Comparing Immigrant Integration in North America and Western Europe: How much do the Grand Narratives Tell Us?

In comparing different countries, studies often seek to account for the success of immigrant integration, or lack of it, in a small number of “grand ideas,” such as nationally specific “models” of integration, which attempt to provide overarching explanations for cross-national differences and similarities. This article evaluates five grand ideas in light of our study examining how four European (Britain, France, Germany, and the Netherlands) and two North American (U.S., Canada) countries are meeting the challenges of integrating immigrants and their second-generation children across a variety of domains from the labor market, to the educational system, to the polity. We conclude that while some of the grand ideas help to illuminate patterns of integration in particular domains, none provides a sufficiently encompassing explanation – and each has significant failings. Moreover, none of these ideas highlights all of the features that we argue are critical, although these do not boil down to one “grand narrative.” These features are the characteristics or qualities that immigrants bring with them when they move to Europe or North America; demographic and other social and economic trends there; and, perhaps most important, historically rooted social, political, and economic institutions in each receiving society that create barriers as well as bridges to integration and inclusion.

This chapter examines the challenges faced by the children of low-status immigrants in education and the labor market. While youth in general face more challenges in the early twenty-first-century than their parents and grandparents did, many of these second-generation youth face a special set of hurdles because of their disadvantaged immigrant origins. In education, the second generations originating from low-status groups suffer “ethnic penalties.” One reason is that many adults in positions of authority in school systems and workplaces hold prejudices that lead to subtle or occasionally blatant discrimination against these second-generation youth. The problems in the educational system are compounded by those these youth face when they enter the labor market. In general, they are less likely to be employed than native youth with comparable educational attainment, and sometimes, as in France and Germany, these employment penalties are large.

This introductory chapter provides an overview of the challenges of immigrant integration in Western Europe and North America. A central question is how to integrate immigrants and their children so that they become full members of the societies where they now live. Full membership means having the same educational and work opportunities as long-term native-born citizens, and the same chances to better their own and their children's lot. It also means having a sense of dignity and belonging that comes with acceptance and inclusion in a broad range of societal institutions. The challenges of integration are complicated by the widespread resistance of natives to immigrants and their children. There are anxieties about whether the newcomers will fit in and fears that they will undermine the basic foundations of established ways of life.

The impact of immigration on socioeconomic stability, the challenge of integration, and issues surrounding citizenship has generated the interest of scholars for years. The literature is generally focused on the challenge (rather than the benefits) of immigration for social cohesion, identity, and the well-established rules of citizenship. For social scientists and analysts in Western Europe and the United States, the destabilizing aspects of immigration appear to have largely displaced class as a way of understanding sources of political instability. Scholarly interest in questions of immigrant integration on the one hand and naturalization and citizenship on the other, first emerged in the social sciences in the 1960s. In the United States, integration and citizenship questions have often been explored in the context of race relations. In Europe, the debates on issues of citizenship have been much more influenced by questions of identity and integration. As interest grew in comparison, scholars increasingly turned their attention to national differences that crystallized around national models for integration. However, such models are not always in congruence with aspects of public policy. There are a number of research directions that scholars may consider with respect to immigrant integration, naturalization, and citizenship, such as the relationship between immigrant integration and class analysis, the careful development of theories of policy change, the role of the European Union in the policy process, and the impact of integration and citizenship on the political system.

Australia is often held up as an exemplary multicultural society in cross-national comparisons, particularly in relation to the integration of immigrants. Yet, this ‘grand narrative’ of Australia’s multicultural success risks an over-simplified picture of the dynamics of integration in Australia, obscuring dimensions on which Australia’s performance is comparatively poor. Juliet Pietsch’s Race, Ethnicity and the Participation Gap makes a valuable contribution to a more nuanced discussion, asking why the political participation of non-European ethnic and immigrant minorities in Australia is so low compared to Canada and the United States. This review article brings Pietsch into critical conversation with two recent books on comparative integration in North America and Western Europe: Richard Alba and Nancy Foner’s S trangers No More and Gulay Ugur Goksel’s Integration of Immigrants and the Theory of Recognition. Read alongside each other, these texts encourage deeper reflection on where Australia sits on a variety of indicators of immigrant integration as well as how integration is conceptualised in Australia. This article thus contributes to existing literature on the contemporary state of Australian multiculturalism, while also pointing towards directions for future research.

Both fertility and marriage behaviour have changed considerably throughout Western Europe. While fertility has declined across the continent there has been an increase in the age of marriage, accompanied by an increase in cohabitation rates and marriage dissolution. These cross- national trends have been suggested to be indicative of a second demographic transition. Both Beck and Giddens have attempted to locate these changes in family formation within a wider context of social change associated with late modernity. However, in this paper we argue that in trying to provide a universal theory to understand the second demographic transition it is important not to overlook important cross- national differences. Previous comparative research has established that in the South young people tend to marry later, but have children earlier in partnerships. While in the North, marriage and leaving home occur earlier but the link between marriage and childbirth is weaker. In this paper we use data from the British National Child Development Study and the Spanish 1991 Sociodemographic Survey in order to compare the processes of family formation in Britain and Spain. The emphasis is on understanding the sequencing and timing of a) leaving home, b) forming a partnership, and c) giving birth to a first child in relation to each other rather than as independent events.

This paper asks whether early responses to de-industrialization and automation shaped how those affected negatively by technological change responded politically. It begins by examining patterns of compensation, outlining cross-national differences in the use of passive early retirement benefits, the expansion of public services, and regulation of the labor market. It then pools 20 waves of the International Social Survey Programme, and examines party choices across groups of workers. It finds that those exposed to technological change are both more likely to vote for the mainstream left and right populists. Differences in compensation have a limited direct or indirect effect. Where spending and labor market regulation does matter, it heightens both left and right-populist voting among affected groups.

This article introduces the Special Issue on industrial relations in Central and Eastern Europe since the financial and economic crisis. Already dependent economically on funding from the west and lacking the robust industrial relations institutions traditional in much of Western Europe, countries in the region were particularly vulnerable. However, there are important cross-national differences, and the strategies of key actors have significantly affected the outcomes.
