Philanthropy and Progressive Era State Building through Agricultural Extension Work in the Jim Crow South

In the process of promoting an agricultural appropriation bill in the 1914 legislative session, members of Congress engaged in a vigorous debate about the appropriateness of public-private collaboration in the federal government. They had discovered that the Department of Agriculture had been receiving funding directly from the General Education Board (GEB), a philanthropy established with funds from the Rockefeller family, for staff hired to engage in agricultural extension services. Representative William Kenyon of Iowa explained to his fellow Congressmen that employees “were on the pay roll of the Government; and, as I understand, the man who is at the head of the farm demonstration work received $1 per month from the Government and $625 per month from the Rockefeller Fund.” While Senator John Sharp Williams of Mississippi generally supported the use of private funding, he expressed the sentiments of many of his colleagues with his concern that it was “a very bad thing to get the employees of the Federal or of the State or of a city government in the habit of relying upon rich men and corporations for aid and assistance, because it brings around… a certain, perhaps dominating, influence upon the officials themselves that might be and probably would be finally detrimental to the public service or to self-respect and interest of the masses.”

Public-Private Partnership (PPP) involves a contract between public and private sector entities wherein the private entity provides a public service or project and assumes the substantial financial, technical and operational risk in the project with specified roles and responsibilities. The PPP approach supplements scarce public resources created a more competitive environment and helped to improve efficiencies and reduce costs. Public-private partnerships have seen a large increase over the years in part because local and state governments rely heavily on the growing number of non-profits to provide many public services that they cannot. At this time, Public-Private Partnership in agricultural extension is required in India to overcome the wide extension worker: farmer ratio in India, to reduce the financial burden on the government, to confine the role of village-level extension worker and for commercialization of agriculture. Review of various studies indicated the different types of models for PPP, which are public funded and private management, both sharing funding with private management, Public Facilitation and Private Funding, Sharing of funding and utilization of facility/information created by both, Public Infrastructure-Private Resources and Management, Public Facilitation- Private Funding and Private Management, Partnership Sans Financial Involvement. Studies also explored the potential areas for Public-Private Partnerships such as technology dissemination, Sale of Inputs, Processing and Marketing of Agri products, Infrastructure support for production, processing and marketing and Participatory Technology Development and Dissemination (PTDD). Agricultural Technology Management Agency (ATMA) is the best example of the site for the successful Public-Private Partnership in agriculture extension. The concept of Public-Private Partnership should be implicated in the potential areas which will prove helpful in reducing the burden on government financial resources as well as creating more opportunities and increase their income resulting in raising their living standards.

ABSTRAKPenelitian ini bertujuan untuk mengetahui manajemen kinerja penyuluhan pertanian pada Dinas Pertanian dan Perikanan Kabupaten Indragiri Hulu dalam merencanakan, melaksanakan dan mengevaluasi, untuk mengetahui prestasi kerja penyuluh pertanian dalam merencanakan, melaksanakan dan mengevaluasi  program Penyuluhan  di Kabupaten Indragiri  Hulu.Subjek dari penelitian ini adalah 22orang penyuluh pertanian, yang merupakan penyuluh Pegawai Negeri Sipil dan penyuluh pertanian THL-TBPP Kabupaten Indragiri Hulu, Provinsi Riau.Metode analisis data menggunakan analisis secara matematik dengan analisis Skala Likert’s Summatied Ratting (SLR) dan analisisNilai Prestasi Kerja (NPK).Hasil penelitian dari analisis menunjukan bahwamanajemen kinerja penyuluhpertanian memiliki skor 91,02 dengan kategori baik,pada variabel  X1 perencanaan persiapan penyuluhan pertanian mendapat skor 107,75 dengan kategori sangat baik (SB), Variabel kemampuan pelaksanaan penyuluhan pertanian memiliki skor sebesar 86,80 dengan kategori baik (B) sedangkan pada variabel  Evaluasi dan Pelaporan adalah memiliki skor 78,50 dengan katagori baik (B). Adapun nilai prestasi kerja penyuluh pertanian memiliki skor 82,72 dengan kategori baik.Kata Kunci : Kinerja; Manajemen; Nilai Prestasi Kerja; Penyuluhan.ABSTRACT                This study aims to determine the performance management of agricultural extension services at the Department of Agriculture and Fisheries of Indragiri Hulu Regency in planning, implementing and evaluating, to determine the work performance of agricultural extension workers in planning, implementing and evaluating Extension programs in Indragiri Hulu Regency. The subjects of this study were 22 agricultural extension workers, who were extension workers of the THL-TBPP Civil Servants and extension workers in Indragiri Hulu Regency, Riau Province.                The method of data analysis uses mathematical analysis with analysis of Likert's Summatied Ratting Scale (SLR) and analysis of Work Achievement Value (NPK). The results of the analysis show that the performance of agricultural extension officers has a score of 91.02 with a good category, in the X1 variable the planning of agricultural extension preparation scores 107.75 with a very good category (SB), the variable ability to implement agricultural extension has a score of 86.80 with a good category (B) while the Evaluation and Reporting variable is a score of 78.50 with a good category (B). The Integrated Child Development Services (ICDS) scheme is the world’s biggest and unique programme for nutrition and childcare, launched way back on 2 October 1975 by the Government of India. It is a centrally subsidised scheme implemented by states across the country for the benefit of children, especially for vulnerable groups. The scheme’s main objective is to improve the health and nutritional condition of children below six years of age, along with pregnant women and lactating mothers. The objective of the study is to critically analyse functions of the ICDS Scheme in the state of Odisha about implementation and monitoring. The analysis was done with the help of secondary literature and available data from government documents. The opinion and experience of various stakeholders like Anganwadi workers, supervisors and other government staff have been analysed for this purpose. This article describes existing policies and procedures of food procurement, storing, supply, cooking, production and serving cycle under ICDS Scheme in Odisha. The recommendations of the study may help for future improvement of various thrust areas of the ICDS Scheme. The article brings out critical factors accountable for the efficient implementation of the ICDS programme. Further, the study evaluates the ICDS Scheme based on existing government guidelines to reach out to the masses in Odisha.

Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

Environmental education (EE) is an integration of environmental understanding with formal or informal education. EE is expected to help students gain understanding on the awareness and knowledge about the environment to further shape student attitudes. From these understanding, skills and abilities will emerge so that students can actively participate and become agents in solving environmental problems. The concept of EE itself can be traced back to the 18th century, although globally, those engaged in the environmental sector began to strive to develop a more measurable EE concept since the 1970s. The legal basis also varies, with application models that adapt to each distinctive environment. Adiwiyata is a form of EE managed by the government through the integration of two important ministries, namely the ministry that deals with environmental issues and the ministry that deals with education. This study was intended to find out whether Adiwiyata was in accordance with the EE concept that was agreed upon globally. In particular, the implementation of the Adiwiyata Program in Surabaya City is the focus of this paper based on the results of research on the environment in 2019 which have been published. The environmental awareness of Adiwiyata School in Surabaya City is quite high and the concept developed by the Surabaya City Government is very solid that involves all parties.AbstrakPendidikan lingkungan hidup (PLH) merupakan pengintegrasian pemahaman lingkungan hidup dengan pendidikan formal atau pendidikan informal. PLH diharapkan dapat membantu siswa memperoleh kesadaran dan pengetahuan mengenai lingkungan hidup untuk selanjutnya dapat membentuk sikap siswa. Dari pemahaman tersebut akan muncul keterampilan dan kecakapan sehingga siswa dapat berpartisipasi aktif dan menjadi agen dalam memecahkan masalah lingkungan. Konsep PLH sendiri dapat ditelusuri sampai abad ke-18, walaupun secara global, mereka yang bergerak di bidang lingkungan hidup mulai berupaya untuk menyusun konsep PLH yang lebih terukur sejak tahun 1970-an. Dasar hukumnya pun beragam, dengan model penerapan yang menyesuaikan dengan lingkungan masing-masing. Adiwiyata merupakan salah satu bentuk PLH yang dikelola pemerintah dengan mengintegrasikan dua kementerian penting, yaitu kementerian yang menangani masalah lingkungan hidup dan kementerian yang menangani pendidikan. Kajian ini dimaksudkan untuk mengetahui apakah Adiwiyata sudah sesuai dengan konsep PLH yang disepakati secara global. Secara khusus, pelaksanaan Program Adiwiyata di Kota Surabaya menjadi fokus dari tulisan ini berdasarkan hasil penelitian tentang lingkungan di tahun 2019 yang telah dibukukan. Kesadaran lingkungan Sekolah Adiwiyata di Kota Surabaya sudah cukup tinggi dan konsep yang dikembangkan oleh Pemerintah Kota (Pemkot) Surabaya sangat solid dengan melibatkan semua pihak.

Rotinsulu Ekonomi Pembangunan – Fakultas Ekonomi dan BisnisUniversitas Sam ratulangi  ABSTRAKKemiskinan merupakan masalah klasik disetiap negara. Usaha pengentasan kemiskinan telah lama dilakukan oleh pemerintah. Variabel yang mempengaruhi tingkat kemiskinan antara lain adalah pengeluaran pemerintah dan pertumbuhan ekonomi. Pengeluaran pemerintah Kota Manado melalui pos belanja modal, belanja sosial, dan pertumbuhan ekonomi diharapkan juga memberi pengaruh terhadap tingkat kemiskinan. Penelitian ini bertujuan untuk mengetahui pengaruh belanja modal, belanjasosial, dan pertumbuhan ekonomi terhadap tingkat kemiskinan di Kota Manado secara parsial maupun secara bersama-sama. Metodeanalisis yang digunakan adalah analisis regresi berganda. Hasil penelitian menunjukan bahwa belanja modal memiliki pengaruh yang negative dan signifikan secara parsial terhadap tingkat kemiskinan sedangkan belanja social dan pertumbuhan ekonomi tidak memiliki pengaruh secara parsial terhadap tingkat kemiskinan di Kota Manado. Secara bersama-sama belanja modal, belanja sosial, dan pertumbuhan ekonomi  tidak  memiliki  pengaruh  terhadap  tingkat  kemiskinan di Kota Manado. Kata Kunci  :   Belanja Modal,  Belanja  Sosial,  Pertumbuhan  Ekonomi, Tingkat  Kemiskinan.  ABSTRACTPoverty is a classic problem in every country. Poverty eradication efforts have been carried out by the government. Variables that affect the level of poverty among other government are government expenditure and economic growth. Manado City Government expenditure through capital expenditure, social expenditure, and economic growth is expected to also make an impact on poverty levels. This research aimed to determine the effect of capital expenditure, social expenditure, and economic growth on poverty levels in Manado partially or jointly. The analytical method used is multiple regression analysis. The results showed that capital expenditure has a negative and significant effect partially to the poverty level while social spending and economic growth do not have a partial effect on poverty levels in the city of Manado. Taken all research variables found that capital expenditures, social expenditure, and economic growth have no effect on the level of poverty in the city of Manado. Key Words : Regional Expenditure, Social Expenditure, Economic Growth, Poverty Level.
