A new measurement theory, it is not enough for the proof in math only, from the point of engineering view, it must be verified by practice. In this paper, the disadvantage of traditional method of indirect testing method is discussed and the concept of repeating and reappearing from the theory of accuracy was used in this new method to support to judge weather a new principle of measurement is advanced or not. On the same measuring condition, the test system 1 is compares with system 2, if the measuring error of system 1 is too small to measure by system 2, the accuracy of system 1 is not lower than system 2, vice versa.
