Sugarcane is an important crop worldwide due to its many nutritional and economic uses. Small-scale sugarcane growers (SSGs) are a significant sector of sugarcane production in South Africa. However, the number of SSGs is noted to have declined from as early as the 2000s to the present time. As a result of the declining sugarcane production, there are now generally fewer SSGs. However, it is not clear cut as to what caused the decrease in sugarcane production by SSGs. The primary objective of this paper is to determine the factors affecting the sugarcane production by SSGs in Mona and Sonkombo in Ndwedwe Local Municipality. Data collection was through a well-structured questionnaire administered to 100 SSGs (that is, 50 respondents each from the study sites, namely Mona and Sonkombo) that were randomly selected. The paper employs descriptive statistics to describe farm characteristics, and a production function (Cobb–Douglass production function (CDPF)) analysis using the ordinary least squares (OLS) criterion to estimate the parameters affecting sugarcane production. Results show that late harvesting (by up to three (3) weeks), late fertiliser application (by up to six (6) months, and chemicals (Gramoxone) application (by up to five (5) months) were primary challenges facing SSGs, likely to result in declining sugarcane yield. The CDPF regression analysis reveals that significant predictors of the production function are: labour and the amount of chemicals (Gramoxone) applied. Labour (man-days/ha), amount of chemicals (Gramoxone) applied are found to be statistically significant and positively correlated with sugarcane production. The government, through the relevant Department of Agriculture, including the private sector, should intensify out-grower technical services for SSGs to realise higher production per hectare. Such services would ensure optimal allocation and application of inputs, labour and chemicals (herbicides and pesticides), respectively, at the right time to ensure efficacy. There is also a need to introduce buying consortiums for SSGs to reduce the costs of inputs.

ABSTRACT This paper used qualitative methodology to explore the South African government communication and land expropriation without compensation and its effects on food security using Alice town located in the Eastern Cape Province South Africa as its case study. This was done to allow the participants to give their perceptions on the role of government communication on land expropriation without compensation and its effects on South African food security. In this paper, a total population of 30 comprising of 26 small scale farmers in rural Alice and 4 employees from the Department of Agriculture (Alice), Eastern Cape, South Africa were interviewed to get their perception and views on government communications and land expropriation without compensation and its effects on South African food security. The findings of this paper revealed that the agricultural sector plays a vital role in the South African economy hence there is a great need to speed up transformation in the sector.

Infectious and zoonotic disease outbreaks have been linked to increasing volumes of legal and illegal trade. Spatio-temporal and trade network analyses have been used to evaluate the risks associated with these challenges elsewhere, but few details are available for the pig sector in South Africa. Regarding pig diseases, Limpopo province is important as the greater part of the province falls within the African swine fever control area. Emerging small-scale pig farmers in Limpopo perceived pig production as an important means of improving their livelihood and an alternative investment. They engage in trading and marketing their products with a potential risk to animal health, because the preferred markets often facilitate potential longdistance spread and disease dispersal over broad geographic areas. In this study, we explored the interconnectedness of smallholder pig farmers in Limpopo, determined the weaknesses and critical control points, and projected interventions that policy makers can implement to reduce the risks to pig health. The geo-coordinates of surveyed farms were used to draw maps, links and networks. Predictive risks to pigs were determined through the analyses of trade networks, and the relationship to previous outbreaks of African swine fever was postulated. Auction points were identified as high-risk areas for the spread of animal diseases. Veterinary authorities should prioritise focused surveillance and diagnostic efforts in Limpopo. Early disease detection and prompt eradication should be targeted and messages promoting enhanced biosecurity to smallholder farmers are advocated. The system may also benefit from the restructuring of marketing and auction networks. Since geographic factors and networks can rapidly facilitate pig disease dispersal over large areas, a multi-disciplinary approach to understanding the complexities that exist around the animal disease epidemiology becomes mandatory.
