nursing homes. A random sample of homes from each state was recruited from Nursing Home Compare. Results The team reached 2627 nursing home administrators, among whom 1799 administrators agreed to participate and were sent a survey. A total of 815 surveys were completed (45.3% response rate), which was below the goal. Facilities in the participating sample have similar demographic characteristics (ownership, total population in a location, and bed size) to the remaining homes not participating. There are greater IT capabilities in resident care and administrative activities, less in clinical support. The extent of use of these capabilities appears to be highest in administrative activities and lowest in clinical support. IT in resident care appears to be the most integrated with internal and external stakeholders. IT capabilities appear to be greater than IT extent of use in all health domains, with the greatest difference in resident care. Discussion National evaluations of nursing home IT are rare. Measuring trends in IT adoption in a nationally representative sample provides meaningful analytics that could be more useful for policy makers and nursing home leaders in the future. Conclusion Discovering national baseline assessments is a first step toward recognizing nursing home trends in IT adoption.

Abstract This paper analyses the state of the art for nanotechnology in Barcelona, focussing on the scientific and economic challenges arising from nanotechnologies and the creative and innovative framework in Barcelona that could be used to meet them. Nanotechnology is an endless source of innovation and creativity at the intersection of medicine, biotechnology, engineering, physical sciences and information technology, and it is opening up new directions in R + D, knowledge management and technology transfer. Given the huge economic investment and cutting-edge research in the field of nanotechnology, a creatively managed and cooperation-based university industry is more in demand than ever before.


Successful high-tech industries can be understood as ecosystems of enterprises and related organizations that are geared to develop platforms of global products, processes, and services; these platforms, by turn, are based on solid industrial architectures. This is called the Essential Trinity concept. In this way, the main objective of this chapter is twofold: first, to argue that information technology industries in developing countries, such as Brazil, can be understood through the Essential Trinity concept; and second, to argue also that the main characteristic of this industry in developing countries is that it has been historically organized only in terms of ecosystems of enterprises and related organizations, without developing either platforms of global products, processes, and services, or solid industrial architectures. In order to develop these arguments, the chapter presents the case of the IT industry in the state of Pernambuco (Northeast of Brazil), particularly through the development of its Porto Digital IT Park, as an example of an “unfinished essential trinity.”

This chapter explains how austerity has led to an increasingly fragmented and disparate economy and geography of welfare. These changes have affected people's ability to access services, leaving some of them isolated and excluded from activities that they previously enjoyed. The chapter then questions the use of new information technology (IT) systems and the related expansion of cybernetic relations to register, administer, manage, and target some of the most vulnerable members of society. It argues that these virtual systems emerge as a way of dealing with cases that need physical and in-depth contact in the context of austerity budgets rather than a tested way of pooling information to save lives. This argument suggests that they can also be a way to exclude service users from decision-making about their entitlement and ultimately their lives, reconfiguring the power relations between the public and the state.
