Diaspora Institutions and Diaspora Governance

Why do governments form institutions devoted to emigrants and their descendants in the diaspora? Such institutions have become a regular feature of political life in many parts of the world: Over half all United Nations Member States now have one. Diaspora institutions merit research because they connect new developments in the global governance of migration with new patterns of national and transnational sovereignty and citizenship, and new ways of constructing individual identity in relation to new collectivities. But these institutions are generally overlooked. Migration policy is still understood as immigration policy, and research on diaspora institutions has been fragmented, case-study dominated, and largely descriptive. In this article, I review and extend the relevant theoretical literature and highlight empirical research priorities. I argue that existing studies focus too exclusively on national-level interests and ideas to explain how individual states tap diaspora resources and embrace these groups within the nation-state. However, these approaches cannot explain the global spread of diaspora institutions. This, I argue, requires a comparative approach and greater attention to the role of efforts to create a coherent but decentralized system of global governance in the area of international migration.

Research suggests that non-acoustic factors can have a considerable effect on community attitudes and opinions towards aviation noise and that these can be influenced through processes of communication and engagement. This paper reviews literature from various fields to identify the key elements of effective practice, using them as a lens through which to assess case study noise management actions conducted at European airports. This analysis found that communication and engagement holds significant potential for noise management, but that this remains largely unfulfilled due to such methods being used as an ancillary management activity, rather than as a powerful tool to aid in the design and delivery of noise management actions. A series of recommendations and research priorities are proposed that could shape the future of noise management, including potential changes to European policy that more explicitly advocate for communication and engagement as a noise management tool in its own right.

Abstract:Since “intangible cultural heritage” (ICH) became the new focal point in the global heritage discourse, governments and scholars in many countries have begun to promote this new form of “immaterial” culture. The People’s Republic of China has been one of the most active state parties implementing the new scheme and adapting it to domestic discourses and practices. Policies formulated at the national level have become increasingly malleable to the interests of local government-scholar networks. By conducting a comparative case study of two provinces, this article aims to identify the role of local elite networks in the domestic implementation of the 2003 Convention for the Safeguarding of Intangible Cultural Heritage, focusing on the incentives of scholars and officials to participate in ICH policy networks. It finds that the implementation of the Convention has not removed the power asymmetry between elite and popular actors but, instead, has fostered an elite-driven policy approach shaped by symbiotic, mutually legitimizing government–scholar networks.

This study aimed at focusing on the role of universities in serving society and the surrounding environment during unstable (emergency) conditions, following the comparative approach with some models from western and Arab universities on one hand, and Libyan experience one the other hand, The approach of the case study is applying to Libyan universities during and after the February 17 revolution, This has a clear impact on all components of Libya society and universities, including the fact that, They are the most important and influential institutions in society in various settings at the international, regional and local levels. Also the study found that this role was generally weak, if any related to role was addressing the internal crises that universities are in between and lack of clear plans for universities Libyan universities in particular have been recommended to propose a strategy for activating the role of universities in community participation and contributing to the community participation and contributing to the community service of various institutions during unstable condition.

Canada is a federal parliamentary democracy with a bicameral legislature at the national level. Members of the upper House, styled the Senate, are appointed by the prime minister, and members of the lower House, the House of Commons, are elected in single-member plurality electoral districts. In practice, the House of Commons is by far the more important of the two chambers. This chapter, therefore, investigates access to the floor in the Canadian House of Commons. We find that the age, gender, and experience of MPs have little independent effect on access to the floor. Consistent with the dominant role of parties in Canadian political life, we find that an MP’s role within a party has by far the most significant impact on their access to the floor. Intriguingly, backbenchers in the government party have the least access of all.

Globalisation, which has integrated the whole world into a unit by a vast range of regulatory regime, has led to the emergence of a global state through international institutions. These institutions regulate the social, economic and political life of states. Therefore it has led to the emergence of the concept of Global Governance. This concept of Global Governance has led to development of the concept of Global Administrative Law (GAL). This GAL concept is based on the idea of understanding global governance as administration, which can be organised and shaped by principles of an administrative law character. In this way GAL is related to trans-governmental regulation and administration designed to address the consequences of globalised interdependence in such fields as security, trade conditions on development and financial assistance, banking and financial regulations, Intellectual Property Rights, Labour standards and cross-border movements of populations, including refugees. Isolated national regulations cannot govern these different areas and administrative measures and therefore various transnational systems of regulation or regulatory co-operation have been established through international treaties and organisations. To implement these regulations, transnational administrative bodies—including international organisations and informal groups of officials that perform administrative functions, are established. However these institutions are not directly subject to control by national governments or domestic legal systems or, in the case of treaty-based regimes, the states party to the treaty. However their regulatory decisions may be implemented directly against private parties by the global regime or more commonly through implementing measures at the national level. This situation has led to the question of accountability, fairness and transparency and due process in the functioning of these bodies. GAL is developed in response to this question, which attempts to extend the application of domestic administrative law to intergovernmental regulatory decisions that affect a nation.

AbstractThere has been much historical debate over the role of aristocratic landed families in local and national politics throughout the nineteenth century, and the impact of the First, Second and Third Reform Acts on that role. Additionally, the period from 1881 in the Scottish Highlands was one of acute political and ideological crisis, as the debate over the reform of the Land Laws took a violent turn, and Highland landowners were forced to address the demands of their small tenants. This article addresses these debates, taking as its case-study the ducal house of Sutherland. The Leveson-Gower family owned almost the whole county of Sutherland and until 1884 dominated political life in the region. This article examines the gradual breakdown of that political power, in line with a more general decline in financial and territorial influence, both in terms of the personal role of the Fourth and Fifth Dukes of Sutherland, and the broader impact of the estate management on the mechanics and expectations of politics in the county.

Global governance refers to global cooperation through existing and developing structures, groups, and initiatives, yet little academic research focuses on the role of international nongovernmental organizations in promoting global governance. Using Benet’s polarities of democracy as theoretical foundation, the purpose of this qualitative, critical case study was to explore why and how INGOs address the gap in global governance institutions in terms of humanitarian support. Data collection involved open-ended interviews with 12 members of an international, nonprofit service organization providing humanitarian support to a global community. Interview data were inductively coded and subjected to a thematic analysis procedure. Findings revealed four key themes outlined in this article and may be used to promote increased provision of global humanitarian support.

Moral and political are two things that cannot be separated. The marriage of a regent in Garut regency, Indonesia, with an underage girl eventually leads to community action, where people demand the regent to resign from his position as a regional head. It was not even four days of marriage the regent had divorced his young wife via a short message from his own mobile phone. Therefore, the people of Garut suddenly expressed their wrath through a large-scale demonstration which pushedthe Local House of Representative immediately to process the regent’s removal. This research utilized a qualitative approach with a case-study method, the data in this research relied on the practice of in-depth interviews, observations, and documentaries. This research succeeded to observe that the general factor which underlying the action of demonstration in Garut which demanded the resignation of the regent was caused by the political climate change of democratization in the national level which also impacted Garut Regency. The national politicalclimate change increased the unconventional public participation in Garut and provided political sphere for non-state actors to establish political-involvement balance between state actors and non-state actors themselves. In other hand, the specific underlying factor on this case is the regent’s behavior which was judged as the act of dishonorable humiliation on women’s dignity, especially his speech in some national television channels. The power of this study lies on its novelty, filling in lubrication and study originality, towards the moral and ethical behavior as the new object on Social Movement.

A very important factor for sustainable development is a balance between the exploitation of natural resources for socio-economic development, and conserving ecosystem services that are critical to everyone’s wellbeing and livelihoods. The strategical importance of ecosystem services is set by the UN Millennium Ecosystem Assessment in 2005, which put ecosystem services firmly on the policy agenda and the EU Biodiversity Strategy, which states that “Member States must map and assess the state of ecosystems and their services in their national territory by 2014, assess the economic value of such services, and promote the integration of these values into accounting and reporting systems at EU and national level by 2020”. The aim of the paper is to present and discuss the approach of ecosystem services assessment for sustainable land use and strategical development scenarios. The paper will focus on the role of ecosystem services in development and spatial planning, and this approach can be integrated in planning processes and decision making. There will be presented a case study for two coastal territories in Latvia, where an ecosystem services assessment was implemented and sequentially different development scenarios considered and analysed.
